The City Council met on August 22, 2017 at 7:00 p.m. in the City Council Chambers of
the Plainview City Hall at 901 Broadway. The agenda for this meeting was posted in City
Hall at 2:15 p.m. on August 18, 2017. Mayor Wendell Dunlap presided. Councilmembers
present were: Charles Starnes — District 1, Larry Williams — District 2, Norma Juarez —
District 3, Susan Blackerby — District 5, and Oliver Aldape — District 7. Councilmembers
Teressa King - District 4 and John Gatica — District 6 were absent.
Staff members present were: Jeffrey Snyder, City Manager, Tim Crosswhite — Director
of Public Works, Ken Coughlin — Police Chief, Rusty Powers — Fire Chief, Sarianne
Beversdorf — Director of Finance, David Ellis — IT Specialist and Judy Rasher— Secretary.
News Media Present: Dough McDonough — Plainview Herald
Guests Present: Mike Fox — EDC and Mike Melcher
Councilmember Susan Blackerby delivered the invocation and led in the pledge of
allegiance.
Mayor Pro Tem Charles Starnes moved to approve the consent calendar. The motion
was duly seconded by Councilmember Susan Blackerby and carried by unanimous vote.
Items approved on the consent calendar included the granting of an excused absence of
Councilmembers Teressa King and John Gatica; approval of the minutes of August 3,
2017 and August 8, 2017; and approving the request from the Plainview Herald and Main
Street Dept to host the Cowboy Days Parade; authorizing the filing of the Agreement for
the temporary closure of the State Right-of-way with TXDOT for the event; declaring that
the Event serves a public purpose; and agreeing to comply with Regulations (Resolution
R17-396).
Mayor Dunlap presented for consideration on second reading Ordinance No. 17-3659, an
Ordinance of the City of Plainview, Texas, providing for specified changes in the Official
Zoning Map of the City of Plainview, Texas; Providing for Change of Use District
Classification of Specified Property in the Vicinity of West Sixth Street and Milwaukee
Street, Hale County, Texas; Providing a Savings Clause; Providing a Repealer Clause;
and Providing an Effective Date. Since this was the second of two readings, the Council
agreed to forego staff briefing and asked for public comments. There was no public
comment.
Councilmember Susan Blackerby moved to adopt Ordinance No. 17-3659 on second
reading. The motion was duly seconded by Councilmember Norma Juarez and carried
by unanimous vote.
Mayor Dunlap presented for consideration on second reading Ordinance No. 17-3660,
and Ordinance of the City of Plainview, Texas, determining Lack of Public Necessity of
an Alley in the Vicinity of West Fifth Street and Columbia Street, Hale County, Texas;
Vacating and Abandoning the herein described alley; Providing an effective date,
Providing a Repealer Clause; Providing a Savings Clause. Since this was the second of
two readings, the Council agreed to forego staff briefing and asked for public comments.
There was no public comment.

Councilmember Susan Blackerby moved to adopt Ordinance No. 17-3660 on second
reading. The motion was duly seconded by Councilmember Norma Juarez and carried
by unanimous vote.
Tim Crosswhite, Director of Public Works presented for consideration for authorize Mayor
Dunlap to sign agreement between the City of Plainview and Tank Pro for the interior and
exterior coating of the Prison Elevated Water Storage Tank. This is the contract for a bid
that was rewarded to Tank Pro for the interior and exterior coating of the Prison Elevated
Water Storage Tank for $129,491.00.
Mayor Dunlap asked for public comment. There was no public comment. Mayor Pro Tem
Charles Starnes moved to authorize Mayor to award the bid to Tank Pro and to sign the
agreement in the amount of $129,491.00. The motion was duly seconded by
Councilmember Oliver Aldape and carried by unanimous vote.
Jeffrey Snyder, City Manager presented information to discuss and consider the proposed
property tax rate for the fiscal year of 2017-2018. The proposed tax rate in the budget for
2017-2018 is $0.06312.
Mayor Pro Tem Charles Starnes moved to consider the adoption of the proposed tax rate
of $0.06312 at the Meeting of the City Council on the Budget Hearing and First Reading
— September 1, 2017 at 7:00 p.m. in the City Council Chambers at City Hall, 901
Broadway; and the Second Reading — September 26, 2017 at 7:00 p.m. in the City
Council Chambers at City Hall, 901 Broadway. The motion was duly seconded by
Councilmember Larry Williams.
Judy Rasher, Secretary asked for a record vote of the Council on the motion, with the
Council voting as follows:

Mayor Pro Tem Starnes — Yes
Councilmember Williams — Yes
Councilmember Juarez — Yes
Councilmember Blackerby — Yes
Councilmember Aldape — Yes
The motion carried.
Mayor Dunlap announced the Council would go into a closed meeting to deliberate the
purchase, exchange, lease or value of real property, the public discussion of which would
not be in the best interest of the City's bargaining position with third parties, in accordance
with Tex. Gov't Code, Section 551.072.
Meeting was recessed at 7:20 p.m.
Mayor Dunlap called the meeting back in open session at 7:36 p.m and announced there
would be no further action. There being no further business, Mayor Dunlap adjourned
the meeting at 7:36 pm.
