The City Council met on September 21, 2017 at 11:44 a.m., at the Plainview Convention
Center, 2902 W. 4th Street, Plainview, Texas. The agenda for this meeting was posted in
City Hall at 2:45 p.m. on September 1, 2017. Councilmember Teressa King presided.
Councilmembers present were: Larry Williams -District 2, Norma Juarez -District 3, Susan
Blackerby-District 5, John Gatica-District 6 and Oliver Aldape-District 7. Mayor Wendell
Dunlap and Mayor Pro Tem Charles Starnes -District 1 were absent.
Staff members present were: Jeffrey Snyder -City Manager, Tim Crosswhite-Director of
Public Works, Sarianne Beversdorf-Director of Finance, Ken Coughlin -Police Chief,
Rusty Powers -Fire Chief, Isauro Gutierrez -IT Manager, Cris Valverde -Community
Development Manager, Paul Kite -Assistant Director of Public Utilities, Melinda Brown -
Main Street Manager and Belinda Hinojosa-City Secretary.
News Media Present: Doug McDonough -Plainview Herald
Guests present: David Kopp and David Baird
Police Chief Ken Coughlin led in the invocation.
Mayor Wendell Dunlap and Mayor Pro Tem Charles Starnes were granted excused
absences.
David Barrett with Kendig-Keast Collaborative presented information on the Zoning,
Subdivision and Sign Ordinance revisions project.
Jeffrey Snyder, City Manager presented for consideration on first reading Ordinance No.
17-3665, an Ordinance of the City of Plainview Amending Ordinance No. 16-3638 and
Ordinance No. 17-3653 to Appropriate Funds in the General Fund and Various Revenue
and Capital Funds Pursuant to Section 5.07 (a) and (d) of the Plainview City Charter
Allowing for Supplemental Appropriations in the 2016-2017 Budget; Cumulativeness
Clause; Conflicts Clause; Severability Clause; and Effective Date. This Ordinance
amends the FY 2017 budget.
Councilmember King asked for public comment. There was no public comment.
Councilmember Blackerby moved to adopt Ordinance No. 17-3665 on first reading. The
motion was duly seconded by Councilmember Juarez and carried by unanimous vote.
The Council and staff reviewed the agenda for the City Council meeting of September 26,
2017.
There being no further business, Councilmember King adjourned the meeting at 1:31 p.m.
