HomeMy WebLinkAboutCouncil Minutes 10-24-2017The City Council met on October 24, 2017 at 7:00 p.m., in the City Council Chambers of
the Plainview City Hall at 901 Broadway. The agenda for this meeting was posted in City
Hall at 9:00 a.m. on October 20, 2017. Mayor Wendell Dunlap presided.
Councilmembers present were: Charles Starnes -District 1, Larry Williams -District 2,
Norma Juarez -District 3, Teressa King -District 4, Susan Blackerby-District 5, John Gatica-
District 6 and Oliver Aldape-District 7.
Staff members present were: Jeffrey Snyder -City Manager, Marcus Norris -City Attorney,
Paul Kite -Assistant Director of Public Utilities, Sarianne Beversdorf-Director, of Finance,
Cris Valverde -Community Development Manager, Tim Crosswhite-Director of Public
Works, Ken Coughlin -Police Chief, lsauro Gutierrez -Information Technology Manager,
Melinda Brown -Main Street Manager, Tori Huddleston -Special Projects Coordinator, and
Belinda Hinojosa-City Secretary.

Guests Present: Mike Fox, V. O. Ortega, Rodney Watson and Mrs. Watson
Councilmember Norma Juarez led in the invocation.
Councilmember King moved to approve the consent calendar. The motion was duly
seconded by Councilmember Juarez and carried by a vote of' 7 "for" the motion. Items
approved on the consent calendar included the approval of the minutes of October 10,
2017; approval of the Quarterly Investment Report for the period from July 1, 2017
through September 30, 2017; and approval of Resolution R17-402, a Resolution of the
City Council of the City of Plainview, Texas, Approving the Request of Plainview
Downtown Committee and Plainview YMCA Event Director to Host the Turkey Trot Run;
Authorizing the Filing of the Agreement for the Temporary Closure of State Right -Of -Way
with the Texas Department Of Transportation for this Event; Declaring that the Event
Serves a Public Purpose; and Agreeing to Comply with Regulations.
Rodney Watson, Chairman of the Walk of Fame Committee presented for consideration
to appoint Bob Dorough to the Walk of Fame.
Mayor Dunlap asked for public comment. There was no public comment.
Mayor Pro Tem Starnes moved to appoint Bob Dorough to the Walk of Fame. The motion
was duly seconded by Councilmember Blackerby and carried by a vote of seven "for" the
motion.
Councilmember John Gatica arrived at 7:23 p.m.
Mike Fox, Executive Director of the Plainview/Hale County Economic Development
Corporation presented the quarterly report.
Mayor Dunlap asked for public comment. There was no public comment.
Councilmember King moved to accept the report. The motion was duly seconded by
Councilmember Juarez and carried by unanimous vote.

Melinda Brown, Main Street Manager presented the Main Street and Convention Visitors
Bureau Program for FY 2016-2017 report.
Cris Valverde, Community Development Manager presented to consider and take
necessary action regarding Award of Bid for the Asbestos Abatement and Demolition of
the Structure located at 107 East 6th Street. Staff recommends the bid be awarded to the
lowest bidder, M. Hastey Construction in the amount of $60,000.
Mayor Dunlap asked for public comment. There was no public comment.
Councilmember Blackerby moved to award the bid to M. Hastey Construction in the
amount of $60,000.00. The motion was duly seconded by Councilmember Gatica and
carried by unanimous vote.
The Council went into closed session per Sec. 551.071 — Consult with attorney on a
matter in which the attorney's duty to the government body under the Texas Disciplinary
Rules of Professional Conduct conflicts with the open meeting statutes and about pending
or contemplated litigation or settlement of same relating to Public Works and Civic Center
and per Sec. 551.072 - Deliberate the purchase, exchange, lease or value of real
property, the public discussion of which would not be in the best interest of the City's
bargaining position with third parties.
Mayor Dunlap recessed the meeting at 7:55 p.m.
Mayor Dunlap called the meeting back in open session at 8:50 p.m.
Mr. Snyder presented for consideration to authorize the acquistion of a 1.1 acre tract from
Garland Street Church of Christ in the amount of $25,000 to complete the acquisition of
property for the duck pond project.
Mayor Dunlap asked for public comment. There was no public comment.
Mayor Pro Tem Starnes moved to authorize the Mayor to purchase the 1.1 acre tract of
land located in the 700 block of Garland Street from the Garland Street Church of Christ
for $25,000 and sign the necessary documents. The motion was duly seconded by
Councilmember Blackerby and carried by unanimous vote.
There being no further business, Mayor Dunlap adjourned the meeting at 8:54 p.m.
