HomeMy WebLinkAbout05 0421 min376 The City Council met on April 21, 2005 at the Plainview Convention Center, 2902 West 4th street, Plainview, Texas. The agenda for this meeting was posted in City Hall at 11:20 a.m. on April 18, 2005. Mayor John C. Anderson presided. Councilmembers present were: Mary Jane Shanes-District 2, Belinda Pena-Distdct 3, John N. Bertsch- District 4, Wendell Dunlap-District 6 and Roland Nash-District 7. Councilmembers absent were: Kelvin Tipton-District 1 and Ron Trusler-District 5. Staff members present were: Greg Ingham-City Manager, John Castro-Director of Community Services, John Berry-Director of Public Works, Will Mull-Police Chief, Brice Clements-Engineer, Gary Glass-Fire Chief, Jack Keller-Budget Manager, Shane Harrell- Personnel Specialist and Belinda Hinojosa-City Secretary. News Media Representative present were: Richard Orr-Plainview Daily_Herald Councilmember Roland Nash delivered the invocation. The Council and staff reviewed the agenda for the City Council meeting of April 26, 2005. Jack Keller, Budget Manager provided the Quarterly Investment Report for the period from January 1, 2005 through March 31, 2005. The beginning book value is $19,226,680 and 'the ending book value is $19,594,610. The interest earned for this period is $132,058. John Berry, Director of Public Works presented for consideration upon first reading Ordinance No. 05-3443, Consider and take necessary action regarding an Ordinance Amending the City of Plainview Water Conservation And Drought Contingency Plan; Penalties Clause; Cumulativeness Clause; Severability Clause; Conflicts Clause; And Effective Date. He stated the Texas Commission on Environmental Quality is requiring changes to the Water Conservation Plan by May 1st. They are requesting the following changes: (1) utility profile plan; (2) specific goals such as a universal meter; (3) count for unaccounted water such as flushed lines; (4) count for stolen water;) 5) set a future goal on how much water we are going to save. He stated the City needs to become more aggressive in advertisement. They will probably will be adding a line item for water conservation advertisement. He stated the Drought Contingency Plan has basically not changed other than changing TNRCC to TCEQ and Greg Ingham has authorization to implement program. There was no public comment. Councilmember Shanes moved to approve Ordinance No. 05-3443 upon first reading. The motion was duly seconded by Councilmember Bertsch and carried by unanimous vote. Greg Ingham, City Manager presented for discussion setting a date for a strategic planning session. He stated the session would last from 3 ½ to 4 hours. The dates available were May 6th, May 7th, May 20th & May 21% It was the consensus of the Council to meet on May 21st from 8:00 a.m. to 12:00 noon.
