HomeMy WebLinkAbout05 0524 minThe Plainview City Council met on May 24, 2005 at 7:00 p.m. in the City Council Chambers of the Plainview City Hall at 901 Broadway. The agenda for this meeting was posted in City Hall at 12:00 noon on May 21, 2005. Mayor John C. Anderson presided. Councilmembers present were: Kelvin Tipton-District 1, Mary Jane Shanes- District 2, Belinda Pena-District 3, John N. Bertsch-District 4, Ron Trusler-District 5, Wendell Dunlap-District 6 and Roland Nash-District 7. Staff members present were: Greg Ingham-City Manager, Leslie Pearce-City Attorney, John Berry-Director of Public Works, Brice Clements-Engineer, Dale Simpson-Director of Civil Service, Gary Glass-Fire Chief, Will Mull-Police Chief, and Belinda Hinojosa-City Secretary News Media Representative: Richard Orr-Plainview Daily Herald Guests present were: Max Gabriel, Frank Gabriel, Terry White, Gabriel R. Gonzales, Gaye Lynn Balzer, Alice Sawayer, Dr. Travis Hart, Angela Garcia and Krystal Thomashide Dr. Travis Hart of First Baptist Church delivered the invocation. Angela Garcia and Krystal Thomashide of Girl Scout Troop 35 led in the Pledge of Allegiance. Mayor Anderson presented a proclamation to Gaye Lynn Balzer proclaiming April 28 to May 31st Oncology Nursing Month. Mayor Anderson presented Certificates of Appreciation to Philip Mize and Rusty Powers for coordinating the staging of Shattered Dreams, a national effort to make young people realize the dangers of driving while drinking. Mayor Anderson presented to Richard Orr the No Necktie Summer Proclamation. Councilmember Dunlap moved to adopt the consent calendar. The motion was duly seconded by Councilmember Trusler and carried by unanimous vote. Items approved on the consent calendar included approval of the minutes of May 10, 2005 and May 19, 2005 and approval of the financial reports, The Council approved upon second reading Ordinance No. 05-3444, an Ordinance of the City of Plainview amending Ordinance No. 04-3425 to appropriate funds from the General Fund Reserves to Account 001-12-6308; cumulativeness clause; conflicts clause; severability clause; effective date. '[his is a budget amendment to increase the seal coat budget by an additional $50,000 to cover the purchase of 120% of contract sealing all 4's and 5's and 72% of all Grade 3 streets. The Council approved upon first reading Ordinance No. 05- 3446, an Ordinance of the City of Plainview Amending Ordinance No. 04-3425 to Appropriate Funds From the Water and Sewer System Improvements Fund Reserves to Account 017-29-6810; Cumulativeness Clause; Conflicts Clause; Severability Clause; Effective Date. This is a budget amendment to release additional budget funds for renovation of the Prison #2 Lift Station. The Council approved an extension for an additional year of the Health insurance Contract with Blue Cross/Blue Shield. 387 City Council Minutes May 24, 2005 Page 1 of 2 388 Brice Clements, City Engineer presented for consideration Ordinance No. 05-3445, an Ordinance Amending the Zoning Map of the City of Plainview, Texas For Rezoning From Multi-Family 2 (MF-2) Zoning District to a Commercial General Business (C-3) Zoning District Lot 62, Unit Number 9, La Mesa Subdivision, Said Tract Being in the General Vicinity of 3400 SW 3rd Street, City of Plainview, Hale County, Texas, Cumulativeness Clause; Conflicts Clause; Severability Clause; and Effective Date. This property is in the general vicinity of 3400 Southwest 3rd Street. They are requesting to rezone the property to C-3, Commercial General Business Zoning District. This would require a fence or screening wall at the back of the property. This property meets all criteria to be rezoned C-3. They would be required to provide one parking space for every 50 square feet of the internal area. Three responses were received with two against and one for. Passage of this ordinance has been recommended by the Planning & Zoning Commission and City staff recommends approval. Mayor Anderson asked for public comment. Max Gabriel of 609 S. Holiday said they were here to answer any questions the Council might have. Gabriel Gonzales, proposed clients of Kornerstone Funeral Directors also said they were available for questions. Councilmember Bertsch asked about the two negative responses. He was advised that the comments stated they were concerned about additional traffic and that it would not be beneficial to the residential area. Mayor Anderson moved to approve upon first reading Ordinance No. 05-3445. The motion was duly seconded by Councilmember Tipton and carried by unanimous vote.
