Paul Drager called the meeting to order at 6:00 p.m.
First Item on Agenda:
Approval of October 13, 2016 Planning and Zoning minutes.
Danny Murphree made a motion for approval. Mark Hardin seconded and motion
carried unanimously.
Second Item on Agenda:
Case No. 865/P-16-03 Final Plat of Hitchin Post, Lot 1, a Suburban Subdivision to the
City of Plainview, being an unplatted tract of land in Section 37, Block JK2, Hale
County, Plainview, Texas (33.175 acres) (Vicinity: Industrial Blvd and Interstate
Highway 27).
Nick Mogg presented this case. This plat is for the purpose of creating an RV site from
a previously unplatted tract of land. Plat has been reviewed by the city departments
and local utility companies. This plat does meet all requirements for approval by the
City Manager, pending submittal of a signed corrected plat. With State law requiring
that a municipality to act on the plat in a certain amount of time, staff recommends that
this plat be denied with a stipulation that this be allowed to remain active. Once it
becomes ready, it will be forwarded to the City Manager for approval.
Danny Murphree made a motion to open the public hearing. Mark Hardin seconded and
motion carried unanimously. No response was made. Paul Drager asked if anyone
would like to speak in opposition or in favor, no one came forward.
Mark Hardin made a motion to close the public hearing. Seconded by Danny Murphree
and motion carried unanimously. Mark Hardin made a motion to deny Case No. 865/P-16-
03 with the stipulation that it be allowed to remain active on the Planning and Zoning
Commission's agenda. Seconded by Kevin Sweeney. Motion carried unanimously
Third Item on Agenda:
Case No. 861/P-16-02 — Consider a request by Teressa King, for a propose Plat of
Plainview Vision, Unit No. 1, a Suburban Subdivision and addition to the City of
Plainview, being an unplatted tract of land in Section 37, Block JK-2, 20.61 acres, Hale
County, Texas.
Nick Mogg stated that no action is required on this item at this time.
No further comments were made and the meeting was adjourned at 6:09 pm.
