MUNICIPAL ELECTION OF THE CITY OF PL~~, TEXAS, ON THE FIRST
SATURDAY IN APRILOF 1982, SAME BEINGTHE 3RDDAYOFTHEMDNTH,
AND PROV/D~FORTHEPASSAGE OF SUCH ORDINANCEASANEb~RlGENCY.
WHEREAS, the Legislative Bodies of the State of Texas, enacted into
law the Bingo-Enabling Act whichallows for a local option election which
~ould legalize Bingo Games for charitable purposes and establishes provi-
sions for calling the election by petiti~n~ and
WHEREAS, a petition calling for a local option election has been pre-
sented to the PlainviewCityCo~ncil and has been verifiedby the City Clerk
as having the required numberof signatures, 359 registered and leqal voters,
which is 10% of the number of the votes cast in the last governor'~ race as
specified by the Bingo Enabling Act; and
WHEREAS, the Enabling Act approved by the State Legistators requires
that the local option election for legalizing Bingo to be held on a uniform
election datewhich is April 3, August 14, or No~ 2; and
WHERIEAS, the Plainview City Council, by Ordinance 'No. 82-2481, passed
on the 9th day of February, 1982, called a regular election to be held for
the election of a Mayor, and two (2) City Councilmembers, said election to
beheld on the first Saturday of April of 1982, the same being the 3rd day
of the month; and
WHEREAS, the City Council has determined that the local option election
for legalizing Bingo games within the city limits of Plainview should be held
on the 3rd day of April, 1982;
NOW THEREFORE, BE IT'ORDAINED BY THE CITY COUNCIL OF THE CITY OF PLAINVIEW,
TEXAS:
Section 1: The Mayor and the City Council of the City of Plainview,
Texas, hereby instruct the City Secretary of the City of Plainview, Texas,
to prepare. . a ballot, to provide for voting for or against the proposition:

Tex~s". Said election to be held on
April 3, 1982, the uniform election date for the City of Plainview, Texas.
Section 2: This election shall be held in accordance with. the rules and
regulations established in Ordinance No. 82.-2481, City of Plainview, Texas.
Section 3: The necessity that proper notice be given and that this
petition be placed on the regular election called on April 3, 1982, creates
an emergency requiring that the rule necessitatingmore than one reading
thereof be, and the same is hereby suspended; this ordinance shall be
passed and take effect as an emergency measure and shall be in full force
frcm and after its passage as provided by law, and it is so ordained.
