of the Plainview City Hall at 901 Broadway. The agenda for this meeting was posted in
City Hall at 3:10 p.m. on November 9, 2017. Mayor Wendell Dunlap presided.
Councilmembers present were: Charles Stames-District 1, Larry Williams -District 2,
Norma Juarez -District 3, Teressa King -District 4, Susan Blackerby-District 5, John Gatica-
District 6 and Oliver Aldape-District 7.
Staff members present were: Jeffrey Snyder -City Manager, Matt Wade -City Attorney,
Paul Kite -Assistant Director of Public Utilities, Sarianne Beversdorf-Director of Finance,
Cris Valverde -Community Development Manager, Tim Crosswhite-Director of Public
Works, Ken Coughlin -Police Chief, lsauro Gutierrez -Information Technology Manager,
Melinda Brown -Main Street Manager and Belinda Hinojosa-City Secretary.

WORK SESSION
The Council discussed the creation of a Tax Increment Finance District for the Downtown
Area.
Councilmember Teressa King arrived at 6:22 p.m.
The Council and staff reviewed the agenda items for the regular meeting.
REGULAR MEETING
Councilmember Teressa King led in the invocation.
The Council recognized Doug McDonough for his 41 years of service to the Plainview
Herald and the City of Plainview.
Mayor Pro Tem Starnes moved to approve the consent calendar. The motion was duly
seconded by Councilmember Blackerby and carried by unanimous vote. Items approved
on the consent calendar included the approval of the minutes of October 24, 2017;
approval of Resolution R17-403, a Resolution of the City Council of the City of Plainview,
Texas, Approving the Request of Plainview Chamber of Commerce to Host the 2017
Christmas Parade; Authorizing the Filing Of The Agreement for the Temporary Closure
of State Right -Of -Way With the Texas Department of Transportation for this Event;
Declaring that the Event Serves a Public Purpose; and Agreeing to Comply with
Regulations; authorized the sale of trust property R13068 located at 500 Blk W. 18th
Street, Plainview, Texas to Jesus Rivera in the amount of $790.00 and authorize Mayor
to sign the Tax Deed; authorize the sale of trust property R22028 located at 302 Juniper
Street, Plainview, Texas to Estrella Perez in the amount of $1,100.00 and authorize
Mayor to sign the Tax Deed; authorize the sale of trust property R27012 located at 917
Fir Street, Plainview, Texas to Richard I. Zapata in the amount of $1,500.00 and authorize
Mayor to sign the Tax Deed; authorize the sale of trust property R26644 located at 605
W. 19th Street, Plainview, Texas to Maria Guadalupe Arroyo and Patricia Arroyo in the
amount of $1,300.00 and authorize Mayor to sign the Tax Deed; authorize the sale of
trust property R23962 and R20175 located at 600-602 E. 5th Street, Plainview, Texas to

Mario Delgado in the amount of $7,000.00 and authorize Mayor to sign the Tax Deed;
authorize the sale of trust property R25916 located at 201 Cedar Street, Plainview, Texas
to Preston Alison in the amount of $2,500.00 and authorize Mayor to sign the Tax Deed;
authorize Mayor to sign Electric Power Line Easement to Southwestern Public Service
Company dedicating a 15 ft. Easement in Section 2, JM Carter Survey, Hale County,
Texas; and authorize City Manager to Sign Lease, Waiver, and Hold Harmless
Agreement Permission to Park and Store on City Property between the City of Plainview
and Structural Technologies, LLC.
Belinda Hinojosa, City Secretary presented for consideration Ordinance f'-3666 to
Canvass the results from the November 7, 2017 Bond Election and adoption of an
Ordinance declaring the results of the Bond Election and containing provisions necessary
and incidental thereto.
Mayor Dunlap asked for public comment. There was no public comment. Mayor Pro Tem
Starnes moved to approve Ordinance No. 17-3666 canvassing the election. The motion
was duly seconded by Councilmember Blackerby and carried by unanimous vote.
Tim Crosswhite, Director of Public Works presented for consideration Resolution R17-
405, a Resolution of the City Council of the City of Plainview, Texas Authorizing the Filing
of a Grant Application with the South Plains Association of Governments for a Regional
Solid Waste Program Grant; Declaring that such Action Serves a Public Purpose;
Authorizing the Mayor to Act on Behalf of the City of Plainview in all Matters Related to
the Application; and Agreeing to Comply with the Grant Requirements of the South Plains
Association of Governments, the Texas Commission on Environmental Quality and the
State of Texas. This Resolution authorizes the Mayor and/or his designee to submit a
grant application to the Regional Solid Waste Grant Program.
Mayor Dunlap asked for public comment. There was no public comment.
Councilmember King moved to adopt Resolution R17-405. The motion was duly
seconded by Councilmember Aldape and carried by unanimous vote.
Jeffrey Snyder, City Manager presented for consideration Resolution R17-404, a
Resolution of the City Council of the City of Plainview, Texas, Casting Votes for the Hale
County Appraisal District Board of Directors. The Council nominated Susan Blackerby
and Larry Williams to the board. The County voted to give 320 votes to Councilmember
Larry Williams.
Mayor Pro Tem Starnes moved to adopt Resolution R17-404 and to cast 929 votes for
Susan Blackerby and 737 votes for Larry Williams. The motion was duly seconded by
Councilmember Juarez and carried by unanimous vote.
The Council went into closed session per Sec. 551.074 - Deliberate the appointment,
employment, evaluation, reassignment, duties, discipline or dismissal of a public officer
or employee, or to hear a complaint or charge against an officer or employee. Information
Technology Director Position.
Mayor Dunlap recessed the meeting at 7:30 p.m.

Mr. Snyder presented for consideration and to take necessary action regarding
Appointment of Information Technology Director. Mr. Snyder asked the Council to
confirm Isauro Gutierrez as IT Director.
Mayor Pro Tem Starnes moved to confirm the appointment of Isauro Gutierrez as Director
of Information Technology for the City of Plainview. The motion was duly seconded by
Councilmember Blackerby and carried by unanimous vote.
There being no further business, Mayor Dunlap adjourned the meeting at 7:44 p.m.
