HomeMy WebLinkAboutParks Advisory Board Minutes 10-08-2015PARK ADVISORY BARD M1NUTI._S OC1-013ER 8, 2.0:1.5 The City of Plainview Park Advisory Board, as appointed by City Ordinance Number 95-3035, dated, as approved, March 28, 1995, held an open meeting Thursday, October 8, 2015 at City Hall, 901 Broadway, Plainview, Texas, 79072. Minutes for this meeting are hereby submitted as follows: FIRST ITEM ON THE AGENDA: Called to order by Phyllis Wall at 6:10 p.rn. SECOND ITEM ON THE AGENDA: Invocation given by Phyllis Wall. THIRD ITEM ON THE AGENDA: Recognition of visitors: Tim Crosswhite, Director of Public Works and Council Member, Teresa King. Members present: Phyllis Wall, Ruby Riggins, Chad Sanders, Emily Parker, Sandra Sims. Members absent: Wendy Medina, Gabriel Rodriguez, Joani Chapman. City Staff present: Ricky Summers, Park Superintendent and Judy Rasher, Community Service Secretary. FOURTH ITEM ON THE AGENDA: Oath of office to new member Sandra Sims was sworn in. FIFTH ITEM ON THE AGENDA: Approval of September 10, 2015 Minutes. Phyllis Wall noted in reviewing the minutes of September 1.0'x', item 12 had a spelling error. Emily Parker made a motion to approve minutes as presented. Chad Sanders seconded the motion. Motion carried unanimously. SIXTH ITEM ON THE AGENDA: Discussion on 2015 Park Improvements. Phyllis Wall stated that at the last meeting spoke about the Trussel Park which will began to have movement on it. No further discussion until the Parks Study has been completed. SEVENTH ITEM ON THE AGENDA: Discussion on Parks Study. Emily Parker passed out park maps to each board member for their district. She asked that each board member focus on the major parks only in their district. Chad Sanders would focus on the duck pond. Emily suggested that they take pictures of the area in which they have concerns and/or would like to see improvements. Phyllis Wall prepared and passed out a list of parks to each board member. A copy of the map and list of parks will be mailed to Wendy Medina and Joani Chapman. A motion was made by Chad Sanders for further discussion at the next meeting. Sandra Sims seconded and motion carried unanimously. EIGHTH ITEM ON THE AGENDA: Discussion on Christmas in the Park. Chairperson, Phyllis Wall suggest the board think about having something special this year at the Millennium Park. Phyllis would like the Park Advisory Committee to represent the City by passing out tree samples to the kids during the Christmas Parade. Ricky Summers agreed to check with Arbor Society and other tree farms as to the availability of the trees. He will have this information at the next meeting. Further discussion will be addressed at the next meeting. A motion was made by Chad Sanders and seconded by Emily Parker to table the tree samples and address at the next meeting. Motion carried unanimously. NINTH ITEM ON THE AGENDA: New Business. Ricky Summers addressed the board regarding rubber mulch. He would like to remove the old wood mulch in the parks and replace it with rubber mulch. Color samples of the rubber mulch was presented at the meeting. Phyllis Wall and Ruby Riggins expressed their concern as to the safety issue if a child inhales or swallows the rubber mulch. They wanted to know if the product would be harmful to the public. Chad Sanders said he did some research and said the product was safe and is now being used in high schools. Ricky went on to say that he could not find any study stating the rubber mulch is bad or harmful for children. Ricky would like to start with 16`x' Street and Givens Park. He would like to lay the rubber mulch around the playground areas at each park. Ricky will put together a quote on color mulch for 2 thousand pounds and have it available at the next meeting. A motion was made by Chad Sanders and seconded by Emily Parker for consideration of replacing the old mulch with rubber mulch. TENTH ITEM ON THE AGENDA: Open Meeting for Questions and Comments.
