HomeMy WebLinkAboutCouncil Minutes 07-25-2017The Plainview City Council met on July 25, 2017 at 7:00 p.m. in the City Council Chambers of the Plainview City Hall at 901 Broadway. The agenda for this meeting was posted in City Hall at 4:50 p.m. on July 21, 2017. Mayor Wendell Dunlap presided. Councilmembers present were: Charles Starnes -District 1, Larry Williams -District 2, Norma Juarez -District 3, Teressa King -District 4, Susan Blackerby-District 5 and Oliver Aldape-District 7. Councilmember John Gatica-District 6 was absent. Staff members present were: Jeffrey Snyder, City Manager, Marcus Norris -City Attorney, Tim Crosswhite-Director of Public Works, Sarianne Beversdorf-Director of Finance, Ken Coughlin -Police Chief, Rusty Powers -Fire Chief, lsauro Gutierrez-lnformation Technology Manager, Paul Kite -Assistant Director of Public Works, Cris Valverde - Community Development Manager, Shane Harrell -Personnel Spegialist and Belinda Hinojosa-City Secretary. News Media Present: Doug McDonough -Plainview Herald Guests Present were: Zach McDonough Councilmember Norma Juarez delivered the invocation and led in the pledge of allegiance. Councilmember Teressa King moved to approve the consent calendar. The motion was duly seconded by Councilmember Blackerby and carried by unanimous vote. Items approved on the consent calendar included the granting of an excused absence to Councilmember John Gatica; approval of the minutes of June 22, 2017 and June 27, 2017; approval of the Financial Reports; approval of the Quarterly Investment Report for the period from April 1, 2017 through June 30, 2017; and Authorize the Purchase of NOVAtime Web -Based Time & Attendance System through The Interlocal Purchasing System (TIPS). Mayor Dunlap presented for consideration on second reading Ordinance No. 17-3658, an Ordinance of the City Council for the City of Plainview, Texas, Creating Chapter 3, Article 3.15, Swimming Pools and Spas to Adopt the International Swimming Pool and Spa Code (2015 Edition); Amending Chapter 6, Article 6.04 to the City of Plainview Code of Ordinances; Repealer; Cumulativeness Clause; Severability Clause; Conflicts Clause; and Effective Date. Since this was the second of two readings, the Council chose to forego staff briefing and asked for public comment. There was no public comment. Councilmember Williams moved to adopt Ordinance No. 17-3658 on second reading. The motion was duly seconded by Councilmember Juarez and carried by unanimous vote. Jeffrey Snyder, City Manager presented for consideration and to take necessary action regarding sale of trust properties and authorize Mayor to sign the Tax Deeds for the following properties: a) Parcel 61584 located at 1115 N. Columbia, Plainview, Texas b) Parcel 12856 located at 201 Beech, Plainview, Texas c) Parcel 15245 located at 608 W. 19th St., Plainview, Texas d) Parcel 27249 located at 612 E. 9th St., Plainview, Texas City Council Minutes July 25, 2017 Page 1 of 3 139 140 This authorizes the sale of trust properties and authorizes the Mayor to sign the necessary documents as follows: a) Parcel 61584 located at 1115 N. Columbia, Plainview, Texas — bid amount $20,000 — T and J Auto Service, Inc. b) Parcel 12856 located at 201 Beech, Plainview, Texas — bid amount $1,500 — Daniel Ramos and Monica Vargas c) Parcel 15245 located at 608 W. 19th St., Plainview, Texas — bid amount $2,000 — Joel Castillo d) Parcel 27249 located at 612 E. 9th St., Plainview, Texas — bid amount $1,550 — Jose A. Gonzales. Mayor Dunlap asked for public comment. There was no public comment. Mayor Pro Tem Starnes moved to authorize the Mayor to sign the tax deeds for the listed properties. The motion was duly seconded by Councilmember Blackerby and carried by unanimous vote. Mr. Snyder presented for consideration to authorize City Manager to sign Engagement Letter for Appraisal Review Services for Airport Assets owned by Rocket Aviation. This would authorize the appraisal review part of the Hangar Acquisition Project at the Plainview/Hale County Airport. Mayor Dunlap asked for public comment. There was no public comment. Councilmember King moved to allow City Manager to sign Engagement Letter for Appraisal Review Services for Airport Assets owned by Rocket Aviation. The motion was duly seconded by Councilmember Juarez and carried by unanimous vote. Mr. Snyder presented for consideration to authorize City Manager to sign Agreement with Groundwater & Environmental Services, Inc. to conduct an Environmental Due Diligence Audit at Airport. This Agreement would authorize the required Environmental Due Diligence Audit part of the Hangar Acquisition Project at the Plainview/Hale County Airport. Mayor Dunlap asked for public comment. There was no public comment. Councilmember Blackerby moved to authorize City Manager to sign Agreement with Groundwater & Environmental Services, Inc. to conduct an Environmental Due Diligence Audit at Airport. The motion was duly seconded by Councilmember Aldape and carried by unanimous vote. Mr. Snyder presented for consideration to authorize City Manager to sign Agreement with Parkhill, Smith and Cooper to Survey the Airport Assets owned by Rocket Aviation and Develop an Airport Boundary Survey. This Agreement would authorize the survey work for the Hangar Acquisition Project at the Plainview/Hale County Airport. Mayor Dunlap asked for public comment. There was no public comment. This would authorize the reappointment of Tyke Dipprey to the Canadian River Municipal Water Authority Board for an additional two years. Mayor Dunlap asked for public comment. There was no public comment. Councilmember Blackerby moved to adopt Resolution R17-393. The motion was duly seconded by Councilmember Juarez and carried by unanimous vote.
