OPJ)INANCE DESIGNATING A PORTION OF PORTLAND STREET TO BE A
ONF.-WAY STREET FOR MOTOR VEHICLE TR3kFFIC IN THE CITY OF PLAIN-
VIEW, TEXAS, PROVODING FOR A PENALTY AND PROVIDING FOR THE
PASSAGE OF SUCH ORDINANCE AS AN EMERGENCY.
WHEREAS, Portland Street between West 10th Street and
West llth Street is adjacent to a public school, and two-way
motor vehicular traffic has created traffic congestion on this
portion of Portland Street; and
WHEREAS, the City Council of the City of Plainview, Texas,
has determined that it would be in the best interest of the
public that Portland Street between the intersection of West
10th Street and the intersection of West llth Street be declared
to be a one-way street, South, to all vehicular traffic;
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE
CITY OF PLAINVIEW, TEXAS:
SECTION 1: Portland Street between the intersection of
West 10th Street and West llth Street shall be, and the same
is, hereby declared to be a one-way street, South, to all
vehicular traffic, and any automobile, motor cycle, motor
scooter, or any type of motor vehicle which is self-propelled,
shall be driven on Portland Street between West 10th Street and
West llth Street in the direction of South only.
It shall be unlawful for any person to operate any automobile,
motor cycle, motor scooter, or any type of motor vehicle which
is self-propelled, in any direction other than South on
Portland Street between the intersection of West 10th Street
and West llth Street.
SECTION 2: Ail ordinances or part of any ordinance of the
City of Plainview, Texas, in conflict herewith is hereby amended
to conform with the provisions hereof.
SECTION 3: Any person who shall violate or fail to
comply with any of the provisions of this Ordinance, shall be
deemed guilty of a misdemeanor, and upon conviction, shall be
punished by a fine in a sum of not less than $1 00 nor more
than $200.00. '
The necessity to designate certain portions of streets
in the Ci%y Limits of the City of Plainview, Texas, a school
zones and to provide maximum limits of speed thereon prior to
the beginning of the school term for the year 1980 creates an
emergency and an imperative public necessity for the immediate
preservation of the public's peace, health, safety and general
welfare, requiring that any rule necessitating more than one
reading thereof be, and the same is, hereby suspended; this
Ordinance shall be passed and take effect as an emergency
measure and shall be in full force from and after its passage
as provided by law, and it is so ord[ained.
