HomeMy WebLinkAbout84-2544 ord_. .._ _._ 9a, i ORDINANCE NO. 84-2544 AN ORDINANCE CALLING AND SETTING THE REG[JLAR MUNICIPAL ELECTION FOR THE CITY OF PI~INVIEW, TEXAS, TO BE HELD ON THE FIRST SATURDAY :CN APRIL OF 1984, THE SAME BEING THE SEVENTH DAY OF THE N.[ON'l~i, FOR THE ELECTION OF (1) MAYOR FOR THE CITY OF PLAINVIEW; (2) FOR THE PION OF ONE ALDERA'!AN FOR PLACE ONE ON THE CITY COUNCIL OF THE CITY OF PLAINVZEW; (3) FOR THE ELECTION OF ONE ALDERMAN FOR PLACE THREE ON Z~ CITY COUNCIL OF THE CITY OF PLAINVIEG~; AND (4) FOR THE. ELECTION OF ONE ALDERMAN. FOR PLACE FIVE ON THE CITY COUNCIL FOR THE CITY OF PLAINVIFW; DESIGNATING THE PLACE WHERE SAID ELECTION IS TO BE HELD: AND APPOINTING PRESIDING OFFICIALS THEREOF. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF PLAINVIEW, TEXAS; SECTION l: In accordance with the statutes provided and the Charter of that City of Plainview, an election shall be held in and for the City of Plainview on the first Saturday i:n April, 1984, the same being the seventh day of the month, for the election of (1) a Mayor for the-City of Plainview; (2) for the election of an Alderman for Place One an the City Council of the City of Plainview; (3) for the election of an Alderman for Place three on the City Council of the City of Plainview; (4) far the election of an Alderman for Place Five. SECTION 2: That said election shall be ]held in each of the designated districts within the City and at the designated polling places within each district provided by ordinance of the City of Plainview, Texas. All territory located within the corporate limits of the City of Plainview, Texas, is divided into three election districts. District No. 1 will consist of all of the following territory, to~vit: All of that part of Hale County, Texas, election precinct no. 6 and 7 lying within the city limits of the .City of .Plainview, Texas. Said Hale County election precinct 6 and 7 are described as follows: Precinct 6 is bounded on its Northern most edge by 24th Street which runs East/West from the Western limit o:E the city approximately 1/2 mile East to Interstate Highway 27. A northeastern edge runs from 24th Street Southwest following Highway 27 until it is intersected by 16th Strreet. 1:6th Street defines a Northern edge of the precinct running East from I~[ighway 27 to Garland Street. Garland Street defines a 2 block long Eastern boundary which runs South from 16th Street to 14th Street. 14th Street defines a short Northern edge which runs West from Garland to Holiday Street. Holiday Street forms an Eastern edge running South from 14th Street to 10th Street. ' ~ 10th Street defines the primary Northern boundary running East/West from Holiday on the West to Smythe Street on i:he EAst. Smythe Street forms the Eastern most boundary of the precinct running North/South from IOth Street on the North to the Southern limit of the city. The remaining Southern, Western boundaries (rotating clockwise) follow the city limit lines around and up (North) the Western city line until intersected by 24th Street (the Northern most boundary. of the precinct). The Northern boundary of precinct 7 runs Southeast (from the. Northwest corner of the city limits) along a ~~iagonal which follows the Fri', & D railroad until it intersects 24th Streeet. Then the precinct line. follows 24th StreE:t back west. to Yonkers Street. Yonkers defines the Eastern boundary running South from .24th Street to 10th Street. 10th Strreet defines the Southern edge of the precinct ri~nn;ng west from Yonkers to Holiday. Holiday bounds the precinct on the west xunn.ing North from 10th Street to 14th Street. 14th Strreet defines a Northern edge which runs East from Holiday to Garland Street. Garland. Street defines a Western edge running North fr~.n 14th to 16th Street.. 16th Street identifies a Northern edge wYiich Puns West to Interstate 27. Interstate 27 defines a Western edge of t:he precinct running North from 16th Street to 24th Street. 24th Sheet defines a Southern. edge which runs West from I-27 to the city limits .line, which in turn makes a right angle North, to point Of beginning„ District No. 2 will consist of all of the following territory, to~ait All of that part of Hale County, Texas, election precinct no. 8, 13 and 16, lying within the city limits of the City of Plainview, Texas. Said Hale-County election precinct 8, 13 and 1.6 are described as follows: Voter precinct 8 is bounded on the North by 24th Street running East/West from Yonkers on .the West to Oakland on the East. Oakland bounds the precinct on the East running South from 24th Street to 13th Street. 