WI-iEREAS, the City Council of the City of Plainview passed Ordinance No. 84-2551,
;..approving; a Specific Use Permit for development of an enclosed I~7all shopping com-
plex and attendant Site plans and stipulations, and
WHEREAS, the City Corancil of the City of Plainview has received a request to re-
vise the Specific aJse Pexmit to permit development of a Shopping Center in lieu of
a Ma11 complex, and
~~F~REAS, the City Council of the City of .Plainview has determined that it would be
in the best interest of the ci izens of the City of Plamriew to approve said re-
visions to the.Specific Use Permit.
NOW, THEREFORE;, Be It Ordained by the City Council of the City of Plainview, Texas:
Section l of Ordinance No. 84-2551, passed and aliproved on May 22, 1984, shall
be anal the same is hereby amended as follows to wit:

From the date o~E thzs ordinance, said lot, tract and parcel of lsnd described
shall-be and hereby be changed to the Zoning District indicated and the official
Map is amended in accordance Herewith.
Section 2: A necessity to give immediate consideration of the herein stated ,
revisions in order to facilitate beginning of construction and in order to eliminate
untimely and costly dlelays-detrimental to the welfare and interests of the Citizens
of Plainview, Teas, creates an emergency requiring that any"rule necessitating more
than one reading thereof be, .and the same is hereby, suspended; this Ordinance-shall
be passed and take effect as an emergency measure and shall be in full force and
'' effective after its passage.. as provided by law. and it is so ordained.
