HomeMy WebLinkAboutCouncil Minutes 10-10-2017The City Council met on October 10, 2017 at 7:00 p.m., in the City Council Chambers of
the Plainview City Hall at 901 Broadway. The agenda for this meeting was posted in City
Hall at 5:05 p.m. on October 6, 2017. Mayor Wendell Dunlap presided. Councilmembers
present were: Charles Starnes -District 1, Larry Williams -District 2, Teressa King -District
4, Susan Blackerby-District 5, and Oliver Aldape-District 7. Councilmembers Norma
Juarez -District 3 and John Gatica-District 6 were absent.
Staff members present were: Jeffrey Snyder -City Manager, Marcus Norris -City Attorney,
Paul Kite -Assistant Director of Public Utilities, Sarianne Beversdorf-Director of Finance,
Cris Valverde -Community Development Manager, Tim Crosswhite-Director of Public
Works, Ken Coughlin -Police Chief, Isauro Gutierrez -Information Technology Manager,
and Belinda Hinojosa-City Secretary.

Guests Present: Dwight Brandt, Oscar Ostos, Andrew Weegar and Julian Fontana
Councilmember Larry Williams led in the invocation.
Councilmember Williams moved to approve the consent calendar. The motion was duly
seconded by Councilmember Blackerby and carried by unanimous vote. Items approved
on the consent calendar included the granting of an excused absence to Councilmembers
Juarez and Gatica; approval of the minutes of September 21, 2017 and September 26,
2017; authorize Mayor and City Manager to sign Auditor Engagement Letter with Davis
Kinard & Co., PC for the City of Plainview FYE 9-30-2017 Audit; authorize Mayor and City
Manager to sign Auditor Engagement Letter with Davis Kinard & Co., PC for the City of
Plainview TCEQ agreed upon procedures for Financial Assurance for Landfill for FYE 9-
30-2017; and authorize Mayor to sign Auditor Engagement Letter with Davis Kinard &
Co., PC for the Community Development Business Park FYE 09-30-2017 Audit.
Andrew Weegar with IPS Advisors, Inc. presented a report on the Employee Health
Insurance Program.
Dwight Brandt and Oscar Ostos with Brandt Engineering presented the street seal coat
plan.
Tim Crosswhite, Director of Public Works presented to authorize City Manager to sign
Professional Services Agreement between the City of Plainview and ARMKO Industries,
Inc. for the City Building Re -Roof Project. This authorizes the hiring of ARMKO Industries,
Inc. to provide professional engineering services for the re -roof project.
Mayor Dunlap asked for public comment. Councilmember Williams moved to authorize
City Manager to sign Professional Services Agreement between the City of Plainview and
ARMKO Industries, Inc. for the City Building Re -Roof Project. The motion was duly
seconded by Councilmember Aldape and carried by unanimous out.
Jeffrey Snyder, City Manager presented for consideration and necessary action regarding
nominees to the Hale County Appraisal District Board.

Mayor Pro Tem Starnes moved to nominate Susan Blackerby and Larry Williams to the
Hale County Appraisal District Board. The motion was duly seconded by Councilmember
King and carried by unanimous vote.
The Council went into closed session to deliberate the purchase, exchange, lease or
value of real property, the public discussion of which would not be in the best interest of
the City's bargaining position with third parties, in accordance with Tex. Gov't Code,
Section 551.072.
Mayor Dunlap recessed the meeting at 7:43 p.m.
Mayor Dunlap called the meeting back in open session at 8:15 p.m. and announced no
action would be taken.
There being no further business, Mayor Dunlap adjourned the meeting at 8:15 p.m.