13th Street forms a Southern boundary running West from Oakland to Smythe Street.. Szrtythe Street forms another Eastern edge running South from 13th Street to 10th-Street. 10th Street defines the Southern. edge of the precinct running West from S3~inythe Street to Yonkers Street. Yonkers forms the Western boundary running North from 10th Street to 24th Street. 'Voter precinct 13 is bounded on the North :by the city limits line running East from the point at which Interstate 27 and the FW & D railroad intersect. Fran this point, the voting precinct boundary follows the city limits boundaries generally Northeast and. Easterly to a point of intersection with Business 87 -Columbia Street. j Business 87 -Columbia Street defines the :Eastern most edge of voter precinct l3, said line running fran the Northern most point of the city limits line to a point of intersection with 24th Street. 24-th Street forms the Southern boundary of voter precinct 13, runr}ing West from its point of intersection withh Columbia to a point of intersection withthe Dimmtt Highway - Texas 1:94. ', The Dimmitt Highway -.Texas 194 forms the :remaining edge of voter precinct 13, said line running generally Northwest to its point of intersection with Interstate 27, the place of beginning, ~', Voter precinct 16 is bounded on its Northern most edge by 24th Street running East/West from Oakland Street in the West to Houston in the !East. '; Houston Street forms an Eastern edge of the precinct running South frca~ 24th Street to 16th Street. 16th Street defines a Northern edge which runs East from Houston to Col~nbia Street. An Eastern edge. is formed by a diagonal which runs Southeast fran 16tY~ and Columbia to 12th and Baltimore. 12th Street then forms a Northern edge running East from Baltimore to Broadway. Broadway defines the Eastern most edge of i:he precinct (1 block long,) to 11th street. '~ 11th Street defines the primary Southern boundary running West from Broa~.way to Smythe. !Smythe forms the Western most edge running .North fran 11th to 13th Strut. 13th Street defines a Northern edge which runs East from Smythe to Oakland. ', The remaining: Eastern line, until they intersect '5th Street defines a limits to Broadway Street. ',Broadway identifies a Street to 12th Street. and Northern 5th Street. Southern edge edges follow the city limits that runs West from the city Western boundary which runs North from 5th 12th Street defines a Northern edge running West from Broadway to Baltimore Street. The boundary then runs diagonally from 12th and Baltimore to 16th and Cc>lumbia. 1:6th Street defines a Southern edge running West from Columbia to Houston Street. Hfouston Street defines the remaining Western edge of the precinct running North from 16th Street to 24th Street. Voter Precinct 19: The Northern most boundary of the precinct is defined by llth'Street running East/West from Denver Street in the WEst tc Broadway. Street in the East. An Eastern edge is identified by Broadwa~~ running South from 11th to 5ti~. Street. u 5th Street defines the remaining Northernz edge running East from Broadway to the city limits. 'Ihe remaining Eastern and Southern boundaries follow the city limits line until they are tangent to Columbia Street. Columbia Street defines a Western edge panning North to East 2nd St-xeet . East 2nd Street defines a one block long Northern edge which runs West €rom Columbia to Denver. Denver street defines the remaining Western edge of the precinct running North from 2nd Street to 11th Street. Voter precinct 10 is bounded on the North by 11th Street running East/West from Smythe on the West to Denver Stxeet on the East. Denver def--fines an Eastern edge of the precinct running South to 2nd Street. East Second Street defines a one block long Northern. edge which runs to Columbia Street. Columbia Street forms the remaining EastExn boundary of the precinct rurvzing to the Southern most limit of the city. The remaining Southern boundary follows the city limits line West to'Smythe Street. Smythe Street defines the West edge of tYie precinct running North from the Southern city limits to 11th Street. SECTION 3: The following places are herE:by designated as the official polling places within each district. 1. District No. 1 polling place shall k~e the College Hill Elementary School, 707 Canyon, Plainview, Hale County, Texas. 2. District No. 2 polling place shall be the Plainview High School, 1501 Quincy, Plainview, Hale County, Texas. 3. District No. 3 polling place shall by the Ash Elementary School, 908 Ash, Plainview, Hale County, Texas. All qualified electors shall vote iri the election district in which they reside. _ ,-, -- _ T - T - i SECTION 4: Said election shall be conducted by the following who are hereby appointed to hold said election. 