HomeMy WebLinkAbout05 0521 minThe City Council met on May 21, 2005 at the Plainview Convention Center, 2902 West 4th Street, Plainview, Texas. The agenda for this meeting was posted in City Hall at 11:00 a.m. on May 17, 2005. Mayor John C. Anderson presided. Councilmembers present were: Kelvin Tipton-District 1, Mary Jane Shanes-District 2, Belinda Pena- District 3, John N. Bertsch-Distdct 4, Ron Trusler-Distdct 5, and Roland Nash-District 7. Councilmember Wendell Dunlap-District 6 was absent. Staff members present were: Greg Ingham-City Manager, John Castro-Director of Community Services, John Berry-Director of Public Works, Will Mull-Police Chief, Gary Glass-Fire Chief, Jack Keller-Budget Manager, Leslie Pearce-City Attorney, Pat Hernandez-Municipal Court Judge, Dale Simpson-Director of Civil Service and Belinda Hinojosa-City Secretary. Guests present were: Jim Bertram Councilmembers Dunlap was granted an excused absence. City Manager Greg Ingham presented an overview of the services the City provides. The Council then worked through the strategic planning process led by Jim Bertram. The Council reviewed the mission statement and proposed the following as a DRAFT Statement: Nurturing a high quality of life for citizens and visitors while promoting sound economic development. The Council also reviewed the strengths, weaknesses, opportunities, and threats to the City of Plainview and developed a preliminary priority list of the issues. The following is a DRAFT of the top ten issues that will be considered. Strategies will be developed to address these issues and the Council will consider a final Plan at a later date. 1. Long-term water supply availability study to assess long-term needs 2. City Staff levels, succession planning, ethnic makeup, continuing education, benefits/pay package 3. Revitalize Downtown Plainview 4. Make significant improvements in business retention, economic development and visitor attraction 5. Improve City image 6. High turnover of police and fire in first level positions 7. Need to update park master plan 8. Need new water system study to assess system weaknesses; identify improvements needed to meet future demands, security upgrades at water production sites, water booster station around Well #19; water department needs chlorinating building with a scrubber 9. 24th Street 10.
