HomeMy WebLinkAboutR17-40326 RESOLUTION R17-403 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PLAINVIEW, TEXAS, APPROVING THE REQUEST OF PLAINVIEW CHAMBER OF COMMERCE TO HOST THE 2017 CHRISTMAS PARADE; AUTHORIZING THE FILING OF THE AGREEMENT FOR THE TEMPORARY CLOSURE OF STATE RIGHT-OF-WAY WITH THE TEXAS DEPARTMENT OF TRANSPORTATION FOR THIS EVENT; DECLARING THAT THE EVENT SERVES A PUBLIC PURPOSE; AND AGREEING TO COMPLY WITH REGULATIONS. WHEREAS, the Texas Department of Transportation owns and operates HWY 70 (5th Street) in the corporate limits of the City of Plainview; and WHEREAS, the City of Plainview received a request from the Plainview Chamber of Commerce on December 7th, 2017 for police assistance in its 2017 Christmas parade; and WHEREAS, 2017 Christmas Parade will include a procession starting at Broadway Park crossing US HWY 70 (5th St) and ending at The Depot. The event is scheduled to start at 6:30 P.M. on December 7th, 2017; and WHEREAS, the City Council of the City of Plainview finds that such event serves a public purpose in that it increases the public awareness in the importance of our history; and WHEREAS, the City Council of the City of Plainview, Texas finds it in the best interest for the citizens of Plainview that the Christmas Parade be held this December 7th, 2017 and use the above referenced routes; and WHEREAS, the Texas Department of Transportation requires the Local Government to submit a completed Agreement for the Temporary Closure of State Right - of -Way for use of US 70 (Fifth Street) in such public events as this Christmas Parade.; and WHEREAS, the City Council designates Mayor Wendell Dunlap as the City's authorized official. The authorized official is given the power to apply for or terminate such Agreement on behalf of the City. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Plainview that: The request from the Plainview Chamber of Commerce for the Christmas parade for December 7th, 2017 is hereby approved. Resolution R17-403 Christmas Parade Page 1 of 2 27 The public purpose of this event is to increase the public awareness in the importance of our cultural heritage. Submission of the completed AGREEMENT FOR THE TEMPORARY CLOSURE OF STATE RIGHT-OF-WAY with the Texas Department of Transportation is hereby approved. IV. The Mayor is hereby authorized and directed to execute, respectively, on behalf of the City of Plainview, all necessary documents, including the AGREEMENT FOR THE TEMPORARY CLOSURE OF STATE RIGHT-OF-WAY to complete the Plainview Christmas Parade preparation process.
