HomeMy WebLinkAboutCouncil Minutes 12-21-2017The City Council met on December 21, 2017 at 11:35 a.m., in the City Council Chambers of the Plainview City Hall at 901 Broadway. The agenda for this meeting was posted in City Hall at 9:10 a.m. on December 18, 2017. Mayor Wendell Dunlap presided. Councilmembers present were: Charles Starnes -District 1, Larry Williams -District 2, Norma Juarez -District 3, Teressa King -District 4, Susan Blackerby-District 5, John Gatica- District 6 and Oliver Aldape-District 7. Staff members present were: Jeffrey Snyder -City Manager, Marcus Norris -City Attorney, Sarianne Beversdorf-Director of Finance, Ken Coughlin -Police Chief, Isauro Gutierrez - Information Technology Director, Cris Valverde -Community Development Manager, Paul Kite -Assistant Director of Public Utilities, Rusty Powers -Fire Chief and Belinda Hinojosa- City Secretary. News Media Present: William Carroll -Plainview Herald Mayor Dunlap led in the invocation. Jeffrey Snyder, City Manager presented for discussion the 2018 City Council Meeting Schedule. The Council discussed the meetings dates and agreed to keep the four meetings per month. Councilmember Norma Juarez arrived at 11:42 a.m. Jeffrey Snyder, City Manager presented for discussion the capital projects schedule for proposed General Obligation Bonds 2018. The Council discussed the timeline for the projects. Councilmember John Gatica arrived at 11:53 a.m. Mayor Dunlap presented for consideration on second reading Ordinance No. 17-3669, an Ordinance of the City Council for the City of Plainview, Texas Authorizing the Transfer of Certain Real Property in the City of Plainview, Texas to Hale County, Texas, in Accordance With Section 272.001 of the Texas Local Government Code; Authorizing the Mayor to Execute all Documents Necessary to Transfer Ownership; Repealer; Cumulativeness Clause; Severability Clause; Conflicts Clause; and Effective Date. Since this was the second of two readings, the Council chose to forego staff briefing and asked for public comment. There was no public comment. Mayor Pro Tem Starnes moved to adopt Ordinance No. 17-3669 on second reading. The motion was duly seconded by Councilmember Blackerby and carried by unanimous vote. Cris Valverde presented to consider and take necessary action the Plainview/Hale County Business Park Preliminary Plat in Section 35, Block JK -2, Hale County, Jexas. The Plainview -Hale County Business Park is in the design phase and in an effort to ensure compliance with the Plainview's subdivision regulations, a Preliminary Plat has been submitted for review. Staff and the Planning and Zoning Commission recommend approval as submitted. Mayor Dunlap asked for public comment. There was no public comment. Mayor Pro Tem Starnes moved to approve the Plainview/Hale County Business Park Preliminary Plat in Section 35, Block JK -2, Hale County, Texas. The motion was duly seconded by Councilmember Juarez and carried by unanimous vote.
