HomeMy WebLinkAboutParks Advisory Board Minutes 04-14-2016PARK ADVISORY BOARD MINUTES APRIL 14, 2016 The City of Plainview Park Advisory Board, as appointed by City Ordinance Number 95-3035, dated, as approved, March 28, 1995, held an open meeting Thursday, January 14, 2016 at City Hall, 901 Broadway, Plainview, Texas, 79072. Minutes for this meeting are hereby submitted as follows: FIRST ITEM ON THE AGENDA: Called to order by Phyllis Wall at 6:00 p.m. SECOND ITEM ON THE AGENDA: Invocation given by Sandra Sims. THIRD ITEM ON THE AGENDA: Recognition of visitors: None. Members present: Phyllis Wall, Emily Parker, Ruby Riggins, Sandra Sims and Kandace Thurman. Members absent: Joani Chapman, Wendy Medina. City Staff present: Ricky Summers, Park Superintendent, Tim Crosswhite, Director of Public Works. FOURTH ITEM ON THE AGENDA: Approval of January 14, 2016 Minutes. Emily Parker made a motion to approve minutes as presented. Sandra Sims seconded the motion. Motion carried unanimously. FIFTH ITEM ON THE AGENDA: Discussion on 2015 Park Improvements. Tim Crosswhite brought the board members up to date on the $25,000.00 park improvements. Tim said the old wood mulch at 16th Street Park and Frisco Park was replaced with rubber mulch. Because of the cost of the trash cans, the city will repaint the trash cans black with white logos. The new basketball court has been approved for Frisco Park. The city is waiting for a bid from a contractor for the concrete. SIXTH ITEM ON THE AGENDA: Staff recommendations and consider action for Park Advisory Funds With the $25,000 from last year's budget, the park Advisory Board will need to make a recommendation on how to use this money. Once this is done, Tim will present it to the City Manager, Jeffrey Snyder and he will then present it to Council to amend the budget and for release of the funds. Tim suggest that the money be applied to the tennis courts at Givens and Stoneham. The tennis courts would be used as a basketball court and tennis court. The cost for this would be $10,000.00. Another recommendation would be to put in two volleyball courts at either one or two parks. For two volleyball courts, the cost would be $11,000.00. With the balance of the $25,000, the city could purchase an expression swing. The city has been approved for a $250,000 grant from Texas Parks and Wildlife Department to renovate the Travis Trussell Park Duck Pond located at 10th and Ennis Streets. The changes to the duck pond would be installing a walking trail around the pond, remove fencing on the west side of the pond and reinstall a 4 foot chain link fence on the east side for liability and security reason. The walkway would have solar lighting, canopies and benches. The city would be adding cypress trees, native plants and create a wildlife viewing area. SEVENTH ITEM ON THE AGENDA: Consider and take necessary action on renaming two Parks. No action taken.
