Chambers of the Plainview City Hall at 901 Broadway. The agenda for this meeting was
posted in City Hall at 4:50 p.m. on May 19, 2017. Mayor Wendell Dunlap presided.
Councilmembers present were: Charles Starnes -District 1, Larry Williams -District 2,
Norma Juarez -District 3, Susan Blackerby-District 5 and Oliver Aldape-District 7.
Councilmembers Teressa King -District 4 and John Gatica-District 6 were absent.
Staff members present were: Jeffrey Snyder, City Manager, Leslie Schmidt -City Attorney,
Tim Crosswhite-Director of Public Works, Sarianne Beversdorf-Director of Finance, Ken
Coughlin -Police Chief, Rusty Powers -Fire Chief, lsauro Gutierrez -Information
Technology Manager, Paul Kite -Assistant Director of Utilities and Belinda Hinojosa-City
Secretary.

Guests Present were: Jimmie L. Collins, Uriel Villa, Stacie Hardage, Tim Hardage,
Linda Morris, Richard Adame, and Mike Fox
Mayor Pro Tem Starnes delivered the invocation and led in the pledge of allegiance.
Stacie Hardage thanked Council in recognition of the airport receiving TxDOT
Plainview/Hale County Most Improved Airport Award.
Councilmember Larry Williams moved to approve the consent calendar. The motion was
duly seconded by Councilmember Juarez and carried by unanimous vote. Items
approved on the consent calendar included approval of the minutes of May 4, 2017 and
May 9, 2017; and approval of the Financial Reports.
Tim Hardage, President of the Chamber of Commerce and Linda Morris, Executive
Director of the Chamber of Commerce presented the Chamber of Commerce Annual
Report.
Tim Crosswhite, Director of Public Works and Paul Kite, Assistant Director of Utilities
presented the Public Works report. Mayor Dunlap proclaimed National Public Works
Week.
Jeffrey Snyder, City Manager presented for consideration Resolution R17-389, a
Resolution of the City Council Approving the Municipal Maintenance Agreement Between
the City of Plainview, Texas and the State of Texas through the Department of
Transportation for the Maintenance, Control, Supervision and Regulation of Certain State
Highways within the City Limits; Designating an Authorized Official and Authorizing Such
Official to Execute all Necessary Documents. This Resolution approves the Municipal
Maintenance Agreement between the City of Plainview and TxDOT.
Mayor Dunlap asked for public comment. There was no public comment.
Councilmember Blackerby moved to adopt Resolution R17-389. The motion was duly
seconded by Councilmember Juarez and carried by unanimous vote.
Mr. Snyder presented for consideration to authorize Mayor to sign Interlocal Agreement
to participate in TIPS Purchasing Cooperative Program. This Agreement authorizes the
City to participate in the TIPS Purchasing Cooperative Program.

Mayor Dunlap asked for public comment. There was no public comment. Mayor Pro Tem
Starnes moved to authorize Mayor to sign Interlocal Agreement to participate in TIPS
Purchasing Cooperative Program. The motion was duly seconded by Councilmember
Williams and carried by unanimous vote.
Councilmember Blackerby moved to go into closed session per Sec. 551.071 to consult
with attorney on a matter in which the attorney's duty to the government body under the
Texas Disciplinary Rules of Professional Conduct conflicts with the open meeting statutes
and about pending or contemplated litigation or settlement of same relating to Code
Enforcement; and to deliberate the purchase, exchange, lease or value of real property,
the public discussion of which would not be in the best interest of the City's bargaining
position with third parties, in accordance with Tex. Gov't Code, Section 551.072. The
motion was duly seconded by Councilmember Aldape and carried by unanimous vote.
Mayor Dunlap recessed the meeting at 8:06 p.m.
Mayor Dunlap called the meeting back in open session at 8:31 p.m.
There being no further business, Mayor Dunlap adjourned the meeting at 8:32 p.m.
