Center, 2902 W. 4th Street, Plainview, Texas. The agenda for this meeting was posted in
City Hall at 9:45 a.m. on August 14, 2017. Mayor Wendell Dunlap presided.
Councilmembers present were: Charles Starnes -District 1, Larry Williams -District 2,
Norma Juarez -District 3, Teressa King -District 4, Susan Blackerby-District 5, John Gatica-
District 6 and Oliver Aldape-District 7.
Staff members present were: Jeffrey Snyder -City Manager, Bryan Guyman-City Attorney,
Tim Crosswhite-Director of Public Works, Sarianne Beversdorf-Director of Finance, Ken
Coughlin -Police Chief, Rusty Powers -Fire Chief, David Ellis -IT Specialist, Cris Valverde -
Community Development Manager, Paul Kite -Assistant Director of Public Utilities and
Belinda Hinojosa-City Secretary.
News Media Present: Doug McDonough -Plainview Herald
Guests present: Melissa Perez, Rosalie Perez, Mike Melcher and Mark Kimball
Mayor Wendell Dunlap led in the invocation.
Cris Valverde, Community Development Manager presented for consideration on first
reading Ordinance No. 17-3659, an Ordinance of the City of Plainview, Texas: Providing
For Specified Changes in the Official Zoning Map of the City of Plainview, Texas;
Providing for Change of Use District Classification of Specified Property in the Vicinity of
West Sixth Street and Milwaukee Street, Hale County, Texas; Providing a Savings
Clause; Providing a Repealer Clause; and Providing an Effective Date. This is the first
reading of an ordinance to consider approval of a zoning change.
Mayor Pro Tem Starnes moved to open a public hearing. The motion was duly seconded
by Councilmember Blackerby and carried by unanimous vote.
There was no public comment. Mayor Dunlap closed the public hearing at 11:50 a.m.
Councilmember King moved to adopt Ordinance No. 17-3659 on first reading. The motion
was duly seconded by Councilmember Juarez.
Mayor Pro Tem Starnes moved to amend the Ordinance 17-3659 to eliminate any parking
restrictions on Milwaukee and 6th Street adjacent to subject property. The motion was
duly seconded by Councilmember Blackerby and carried by unanimous vote.
Mayor Dunlap asked for a vote on the amended Ordinance. The motion carried by
unanimous vote.
Mr. Valverde presented for consideration on first reading Ordinance No. 17-3660, an
Ordinance of the City of Plainview, Texas: Determining Lack of Public Necessity of an
Alley in the Vicinity of West Fifth Street and Columbia Street, Hale County, Texas;
Vacating and Abandoning the Herein -Described Alley; Providing an Effective Date;
Providing a Repealer Clause; Providing a Savings Clause. This is for the first reading of
an Ordinance to consider approval of vacating an alley in the vicinity of W. 5th Street and
Columbia Street.

Mayor Pro Tem Starnes moved to open a public hearing. The motion was duly seconded
by Councilmember Blackerby and carried by unanimous vote.
There was no public comment. Mayor Dunlap closed the public hearing at 12:10 p.m.
Mayor Pro Starnes moved to adopt Ordinance No. 17-3660 on first reading. The motion
was duly seconded by Councilmember Blackerby and carried by unanimous vote.
Mr. Jeffrey Snyder, City Manager presented for consideration Ordinance No. 17-3661, an
Ordinance of the City Council of the City of Plainview, Texas: Calling an Election on the
Issuance of General Obligation Bonds; Providing for the Conduct of the Election; and
other Matters Incident Thereto. This Ordinance would authorize the calling of an election
on the issuance of general obligation bonds for the proposed capital improvement
projects.
Discussion was had on the matter and action on the item was moved to the end of
meeting.
Belinda Hinojosa, City Secretary presented for consideration Resolution R17-395, a
Resolution of the City Council of the City of Plainview, Texas Authorizing Joint Election
Agreement with Hale County, Texas. This would authorize the City to enter into a Joint
Election Agreement with Hale County, Texas for the proposed bond election.
Mayor Dunlap asked for public comment. There was no public comment.
Councilmember King moved that the Council adopt Resolution No. R17-395 approving
the Joint Election and Election Services Agreement with Hale County for the conduct the
City's bond election, as presented, and authorize the Mayor, City Manager or City
Secretary to take all other action on the City's behalf, as needed, for the conduct of said
joint election. The motion was duly seconded by Councilmember Juarez and carried by
unanimous vote.
Mr. Snyder presented for consideration to consider and approve Underwood Law Firm of
Amarillo to serve as bond counsel, if the voters approve one or more propositions in the
November, 2017 election. This action authorizes the city manager to sign the
representation letter which, among other things, provides for payment of professional fees
and costs for bond counsel services.
Mayor Dunlap asked for public comment. There was no public comment. Mayor Pro Tem
Starnes moved that the City hire the Underwood Law Firm as bond counsel, and,
authorize the City Manager to execute the bond counsel engagement letter on behalf of
the City. The motion was duly seconded by Councilmember Juarez and carried by
unanimous vote.
Mayor Dunlap brought back Item No. 6, an Ordinance of the City Council of the City of
Plainview, Texas: Calling an Election on the Issuance of General Obligation Bonds;
Providing for the Conduct of the Election; and other Matters Incident Thereto. This
Ordinance would authorize the calling of an election on the issuance of general obligation
bonds for the proposed capital improvement projects.

Mayor Pro Tem Starnes moved to amend the Ordinance by adding for Proposition A after
including adding, "but not limited to" 24th Street. The motion was duly seconded by
Councilmember King. The vote was 3 "for" the motion and 5 "against". The motion failed.
Councilmember Starnes moved that the Council adopt Ordinance No. 17-3661, as
presented, calling a Bond Election relating to the possible issuance of general obligation
bonds, providing for the conduct of the election, and other matters incident thereto; and,
authorize the Mayor and/or City Secretary, as appropriate, to execute any and all
documents necessary to effectuate the matters contained therein. The motion was duly
seconded by Councilmember King and carried by unanimous vote.
The Council and staff reviewed the agenda for the City Council meeting of August 22,
2017.
There being no further business, Mayor Dunlap adjourned the meeting at 1:12 p.m.
