HomeMy WebLinkAboutR17-39916 RESOLUTION R17-399 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PLAINVIEW, TEXAS AUTHORIZING THE FILING OF A GRANT_APPLICATION FOR DOWNTOWN IMPROVEMENTS WITH THE TEXAS DEPARTMENT OF AGRICULTURE MAIN STREET PROGRAM; DESIGNATING AN AUTHORIZED OFFICIAL AND AUTHORIZING SUCH OFFICIAL TO EXECUTE ALL DOCUMENTS NECESSARY; AND PLEDGING COMPLIANCE TO THE AWARDED GRANT PROGRAM. WHEREAS, grant funds are available through the Texas Department of Agriculture (TDA) Main Street Program to provide assistance to the City in making improvements in downtown Plainview, including sidewalks, ADA Requirements, and lighting; and WHEREAS, the City of Plainview is eligible to apply for said grant funds; and WHEREAS, the City Council desires to develop a viable urban community, including removing blight conditions in the designated downtown Main Street area, to encourage expanding economic opportunities; and WHEREAS, deterioration due to age and disrepair exist in the downtown area which will require the construction of new sidewalks, curb and gutter repair, lighting, and infrastructure improvements to renovate and develop a viable downtown area; and WHEREAS, the City Council finds that it is in the best interests of the City of Plainview to apply for funding under the Texas Department of Agriculture Texas Capital Fund Main Street Improvements Program; and WHEREAS, the program will be conducted and administered in conformity with the Community Development Block Grant (CDBG) authorized under Title I of the Housing and Community Development Act of 1974, as amended; and WHEREAS, the City Council designates Jeffrey Snyder, City Manager as the City's authorized official. The authorized official is given the power to apply for, accept, reject, alter or terminate the grant on behalf of the City. NOW THERFORE, BE IT RESOLVED by the City Council of the City of Plainview that: Submission of the Texas Department of Agriculture Grant Application Main Street Improvements in the amount of $250,000 (Two Hundred Fifty Thousand and No/100 Dollars) with the Award Grant Administration in the amount of $25,000 (Twenty -Five Thousand and No/100 Dollars) is hereby approved. TDA Main Street 2017 Page 1 17 The City Council has reviewed and hereby agrees to comply with all assurances executed in connection with the application and, if funded the award. The City Council hereby designates Jeffrey Snyder, City Manager as the grantee's authorized official. Jeffrey Snyder is authorized to execute on behalf of the City of Plainview all necessary documents for the Texas Capital Fund Main Street Improvements Program, to apply for, accept, reject, alter or terminate the grant on behalf of the applicant agency. IV. The City Council has reviewed and hereby agrees not to participate in program income recapture and will return all program income to the State to be placed in a statewide Revolving Loan Fund to be used by the State to fund future economic development awards. By agreeing to this measure, the City understands that it will be eligible to receive as many Texas Capital Fund awards per program year as it has eligible projects. V. The City Council has reviewed and hereby approves the commitment of Seventy - Five Thousand and No/100 Dollars ($75,000.00) from its General Fund as a cash contribution toward Professional Engineering Services / Main Street Sidewalk, Downtown, and Lighting Improvements. VI. This Resolution's public purpose is to submit grant applications to the Texas Department of Agriculture for the renovation and development of the designated downtown area by using grant funds for the specified assisted activities, including replacing the old, deteriorated sidewalks, installing ADA ramps, and providing adequate lighting and infrastructure in the designated downtown area.
