PLANNING & ZONING MINUTES
March 30, 2017
The Planning & Zoning Board held a public hearing on Thursday, March 30, 2017 at 6:00 p.m.
The meeting took place in the Council Chambers of City Hall, 901 Broadway, Plainview, Texas,
with the following members present:

Paul Drager opened the meeting at 6:01 pm, established a quorum and conducted the
consideration of the following items in the order presented. Cris Valverde read the staff
reports, and gave the recommendations for each item.
ITEM NO. 1 Approval of February 23, 2017 Planning and Zoning minutes.
Mark Hardin made a motion for approval. Chris LeFevre seconded and motion carried
unanimously.
ITEM NO. 2 Oath of Office of Paul Drager, Chris LeFevre and Danny Murphree.
ITEM NO. 3 Case File No. 868N -17 -01 Vacation of an existing 20 feet alley right-
of-way adjacent to Lots 27 thru 31, Block 31, Original Town Addition, Section 2,
Block ML, El Lowe Survey, Plainview, Texas, Hale County
APPLICANT: City of Plainview VICINITY: W 6 St and Austin St
Cris Valverde presented this case for a request to vacate an existing 20 foot alley right -
of -way adjacent to lots 27 thru 31, Block 31, Original Town Addition, Section 2, Block
ML, El Lowe Survey, Hale County. The City of Plainview is requesting an abandonment
of this right -of -way due to the fact that the existing alley way is no longer being used as
it was originally intended. The parking lot is to the north of the alley and there is no
active service at the Hilton Hotel which is to the south. The City of Plainview
understands that there is potential redevelopment of the Hilton Hotel and should the
alley be abandoned and the project move forward, a portion of the alley and the
improved parking lot will be consolidated into a unified parking lot that is required for the
Hilton Hotel. Should the vacation request to approved, the alley would be divided up in
an equitable manner. The north half of the alley would go to the property owner to the
north, and the south half would go to the property owner to the south.
The staff relayed this information to the developers of the Hilton Hotel and stated that a

Mark Hardin made a motion to open the public hearing. Kevin Sweeney seconded and
motion carried unanimously. No response was made. Paul Drager asked if anyone
would like to speak in opposition or in favor, no one came forward.
Danny Murphree made a motion to close the public hearing. Seconded by Mark Hardin
and motion carried unanimously. Mark Hardin made a motion to approve Case No. 868N-
17-01 with the stipulation that it be allowed to remain active on the Planning and Zoning
Commission's agenda until all matters are resolved. Seconded by Danny Murphree.
Motion carried unanimously
ITEM NO. 4 Case File No. 865/P -16 -03 Final Plat of Hitchin Post, Lot 1, a
Suburban Subdivision to the City of Plainview, being an unplatted tract of land in
Section 37, Block JK2, Hale County, Plainview Texas (33.175 acres) (Vicinity:
Industrial Blvd and Interstate Highway 27

ITEM NO. 5 Case File No. 861/P -16 -02 Plainview Vision Unit No. 1, a suburban
subdivision and an addition to the City of Plainview, being an unplatted tract of