1.. Betty Royal 2. Nell Ford 3. Mrs. S.M. True, Jr. Mfrs. L.A, (Betty} Royal. and Mrs. Bill {Suzanne) McCzann. are hereby appointed as the election officials of District No. 1. Mrs. L.A: (Betty Royal) shat-1 act as the presiding judge of District No. 1. Mrs. Bill (Suzanne) McC~z is hereby appointed first alternate judge to act as pr siding judge of District No. 1 in the eveni: that Mrs. L.A. .(Betty) Royal is for any reason unable to serve as such presiding judge. The presiding judge of said District No. 1 shall appoint not less than two clerks and as many additional clerks within the authorized li~ni.t as he deems necessary for proper conduci~ of the election. Mrs. Jack (Nell) Ford and Maude Brown are hereby appointed as the election officials of District No. 2, Mrs. Jack (Nell) Ford shall act aslthe presiding judge of District No. 2. Maude Brown is hereby appointed first alternate judge to act as pre:~iding judge of District Noj. 2 in the event that Mrs. Jack (Nell) Ford is for any reasor_ unable to''serve as such presiding judge. The presiding judge of said District No. 2 shall appoint not less than two clerks and as many additional clerks within the authorized limit as he deems necessary for proper conduct of the election. Mrs. S.M. True, Jr, and Mrs. Jack (Anna) Robertson and Anita Maldonado are hereby appointed as the election officials of District No. 3.' Mrs. S.M. True, Jr, shall act as the pres~_ding judge of District No. 3.', Mrs. Jack. (Anna) Robertson is hereby appointed first alternate judge to',act as presiding judge of District No. 3 in the event that Mrs. S.M. True, Jr. is for any reason unable to serve as such presiding judge. The presiding judge of said District No. 3 shall appoint no less than two clerks and as many additional clerks within the authorized limit as he deems necessary for proper conduct of the election. SECTICSirT 5: It is further provided that the maximum number of clerks which shall be appointed to service in said election shall not be in excess of fifteen persons for each district:. SECTION 6: The officers of the City of Plainview, Texas to be elected are as follows: 1. A Mayor 2. An Alderman to fill Place Csne on the City Council of the City of Plainview as designated. in Section 202 of the Charter of the City of Plainview, Texas,. as amendled, as Alderman No. One. " ~~~~ of Plainview as designated in Section 202 of the Charter of the City of Plainview, Texas, as amended, as Alderman No. Three. 9:. An Alderman to fill Place Five on the City Council of the City of Plainview as designated in Section 202 of the Charter of the City of Plainview, Texas, as amended, as Alderman No. Five. SECTION 7: Said election shall be held under and in accordance with the provisions of the statutes of the State of Texas and the Charter of the City of Plainview, Texas, and all persons qualified to vote in said City under the Election Laws of i:he State of tExas shall be allowed to vote therein. Said election shall be held and the polls shall be open. from 7;00 a.m. to 7:00 p.m, and all electors shall vote in the voting districts in which said voter resickes and the place provided for ve~ting in said voting district as provided in Ordinance No. 81-2477, as amended, of the City of Plainview, Texas. SECTION 8: Notice of said election shal]L be given by posting and by, publication of a copy of this Ordinance, aril at the top of which shill appear the words "Notice of Regular Municipal Election for the Purpose of Electing Officers of the City of Plainview, Texas". Thirty days° previous notice of said election shall k~e given key posting a copy. of~,this Ordinance in three public places in sa.i.d City of Plainview in each of the voting districts provided for in Ordinance No. 81-2477, as amended, of the City of Plainview, Texas, one of which notices shall be posted at the polling place designated for the: City Election Distxi.ct 1 and one of which shall be posted at the polling place designated for City Election District 2 and one shall be posted at the polling place designated for City Election District 3. Notice by publication shall also. be made by publishing notice of said election in the Plainview Daily Herald (a newspaper of general circulation in Plainview, Texas) said publication to be not more than twenty-five days nor less than ten days prior to the election. SECTION 9: A copy of this Ordinance shall be also be served upon each of .the three election officials who have been designated to hold the election.
