HomeMy WebLinkAbout81-2447 ordAMENDMENT TO THE PLUMBING CODE OF THE CITY OF PLAINVIEW, TEXAS ORDINANCE NO. 81-2447 WHEREAS, the City Council of th~m City of Plainview~ Texas, did on May 26~ 1981, at a regular session of the City Council pass and adopt Ordinance No. 81-2447~ amending the Pluntbing Code of the City of Plainview~ Texas (Ordinance No. 71-1366). The descriptive caption and the penalties of said ordinance are as follows: DESCRIPTIVE CAPTION An ordinance amending the Plumbing Code of the City of Plainview, Texas, (Ordinance No. 71-1366)~ permitting the installa- tion of ABS and PVC schedule 40 minimum drain~ waste and vent pipe systems; permitting the use of dresser couPlings; permitting the use of automatic vents for island sink installation; permitting the use of one inch pipe for natural gas service under specified conditions; providing for specifications, materials and methods of plumbing installation; directing publication of the description caption of this ordinance with penalty provisions of the plumbing code, and providing an effective date of this ordinance. PENALTIES The Penalties for the violation of this Ordinance are as follows: SECTION III. "That Section 26.3, Chapter 26, of the Plainview Plumbing Code, 1981 Edition, shall hereafter read as follows: Any person, firm or corporation violating any of the provisions of this Code shall be deemed guilty of a misdemeanor; and each such person shall be deemed guilty of a separate offense for each and every day or portion thereof during which any violation of any of the provisions of this Code is committed, continued or permitted, and upon conviction of any such violation such person shall be punishable by a fine of not more than $200.00." LLOYD- C~' WOODS, Mayor Pro Tern City' of Plainview, Texas ORDINANCE NO. 81-2447 AN ORDINANCE AMENDING THE PLUMBING CODE OF THE CITY OF PLAINVIEW, TEXAS, (ORDINANCE NO. 7~-1366), PERMITTING THE INSTALLATION OF ABS AND PVC SCHEDULE 40 MINIMUM DRAIN, WASTE AND VENT PIPE SYSTEMS; PERMITTING THE USE OF DRESSER COUPLINGS; PERMITTING THE USE OF AUTOMATIC VENTS FOR ISLAND SINK INSTALLATION; PERMITTING THE USE OF ONE INCH PIPE FOR NATURAL GAS SERVICE UNDER SPECIFIED CONDITIONS; PROVIDING FOR SPECIFICATIONS, MATERIALS AND METHODS OF PLUMBING INSTALLATION; DIRECTING PUBLICATION OF THE DESCRIPTION CAPTION OF THIS ORDINANCE WITH PENALTY PROVISIONS OF THE PLUMBING CODE, AND PROVIDING AN EFFECTIVE. DATE OF THIS ORDINANCE. WHEREAS, the City Council of the City of Plainview, Texas, has appointed the Plumbing Appeals and Advisory Board to prepare recommendations for the City Council in regard to the Plumbing Code; and WHEREAS, the Plumbing Appeals and Advisory Board has recommended that certain provisions of the Plumbing Code of the City of Plainview, Texas, be amended; and WHEREAS, the City Council of the City of Plainview, Texas, has deter- mined that certain provisions of the Plumbing Code have become obsolete and should be amended. NOW THEREFORE BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF PLAINVIEW, TEXAS: SECTION 1. Chapter 12 is hereby amended by adding thereto sub- sections to 'be known as Section 12-1-3A and 12-1-3B and shall hereinafter read as follows: 12-1-3A. INSTALLATION OF ABS AND PVC DRAIN, WASTE AND VENT PIPING SYSTEMS - SCHEDULE 40 MINIMUM WEIGHT I. Introduction. This standard applies to the installation of ABS and PVC drain, waste and vent systems. II. Purpose. This standard shall serve to supplement any existing applicable standards and requirements of appropriate codes and laws regulating use of ABS and PVC pipe and fittings in drain, waste and vent systems and to provide the necessary requirements for installation, use and inspection of ABS and PVC piping and fittings for this purpose. III. Identification and Characteristics. (a) General. Plastic pipe for DWV applications is furnished in straight lengths. ABS pipe is black in color, while PVC pipe is usually dark gray, ivory or white in color. Both types of pipe have identification markings of a contrasting color on opposite sides or spirally around the barrel and duplicated every 24 inches in letters not less than 3/16 inch high. Fittings are usually furnished in the same colors as the pipe with indelible markings on opposite sides. Refer to tables in the ASTM standards for dimensions and tolerances for pipe fitting sockets and laying lengths. Forty-five-degree chamfered socket bottoms are required. (b) Pipe. Pipe markings shall contain at least the following information: 1. Company name or registered trademark of the manufacturer. 