of the Plainview City Hall at 901 Broadway. The agenda for this meeting was posted in
City Hall at 4:50 p.m. on September 8, 2017. Mayor Wendell Dunlap presided.
Councilmembers present were: Charles Starnes -District 1, Larry Williams -District 2,
Norma Juarez -District 3, Teressa King -District 4, Susan Blackerby-District 5 and Oliver
Aldape-District 7. Councilmember John Gatica-District 6 was absent.
Staff members present were: Jeffrey Snyder -City Manager, Marcus Norris -City Attorney,
Paul Kite -Assistant Director of Public Utilities, Sarianne Beversdorf-Director of Finance,
Cris Valverde -Community Development Manager, Tim Crosswhite-Director of Public
Works, Ken Coughlin -Police Captain, Isauro Gutierrez -Information Technology Manager,
Melinda Brown -Main Street Manager and Belinda Hinojosa-City Secretary.

Councilmember Oliver Aldape led in the invocation.
Councilmember King moved to approve the consent calendar. The motion was duly
seconded by Councilmember Juarez and carried by unanimous vote. Items approved on
the consent calendar included the granting of an excused absence to Councilmember
John Gatica; approval of the minutes of August 17, 2017 and August 22, 2017; authorize
Mayor to sign Texas Department of Transportation Grant for Routine Airport Maintenance
Program TxDOT Project ID M1805PLNV; and authorize Mayor to sign Addendum to
Aviation Support and Maintenance Services Agreement Between DBT Transportation
Services LLC and the Plainview -Hale County Airport Board.
Mayor Dunlap opened a public hearing on the 2017-2018 City of Plainview Budget. There
was no public comment.
Jeffrey Snyder, City Manager presented for consideration on first reading Ordinance No.
17-3662, an Ordinance of the City of Plainview, Texas, Adopting and Approving the
Budget for the Fiscal Year Beginning October 1, 2017 and Terminating September 30,
2018, and Making Such Appropriations for Each Department; Project and Account;
Cumulativeness Clause; Conflicts Clause; Severability Clause; and Effective Date. He
reviewed the 2017-2018 budget.
Councilmember King moved to adopt Ordinance no. 17-3662 on first reading. The motion
was duly seconded by Councilmember Aldape.
Belinda Hinojosa, City Secretary asked for a record vote of the Council on the motion,
with the Council voting as follows:

The motion carried.
Mr. Snyder presented for consideration on first reading Ordinance No. 17-3663, an
Ordinance for the City of Plainview, Texas Setting the Tax Rate and Levying Municipal
Ad Valorem Taxes for the Year 2017; Directing the Assessment and Collection Thereof;
Severability Clause; Cumulativeness Clause; Conflicts Clause; Repealer; and Effective
Date. This sets out a tax rate of $0.6312 per $100 valuation.
Mayor Dunlap asked for public comment. There was no public comment.
Mayor Pro Tem Starnes moved to amend the Ordinance and set the tax rate at $.6288.
The motion was duly seconded by Councilmember Blackerby.
Belinda Hinojosa, City Secretary asked for a record vote of the Council on the motion,
with the Council voting as follows:

The motion failed.
Councilmember King moved that the property tax rate be adopted at the effective tax rate
of sixty-three and twelve hundredths cents ($.6312) per $100 valuation for maintenance
and operations. The motion was duly seconded by Councilmember Williams.

Mr. Snyder presented for consideration on first reading Ordinance No. 17-3664, an
Ordinance of the City of Plainview, Texas, Amending Chapter 13, Utilities" of the Code of
Ordinances of the City of Plainview, Texas; Cumulativeness Clause; Repealer;
Severability Clause; and Effective Date. This would be the first reading to adopt the
proposed water and sewer rates.

Mayor Dunlap asked for public comment. There was no public comment.
Councilmember Blackerby moved to adopt Ordinance No. 17-3664 on first reading. The
motion was duly seconded by Councilmember Juarez and carried by unanimous vote.
Mr. Snyder presented for consideration Resolution R17-397, a Resolution by the City of
Plainview, Texas ("City") Suspending Southwestern Public Service Company's Proposed
Effective Date in Connection with its Statement of Intent Submitted on about August 21,
2017; Continuing the City's Participation in the Alliance of Xcel Municipalities ("AXM");
Directing the Activities of Lawyers and Consultants Related to SPS's Rate Proceedings;
Authorizing the Hiring of Attorneys and Consultants; Requiring Reimbursement of
Reasonable Legal and Consultant Expenses; Requiring SPS to Provide Proof of
Publication of Notice; Finding that the Meeting Complies with the Open Meetings Act;
Making Other Findings and Provisions Related to the Subject; and Declaring an Effective
Date. This Resolution suspends Southwestern Public Service Company's effective date
of the proposed rates.
Mayor Dunlap asked for public comment. There was no public comment.
Councilmember King moved to adopt Resolution R17-397. The motion was duly seconded
by Councilmember Blackerby and carried by unanimous vote.
Melinda Brown, Main Street Manager presented for consideration to authorize Mayor to
sign Interlocal Cooperation Agreement with South Plains Association of Governments for
Application Development and Administration Services Texas Capital Fund — Main Street
Program. This would authorize the Mayor to sign an Interlocal Cooperation Agreement
with SPAG.
Mayor Dunlap asked for public comment. There was no public comment.
Mayor Pro Tem Starnes moved to authorize Mayor to sign Interlocal Cooperation
Agreement with South Plains Association of Governments for Application Development
and Administration Services Texas Capital Fund — Main Street Program. The motion was
duly seconded by Councilmember Aldape and carried by unanimous vote.
Ms. Brown presented for consideration to select engineering firm for the 2017 Plainview
Main Street Grant Application Project. Staff is recommending Kimley-Horn & Associates.
Mayor Dunlap asked for public comment. There was no public comment.
Mayor Pro Tem Starnes moved to select Kimley-Horn & Associates for the 2017 Plainview
Main Street Grant Application Project. The motion was duly seconded by Councilmember
Juarez and carried by unanimous vote.
There being no further business, Mayor Dunlap adjourned the meeting at 7:54 p.m.
