HomeMy WebLinkAbout05 0505 min3,80 The City Council met on May 5, 2005 at the Plainview Convention Center, 2902 West 4th Street, Plainview, Texas. The agenda for this meeting was posted in City Hall at 10:45 a.m. on May 2, 2005. Mayor John C. Anderson presided. Councilmembers present were: Mary Jane Shanes-District 2, Belinda Pena-District 3, John N. Bertsch- District 4, Ron Trusler-District 5, Wendell Dunlap-District 6 and Roland Nash-District 7. Councilmember Kelvin Tipton-District 1 was absent. Staff members present were: Greg Ingham-City Manager, John Castro-Director of Community Services, John Berry-Director of Public Works, Will Mull-Police Chief, Brice Clements-Engineer, Gary Glass-Fire Chief, Jack Keller-Budget Manager, Leslie Pearce- City Attorney and Belinda Hinojosa-City Secretary. Councilmember John N. Bertsch delivered the invocation. Greg Ingham, City Manager introduced Randy Woods and David Alexander with the Texas Department of Transportation to visit with the Council on TxDOT Maintenance Policies. Mr. Ingham asked how often is the state right-of-way mowed? Mr. Woods replied that mowing begins on April 1st for 1-27 and U.S. Hwy 70. The work on 1-27 is contracted through Tommy Lewis Industries and is done twice a year for a cost of $5,600 per year. The litter pickup is done 20 times a year at a cost of $3,100. There are no plans to upgrade this area other.than the replacement of bushes. Mr. Woods also advised that the mowing program begins on July 1st and is done three times a year. The South loop landscape is mowed once a month at a cost of $9,600 per year. He suggested the City might be interested in taking over the area at 1-27 and U.S. 70. The City could then allow groups to monitor the trash pickup in this area. Due to state law, TxDOT is not allowed to have groups assist in the cleanup. Councilmember Dunlap stated the individuals at Tommy Lewis Industries rely on the work they receive through state contracts such as the project, at U.S. 70 & 1-27. He praised the Highway Department for allowing Tommy Lewis Industries to perform this work and stated he would not like to see them lose this job. Discussion was also had on the traffic lights, particularly the one at 5th & Milwaukee Street. Mr. Woods advised that the State had recently installed new software that should help the light problems at this intersection. The Council and staff reviewed the agenda for the City Council meeting of May 10, 2005.