2. Nominal pipe size. 3. ABS-DWVor PVC-DWV. ' 4. Any other markings required or permitted by law. (c) Fittings. Fittings are marked on' bOth sides with at least the following information: 1. Company name or registered trademark. 2. ABS-DWV or PVC-DWV. 3. Size of openings. 4. Any other markings required or permitted by law. (d) Location of Markings. Pipe and fittings shall be so positioned that identifying markings are readily visible for inspection. IV. Joints and Connections (a) Solvent Cement. Solvent Cement shall be of an approved type. The cement shall be packed in 1-quart containers or smaller for field use. Should ABS cement thicken during use, it may be thinned with methylethyl ketone (MEK). Do not attempt to thin PVC cement. Solvent cements are flammable. Refrain from prolonged breathing of vapors and contact with skin. Use with adequate ventil'ation and avoid contact with eyes. In case of eye contact, flush repeatedly with water. 1. Socket fit. DWV fittings are manufactured to close tolerances. Close tolerances are required to insure a satisfactory fit between pipe and fitting during the solvent cement joining. 2. Joining technique. Pipe shall be cut square with saws or pipe cutters designed for plastic pipe. Remove burrs and wipe off all dust, dirt and moisture from surfaces to be cemented. Pipe and fittings shall be protected from serrated holding devices and abrasion. For PVC systems, the outside surface of the pipe (for the socket depth) and the mating socket surface shall_ be cleaned .and the gloss removed with a recommended chemical cleaner or with abrasive paper or steel wool. This step need not be observed for kBS systems. Using an ordinary paint brush of adequate size, or the brush supplied with the can of solvent cement, first apply a moderate-even coating of cement in the fitting socket completely covering the pipe-joining surfaces only. Heavy or excessive applications of cement will become an obstruction inside of the piping. Quickly apply a liberal coating of cement to the outside of the pipe; flow on rather than brush on. Make sure that the coated distance on the pipe is equal to the de~th of the fitting socket. -2- Assemble joint as quickly as possible before cement dries by inserting pipe into fitting socket, turning the pipe slightly to insure even distribution of cement. Make sure that the pipe is inserted to the full depth of the socket and held in place a few seconds to prevent push out. Remove excess solvent cement from the exterior of the joint with a clean, dry cloth. Reasonable handling of the assembly is permissible wi%~in two minutes after joining. Excessive handling shall be avoided until after the cement has set as damage to the joint and loss of fit may result. Should the cement dry partially before joint is made up, reapply cement before assembling. Allow 15 minutes for joint %o develop good handling strength. (b) Threaded Joints. Cut ~hreads shall not be made ~on DWV pipe. Molded threads are permitted pursuant to the standards. Use of adapter fittings for transition 'to threaded construction is necessary, except in the case of cleanout plugs. The joint between the DWV pipe and the transition fitting shall be of the solvent cement type.. Only approved thread tape or thread lubricant specifically intended for use with ABS or PVC shall be used. Conventional pipe thread compounds, putty, linseed oil base products and unknown mixtures shall not be used. Where a threaded joint is made, obtain tightness by maximum hand tightening, plus additional tightening with a strap wrench not to exceed one full turn. (c) Traps. trap adapters. Traps shall be connected by means of approved threaded (d) Closet Flanges. Connection to closet flanges is usually made ~by solvent welding to the closet bend or riser. Install screw-type closet flanges in the drainage system by means of threaded transition fittings. Install caulk-type closet flanges in accordance with the procedures outlined in Subsection (f). (e) Connection to Nonplastic Pipe. When connecting plastic pipe to other types of piping,, use only approved types of fittings and adapters designed for the specific transition intended. (f) Transition to Bell and Spigo.t Pipe. Make connections or transi- tions to bell and spigot