RESOLUTION R17-388
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PLAINVIEW,
TEXAS, IN SUPPORT OF THE RUNNING WATER DRAW HIKE AND BIKE
TRAIL PHASE II TRANSPORTATION ALTERNATIVES SET-ASIDE
PROGRAM PROJECT.
WHEREAS, the Plainview City Council desires to continue development of this
viable community, including safe on -and -off-road pedestrian and bicycle
accommodations, infrastructure for non -drivers, access to transportation alternatives, and
safe routes to school infrastructure; and
WHEREAS, the Texas Department of Transportation (TxDOT) announced on
January 27, 2017 funding for the current Transportation Alternatives Set -Aside Program
and call for projects for population areas under 200,000; and
WHEREAS, the City of Plainview intends to submit a transportation alternative
project application for the Running Water Draw Hike and Bike Trail project to TxDOT prior
to the May 22, 2017 deadline; and
WHEREAS, the City of Plainview supports funding this project as described in the
2017 TA Set -Aside Nomination Form and is willing to commit to the project's
development, implementation, construction, maintenance, management, and financing.
The City of Plainview is willing and able to enter into an agreement with the department
by resolution, should the project be selected for funding; and
WHEREAS, TxDOT requires the submittal of a Resolution as part of the
Transportation Alternatives Set -Aside Call for Project application submission.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City c:
Plainview, Texas that:
The City of Plainview supports the Running Water Draw Hike and Bike Trail Project
as proposed in the 2017 Transportation Alternative Set -Aside prepared application.
II.
The City of Plainview will serve as the public sponsor and lead project contact on
this project. The City of Plainview agrees to designate a single point of contact for the
project.
III.
The City of Plainview commits to fund or pass through funds from other sources
for a minimum local cash match of 20% of the total project cost.

IV.
The City of Plainview confirms that City of Plainview will be responsible for any
cost overruns.
V.
The City of Plainview understands and acknowledges that all awarded funding is
provided on a reimbursement basis.
VI.
The City of Plainview confirms the project timeline is realistic and commits that if
the project is selected for funding, an agreement will be executed within one year of
selection and the project will advance to construction within three years from the date of
selection.
