A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PLAINVIEW,
TEXAS AUTHORIZING CITY STAFF TO PUBLISH NOTICE OF A PUBLIC
HEARING FOR THE CREATION OF TAX INCREMENT REINVESTMENT
ZONE #1 PLAINVIEW, TEXAS HISTORIC DOWNTOWN, FOR TAX
INCREMENT FINANCING PURPOSES PURSUANT TO CHAPTER 311
OF THE TEXAS TAX CODE AND DESCRIPTION OF THE VISION,
BENEFITS/COSTS TO PARTICIPATING TAXING JURISDICTIONS AND
PROPERTY WITHIN THE DESIGNATED ZONE.
WHEREAS, the City Council desires to promote the development of a certain
contiguous geographic area in the City, which is more specifically described in Exhibit "A"
("TIRZ #1 Plainview, Texas, Historic Downtown Boundary"), and is considering the
creation of a reinvestment zone as authorized by and in accordance with the Tax
Increment Financing Act, Texas Tax Code Annotated, Chapter 311, (the "Act"); and
WHEREAS, prior to the creation of a Tax Increment Reinvestment Zone ("TIRZ"),
the City Council shall hold a public hearing on the creation of 'the proposed TIRZ
describing the vision, benefits/costs to the City and property in the proposed TIRZ; and
WHEREAS, the City now desires to schedule a public hearing regarding the
creation of the TIRZ, its benefits to the City and property in the TIRZ, and provide a
reasonable opportunity for (i) all interested persons to speak for or against the creation of
the TIRZ, its boundaries or the concept of tax increment financing and (ii) owners of real
property in the TIRZ to protest inclusion of their property in the TIRZ, as required by
Sections 311.003 (c) and (d) of the Act; and
WHEREAS, prior to holding a public hearing, the City shall publish notice of the
public hearing in a newspaper having general circulation in the City not later than the
seventh day before the date of the hearing.
NOW THEREFORE, BE IT RESOLVED by the City Council of the City of Plainview that:
The City Council of the City of Plainview hereby calls a public hearing for 7:00 p.m.
on April 24, 2018 at the regular meeting place of City Council in the Council Chambers of
the Plainview City Hall located at 901 Broadway Street to consider the creation of a Tax
Increment Reinvestment Zone. Notice of the hearing shall be published in a newspaper
having general circulation in the City not later than the seventh day before the date of the

hearing. All residents and property owners within the proposed TIRZ, and all other
persons are hereby invited to appear in person to speak for or against the creation of the
TIRZ, its boundaries, or the concept of tax increment financing in general. At or on the
adjournment of the public hearing on the creation of the TIRZ, the City may, by ordinance,
(i) formally designate the proposed TIRZ as a reinvestment zone for tax increment
financing purposes and (ii) create the TIRZ Board of Directors.
Notice of the public hearing, in the substantially final form presented in Exhibit "B"
with such changes as may be approved by the City's counsel, shall be published in a
newspaper of general circulation in the city before the 7th day prior to the date of the
hearing as required by the Act.
This resolution shall take effect from and after its final date of passage, and it is
accordingly so ordered.

NOTICE OF PUBLIC HEARING FOR THE CREATION OF
TAX INCREMENT REINVESTMENT ZONE #1
PLAINVIEW, TEXAS, HISTORIC DOWNTOWN, UNDER
CHAPTER 311, TEXAS TAX CODE
Notice is hereby given that the City Council of the City of Plainview
will hold a public hearing on Tuesday, April 24, 2018 beginning at 7:00
p.m. at the City Hall Council Chambers, 901 Broadway St., Plainview,
Texas 79072 concerning the creation of Tax Increment Reinvestment
Zone #1 Plainview, Texas, Historic Downtown (the "TIRZ") under the
provisions of Chapter 311 of the Texas Tax Code for tax increment
financing purposes. The vision for the TIRZ and the benefits to the City
and the property within the zone will be discussed.
At the hearing, any interested person may speak for or against the
creation of the TIRZ, its proposed boundaries or the concept of tax
increment financing in general. Owners of property in the proposed
TIRZ will be given a reasonable opportunity to protest the inclusion of
their property in the TIRZ. Copies of the metes and bounds description
and drawings of the proposed TIRZ are available at the City Secretary's
Office at City Hall.