cast-iron pipe and fittings, and to bell and spigot pipe fittings of other materials, with approved mechanical compression joints designed for this use, or caulked joints made in an approved manner. In caulking, pack the joint with oakum or hemp and fill -3- with molten lead to a depth of not less than 1 inch. Allow a period of four minutes for cooling, following which caulk the lead at the inside and outside edges of th~ joint. Lead shall not be overheated. Heat lead to melting point o~ly. (g) Thermal Expansion Fittings. Approved expansion_ fittings that utilize rubber 0-rings in a recessed groove may be used to compensate for thermal expansion. The rubber O-ring slides along the pipe when expansion or contraction occurs. The rubber of which the 0-ring is made shall meet the requirements of approved standards. Expansion joints shall be installed by solvent 'cementing techniques. V. Storage. Pipe and fittings shall not be stored in direct sunlight. Pipe shall be stored in such a manner as to prevent sagging or bending. Exposure to direct sunlight during normal construction periods is not considered harmful. VI'. Alignment and Grade. Ail piping system components shall be aligned properly without strain. Pipe shall not be bent or pulled into position after being solvent cemented. Grade of horizontal drainage and vent piping shall be as specified for other materials in the Plumbing Code. VII. Supports and Spacing. Hangers and StrapS shall not compress, distort, cut or abrade the piping and shall allow free movement of pipe. Support all piping at intervals of not more than 4 feet, at end of branches, and at change of direction or elevation. Supports shall allow free movement. Vertical piping shall be maintained in the straight alignment. Support trap arms in excess of 3 feet in length as close as possible to the trap. Closet rings shall be securely fastened with corrosive-resistant fasteners to the floor with top surface 1/4 inch above finished floor. Closet bends or stubs shall be stabilized against all horizontal or vertical movement. Pipe exposed to damage by sharp surfaces shall be protected with grommets or sleeves of rubber or plastic. VIII. Thermal Expansion. Allow for thermal expansion and movement in all piping installations by the use of approved methods. Support, but do not rigidly restrain piping at branches or changes of direction. Do not anchor pipe rigidly in walls. Holes, through framing members, should be adequately sized to allow for free movement. Thermal expansion for installation subject to temperature changes may be determined from Tables 12-1-A and 12-1-B. The linear expansion shown is independent of the diameter of the Pipe. Buried piping or -4- piping installed in the crawl space under a building is normally subject to less than the ambient temperature change. Piping, except vent piping through roofs, shall not be installed so as to be subject to direct sunlight after installation.' In plumbing systems with stacks exceeding 20 feet in height, approved ~expansion joints, restraint fittings and offsets shall be placed on vertical risers and horizontal branches as shown in Figures No. 14'2-1 and 14-2-2. IX. Trenching. Piping shall be laid on a firm bed throughout its entire length, and any such piping laid in made or filled ground shall be laid on a bed of approved materials and shall be supported to the satisfaction of the plumbing inspector. All excavations shall be completely backfilled as soon after inspection as practicable. Precaution shall be taken to insure proper compactness of backfill around piping without damage to such piping. Trenches shall be backfilled in thin layers and tamped to 12 inches above t'he top of~the piping with clean earth which shall not contain stones, boulders, cinderfill or other materials which would damage or break the piping or cause corrosive action. Mechanical devices such as bulldozers, graders, etc., may then be used to complete baCkfill to grade. Fill shall be properly compacted. Suitable precautions shall be taken to insure permanent stability for pipe laid in filled or made ground. X. Exposed Piping. Support shall be provided where DWV is exposed to wind, snow and ice loading. Plumbing vents exposed to sunlight shall be protected by water- base synthetic latex paints. Where surface temperatures exceed 165°F. for ABS and 140°F. for PVC, piping shall be protected by means of shielding or some type of lightweight insulation. XI. Antifreeze Protection. PVC 'and ABS pipe and traps can be protected from freezing by use of one of the following solutions or mixtures: 1. Four quarts of water mixed with 5 quarts of glycerol. 