AN ORDINANCE CREATING CITY OF PLA~[NVIEW ENVIRONMENTAL
ADVISORY COMMITTEE, PROVIDING FOR THE COMPOSITION,
APPOINTMENT, TE~4 OF OFFICE, NOTICE OF I~ETING AND
ATTENDANCE REQUIREMENTS OF ALL ME~ERS APPOINTED TO
THE CITY OF PLAINVIEW ENVIRONMENTAL ADVISORY COMMITTEE.
BE IT ORDAINED BY THE CITY COUNCIL, CITY OF PL~INVIEW, TEXAS:
Section 1: CREATED. There is hereby created by the City
of Plainview an environmental study committee to be known as
the "City of Plainview Environmental Advisory Cor~ittee".
Section 2: PURPOSE. The purpose of the City of Plainview
Environmental Advisory Committee shall be to make the necessary
environmental studies and assessments required by agencies of
the United States Government, State of Texas, and City of Plainview;
and to make recommendations to the City Council recommending actions
to be taken to improve environmental conditions in the community.
Section 3: COP~OSITION. The City of Plainview Environmental
Advisory Committee shall consist of eight (8) members. All
members appointed shall not, at the time of appointment or during
their term of office, serve on any other authority, board, com-
mission or conm~ittee of the City of Plainview. All members
appointed shall be residents of the City of Plainview at the
time of their appointment and during their term of office.
Section 4: APPOINTMENT. The members of the City of Plainview
Environmental Advisory Committee shall be appointed by the City
Council. The term of four (4) members shall begin on January 1,
1979~ and the term of four (4) members shall begin on January 1~
1980.
Section 5: TERMS. Each member of the City of Plainview
Environmental Advisory Committee shall serve for a term of two
(2) years. No person shall serve more than two (2) full suc-
cessive terms as a member of the City of Plainview Environmental
Advisory Committee.
Section 6: NOTICE OF MEETINGS: Each meeting of the City
of Plainview Environmental Advisory Committee shall be legally
posted as required by Article 6252-17 V.T.C.S. and the Mayor,
Ex-Officio members and members of the Committee shall be notified
in writing not less than 3 days prior to the date of any meeting.
Section 7: MANDATORY ATTENDANCE REQUIREMENT: Each member
of the City of Plainview Environmental Advisory Committee shall
attend no less than seventy-five percent (75%) of the regular,
special or emergency meetings called by the officers of the
City of Plainview Environmental Advisory Committee. The Secretary
of the City of Plainview Environmental Advisory Committee shall
mske a quarterly report to the Mayor and City Council showing
the attendance of each member of the City of Plainview Environmental
A~visory Committee. Any representative failing to attend seventy-
f~ve percent (75%) of the regular, special or emergency meetings
1Dgally called during any calendar year, shall be automatically
d~squalified for service on the City of Plainview Environmental
Advisory Committee and shall be replaced by the City Council.
Section 8: VACATION OF OFFICE: Should a member of the City
of Plainview Environmental Advisory Committee move from the City
or otherwise become disqualified for any other reason, he shall
vacate the office.
Section 9: FILLING VACANCIES: W~cancies occuring in the
msmbership of the City of Plainview Environmental Advisory
Committee shall be filled by appointment for the unexpired term.

SEVERANCE CLAUSE: That should any section, paragraph, sentence,
clause, phrase or work of this ordinance be declared unconstitutional
or invalid for any reason, the remainder of this ordinance shall not
be affected thereby.
That the City Secretary is hereby authorized to cause publica-
tion of the descriptive caption of this; ordinance as an alternative
method provided by law.
~D IT IS THEREFORE ORDAINED BY THE CITY COUNCIL OF THE CITY
OF PLAINVIEW:
That on a motion by Alderman A]m0n __, seconded by Alderman
S0Re]]e Ordinance No. 78-2256 was read in full and adopted
this date and introduced, on first reading this the 22nd day of
August , 19 78
That on a motion by Alderman Alm0n , seconded by Alderman
Woods Ordinance No. 78~-2256 was read by caption and
ad. opted by the City Council on the second and final reading this the
]2th day of September , 19 78
