Nick Mogg — Code Enforcement, Guests Present: Fidelis Chuks Abigide. Mr. & Mrs. Terry First item on the agenda - Approval of March 16, 2017 Minutes. Gerardo Rodriguez made a motion to approve minutes as presented. Kevin Whisenant seconded the motion. Motion carried unanimously. Second item on the agenda — Case MH-17-02 being a request to demolish structures located at 1310 W 11th Street, Plainview. Texas, Hale County — review and take action. Jesse Lopez presented the case. The property is privately owned. The structure has been vacant since November, 2013 according to the City utility records. The structure of the home has a portion of the east waft and roof system that has collapsed. The partial collapse has exposed the inside of the residence to the weather. Various exterior walls of the home show signs of severe cracking and deterioration. The front and side doors are unsecured. The structure has become so out of repair as to be dangerous, unsafe, insanitary and unfit for human habitation or occupancy. To date, the property owner has not taken any action to remove, repair or demolish said structure. Homeowner, Fidelia Chuks Abigide appeared before the board. Mr. Abigide stated that he has not reside at 1310 W 11"' Street since 2011. Mr. Abigide further states that he does not have the funds to repair or demolish the home. Stall makes the recommendation that the structure be demolished and all debris moved to the landfill. Motion was made by Kevin Whisenant and seconded by Gerardo Rodriguez. Motion carried unanimously. Third item on the agenda — Case MH-16-08 being a request to demolish a structure located at 102 W Carver,Plainview, Texas, Hale County — review and take action. Jesse Lopez presented the case. The property is privately owned. The windows are either broken and/or missing, several areas of the interior walls and ceilings have holes exposed to the outside, and the plumbing and electrical system is in a severe state of disrepair. The structure has become so out of repair as to be dangerous, unsafe. insanitary and unfit for human habitation or occupancy per Section 108.1.5 of the international Property Maintenance Code (IPMC). A code violation letter was sent on April 5. 2016. Shortly after, the homeowner phoned staff and stated that they live out of the state, have no interest in the property, have not visited the site in at least 5 years, and that medical issues prevent them from being able to maintain the site as required. Currently, there are no delinquent taxes owed on the property (2.016). Staff makes the recommendation that the structure be demolished and all debris moved to the landfill. Motion was made by Gerardo Rodriguez and seconded by Diane Bailey. Motion carried unanimously. Fourth item on the agenda — MH-16-10 being a request to demolish a structure located at 1500 Joliet Street, Plainview. Texas, Hale County — review and take action. Jesse Lopez presented this case. The structure being considered for demolition is a non-residential structure located at 1500 Joliet Street. A portion of the roof system has failed and has fallen in and several areas of the exterior walls show signs of severe cracking. The residence is unsecured whereas doors and windows are missing and/or broken. With partial collapse of the roofing system and the fact that it is unsecured, staff is of the opinion that the structure can be considered a dangerous structure per Section 108.1.5 of the International Property Maintenance Code (IPMC). A code violation letter was sent in November 28, 2016. The current landowner acquired the home in October of 2016. It is worth noting that a violation letter was sent August 3, 2016 to the previous landowner, with no response resulting. Currently, there are no delinquent taxes owed on the property (2016). Owner, Jo Lynn Terry presented herself before the board. Owner stated that they acquired the properly 5 '/ months ago, have been cleaning up the property and are in the process of demolishing the structure. Owner has agreed to bring the structure up to code or demolish the structure. Staff makes the recommendation that the structure be demolished and all debris moved to the landfill. Motion was made by Gerardo Rodriguez and seconded by Diane Bailey. Motion carried unanimously No further business, meeting adjourned at 6:22 PM.