2. Two and one-half pounds of magnesium chloride dissolved in 1 gallon of water. 3. Three pounds of table salt dissolved in 1 gallon of water. The salt solutions are effective to approximately 10°F. All drains, wastes and vents shall be minimum schedule 40 pipe and shall be installed~in conformance with requirements of Section 12-1-3A, appropriate American National Standards Institute (A.N,S.I.) specifications, appropriate American Society for Testing and Materials (A.S.T.M.) specifications, and in accordance with the manufacturer's recommendations. II. Use of ABS and PVC schedule 40 pipe minimum drains, wastes and vents to be approved in permitted structures, not to exceed two-story construction. III. Use of schedule 40 mini'mum ABS and PVC drains, wastes and vents shall be permitted in all buildings which are not required to be of fire-rated construction. D . ete~mlnatlon of f~re-ratings of buildings shall conform to the provisions of Section. 5, Uniform Building~Code with respect to maximum floor areas allowed. AlloWable increases in flOor area due to installation of automatic sprinkler systems and open-space around the building shall be permitted. IV. Use of schedule 40 minimum ABS and PVC drains and wastes shall not be permitted in any building where the water temperature exceeds 140°F. SECTION 2. Chapter 12, sub-section 12-1-4 relating to the materials and use~ of '"Plastic, Pipe (PVC)" and "Plastic, Pipe (ABS)" shall be and the same ~s hereby amended so as to hereinafter read as follows: 12-1-4. MATERIALS AND USES Plastic pipe (PVC) and Plastic Pipe (ABS) schedule 40 minimum shall be permitted for the following uses: building sewer outside building, drain, drainage branches, solid stack, vent stack, vent branches~ buildings to storm sewer, building to storm drain and water service. Installation shall be in accordance with requirements set out in Chapter 12, sub-section 12-1-3A and within the limitations of the applicable standards as set out in Section 12-1-5 of this code. SECTION 3. Chapter 19, sub-section 19.4.1 shall be and the same is hereby amended by adding the following additional paragraph.to sub-section 19.4.1: "Dresser" couplings may be used for cold water service lines under pier and beam construction, and in yard lines only. SECTION 4. Chapter 21, sub-section 21.1.11 shall be and the same is hereby amended by adding the following additional paragraph to sub-section 21.1.11: "Automatic-Vents" for island sink. installation may be used. -7- SECTION 5. Chapter 22 is hereby amended by adding thereto a Section to be known as Section 22.2.20 and shall hereinafter read as follows: 22.2.20 SERVICE LINES TO RESIDENCE One inch natural gas service line from meter to the structure served may be used when the BTU Rating required shall not exceed the rating of 1 inch pipe. Rating shall be calculated by the local gas utility company. Poly-pipe may be used for natural gas service line. When plastic pipe is used for gas service lines, the riser and three feet from the meter shall be in black pipe. Plastic pipe may be run to the point of entry to the structure served. The riser at this point shall have a protective sleeve of metal or other materials. SECTION 6. Ail former ordinances or parts thereof conflicting or inconsistent with the provisions of this Ordinance or of the Plumbing Code of the City of Plainview, Texas, hereby adopted are hereby repealed. SECTION 7. The 1973 Plainview Plumbing Code as herein amended is specifically adopted as the Plumbing Code of the City of Plainview, Texas, and a copy is attached hereto and incorporated'herein by reference, as though set out completely in detail. A copy of said Plainview Plumbing Code shall be filed with the City Secretary and a copy maintained in the office of the Building Official of the City of Plainview, Texas, all such copies to be open to the public inspection during business hours of the office where they are maintained. SECTION 8. The City Secretary is hereby authorized and directed to cause the publication of the description caption of this ordinance together with the penalty provisions of the Plumbing Code of the City of Plainview, Texas, 1973 Edition, as amended.
