A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PLAINVIEW
TEXAS SUPPORTING AND AUTHORIZING TI -E FILING OF A GRANT
APPLICATIONFOR FUNDS WITH THE TRANSPORTATION
INVESTMENT GENERATING ECONOMIC RECOVERY (TIGER)
DISCRETIONARY GRANTS PROGRAM FOR THE 24th
STREET RECONSTRUCTION PROJECT; DESIGNATING AN
AUTHORIZED OFFICIAL AND AUTHORIZING SUCH OFFICIAL TO
EXECUTE ALL DOCUMENTS NECESSARY; AND PLEDGING
COMPLIANCE TO THE AWARDED GRANTS PROGRAM.
WHEREAS, up to $500 million was made available for obligation through
September 30, 2020 for the United States Department of Transportation's Office of the
Secretary of Transportation to make grants on a competitive basis for capital investments
in surface transportation infrastructure projects that will have a significant impact on the
Nation, a metropolitan area, or a region; and
WHEREAS, the Transportation Investment Generating Economic Recovery
(TIGER) Discretionary Grants program was made available under the September 7, 2017
Federal Register; and
WHEREAS, projects eligible for funding under this program include highway or
bridge and public transportation projects; and
WHEREAS, transportation agencies, cities, and counties can submit projects
directly to the Department of Transportation; and
WHEREAS, the 24th Street Reconstruction Project is eligible for funding under the
TIGER program and is included in the City of Plainview Comprehensive Plan and Capital
Improvement Program; and
WHEREAS, the 24th Street Reconstruction Project will improve access to reliable,
safe modes of transportation for the community, improve public safety, promote regional
connectivity and facilitate economic growth in this corridor; and
WHEREAS, the City Council of the City of Plainview, Texas finds it in the best
interest of the citizens of Plainview that the City apply for TIGER Funds to be used for a
capital investment in surface transportation infrastructure for the 24''Street reconstruction
project; and
WHEREAS, the City Council agrees that if funded and in the event of loss or
misuse of the TIGER Funds, the City Council assures that the Funds will be returned to
the Department of Transportation in full; and
WHEREAS, the City Council designates the City Manager as the grantee's
"TIGER" Page 1

authorized official. The authorized official is given the power to apply for, reject, alter or
terminate the grant on behalf of the City, applicant agency.
NOW THEREFORE, BE IT RESOLVED By the City Council of the City of Plainview
that:
The City Council of the City of Plainview, Texas hereby supports and authorizes
the City's submittal of an application to the Office of the Secretary of Transportation for
funds under the Transportation Investment Generating Economic Recovery (TIGER)
Discretionary Grants program for the 24th Street Reconstruction Project.
This Resolution's public purpose is to submit a grant application to the Office of
the Secretary of Transportation for the Department of Transportation for the City's 24th
Street reconstruction project.
The City Council hereby designates the City Manager as the grantee's authorized
official to act in behalf of the City. The City Manager is authorized to execute on behalf of
the City. of Plainview all necessary documents to apply for, accept, reject, alter or
terminate the grant on behalf of the City, applicant agency, for the capital investment in
24th Street in the City of Plainview, Texas.
