Mark Hardin opened the meeting at 6:00 pm, established a quorum and conducted the consideration of the following items in the order presented. Nick MOgg read the staff reports, and gave the recommendations for each item. ITEM 1: Approval of October 92017 m'nuVa. Kevin Carter made a motion to approve minutes of October 9. 2017 as presented. Joe Frank Rodriguez Seconded the motion. Motion carried unanimously. ITEM 2: ZBA-17-35 Consider the re 1 t f thefight Set back authorrzinp the construction of a Carport underh Cite ofPl Zoning Ortlina a Sect on 3]22(H) Sgecial Exceptions The location described as BOYNTON FILM BILK 3 LOT 26 Plain w Tex z Hale Couni I known as 105 SE 9 St. The applicant Is requesting a variance or special exception in order to construct a metal flat roof 2111. by 24tt. carport (non -prefabricated) in Me front yard setback. Because the home is built 3ftbehind the currently required set back the Proposetl carport would encroach approximately 21ft. into Me required minimum front-yaM setback Of 25ft. if approved, Me front edge Of Me carport will be 19ft. from the back of curb. When analyzing Me area staff observed six similarly located and constructed caqui within the (rent -yard of homes within a two block radius. Two of the carports are located directly to the east and west of the applicant's home. Staff also notion that this particular neighborhood is one where the homes were built with garages, the applicants being one. When staff inquired about sing the current garage for protection, the applicant stated that the garage is currently being used for protection of one vehicle, but the applicant has two vehicles and May cannot fit Doan vehicles in Me garage. Staff also observed Me presence Of mature trees directly to the east and west Of the applicant's home, which would Imp to Conceal the proposed carport. Notices have been sent to property owners within 200 feet regarding Mrs request. At Me time of this writing, the staff has not received any comments. ITEM 3: ZBA-1]-36 Consider the request of a special exceptionf the front set back authorizing the construction t a Carport underM1 City of Plainview Zoning Ordnance Section 372 2(H) Special Exceptions. The location described as TITUS PLV ELK 2 LOTS 1-2 Plainview Texas Hale County, also known as 700 W 261° St The applicant is requesting a variance or special exception in order to construct a flat roofed 2411. by 20ft. metal frame Carport (nonprefabricated)in the front yard setback of 25H. Because the house is built 2.5H, behind the required setback line, the carport as proposed would encroach approximately 17.5f1. into the required minimum front yard setback. This would result in the front edge of the carport being 2711. from the back of Curb. When analyzing the area, stall observed at least six similar constructed and located carports within the front -yard of homes within a two -black radius, with one of the Carports being located directly to the west of the applicant's home. Staff also noticed that this particular neighborhood is one where a majority of the homes in the area were not constructed with garages, the applicant's home being are. ITEM 4: ZBA-1]-3] Consider the request of a special exception of the front set back authonzi a the construction of —RCarsort underM1 City at Plainview Zoning Ordinance Section 3 Ill) Special Exceptions, The location described as BOWE-GOODE PLV BULK 4 LOT 11 Plainview, Texas, Hale Countyalso known as 1004 Smythe The applicant is requesting a variance or special exception in order to construct a flat moted 16H. by 14ft. metal frame carport (non -prefabricated) in the front -yard setback. Because the home is built 16ft, into the required front yard setback of 30f1., if approved, this would result in the front edge of the carport placed at the front property line and 22H. from the back of cum. 2 BOARD OF ADJUSTMENT OCTOBER 23, 2017 MINUTES When analyzing the area, staff observed five similarly constructed and located tarpons within the frontyardof homes within a two -block radius, yet none of these just mentioned carports are located within the same block. Notices have been sent to property owners within 200 feet regarding this request. At the time of this writing, staff has received one letter in support of the proposed carport. An update will be provided at the Zoning Board of Adjustment meeting should there be any change. The applicant is requesting a variance or spacial exception in order to construct a flat roofed 21ft. by 21f1. metal frame carport (nonprefabricated)in the frontyardsetback. The proposed carport would encroach approximately 21ft. into the required minimum front -Wed setback of 25ft. If approved, this would result in the front edge of the carpod being 26ft. from me back of curb. When analyzing the area, step observed at least six similarly constructed and located carports within fire front -yams of homes within a two -block radius, Staff observed that this particular neighborhood is one where many of the homes were not built with garages, the applicant's home being one. Staff also observed that there is not available room elsewhere on the lot for placement :f the proposed carport, besides in fee rear yard and would have to be amassed via the unimproved did alley. It is worth noting that the proposed carped would be partially concealed by an existing metal fence directly to the west. The location described as GREEN ACHES PLV BLK 8 E59 T'OFN/2-3 N/2.4 Hale County, also known as 1805 Wica St. The applicant Is requesting a variance or special exception in order to construct a flat roofed 24M by 1911, metal frame carport (non -prefabricated) in the frontyardsetback. Because the home is built 9.51t. into the currently required set back the Proposed carport would encroach approximately 28.511. Into the required minimum front -yard setback of 301t. If approved, this would result in the front edge of the carport being IAM from the back of curb. When analyzing the area, staff observed at least six similarly constructed and located carports within the from -yards of homes within a two -block radius. Staff observed that this particular neighborhood is e where many of the homes were built with garages, the applicants home being one. Staff inquired to see if the garage could be utilized for the protection of Me vehicle the applicant stated that the garage Is too small to fit either of their vehicles due to the short width and height of the garage. Staff also observed the presence of mature trees directly to the north and south of the proposed location of the carport which would help to mitigate any negative visual impact Staff also observed that there does not appear to be room In the side or rear yard of the home for placement of the proposed carport.
