the Plainview City Hall at 901 Broadway. The agenda for this meeting was posted in City
Hall at 4:55 p.m. on March 23, 2018. Mayor Wendell Dunlap presided. Councilmembers
present were: Charles Starnes -District 1, Larry Williams -District 2, Norma Juarez -District
3, Teressa King -District 4, John Gatica-District 6 and Oliver Aldape-District 7.
Councilmember Susan Blackerby-District 5 was absent.
Staff members present were: Jeffrey Snyder -City Manager, Marcus Norris -City Attorney,
Tim Crosswhite-Director of Public Works, Sarianne Beversdorf-Director of Finance, Dion
Guerra -Police Captain, Rusty Powers -Fire Chief, Isauro Gutierrez -IT Director, Paul Kite -
Assistant Director of Utilities, Melinda Brown -Main Street Manager, Rachael Foster -
Management Analyst and Belinda Hinojosa-City Secretary.

WORK SESSION
The Council and staff reviewed the agenda items for the regular meeting.
REGULAR MEETING
Councilmember John Gatica delivered the invocation and led in the pledge of allegiance.
Councilmember King moved to approve the consent calendar. The motion was duly
seconded by Councilmember Juarez and carried by unanimous vote. Items approved on
the consent calendar included the granting of an excused absence to Councilmember
Susan Blackerby; approval of the minutes of March 8, 2018 and March 13, 2018; approval
of the Financial Reports; Authorize Mayor to sign Contract between the City of Plainview
and Lipham Construction for the 2018 Seal Coat Project; and authorize Mayor to sign
Contract between the City of Plainview and AAJ Concrete for the 2018 Travis Trussell
Duck Pond Project.
Cara Hilbrich, CPA, Eide Bailly LLP presented the Comprehensive Annual Financial
Report.
Mayor Dunlap asked for public comment. There was no public comment. Mayor Pro Tem
Charles Starnes moved to accept the Comprehensive Annual Financial Report. The
motion was duly seconded by Councilmember Williams and carried by unanimous vote.
Mayor Dunlap presented for consideration on second reading Ordinance No, 18-3672, an
Ordinance of the City of Plainview, Texas: Providing for Specified Changes in the Official
Zoning Map of the City of Plainview, Texas; Providing for Change of Use District
Classification of Specified Property in the Vicinity of West Fourth Street and Quincy
Street, Hale County, Texas; Providing a Savings Clause; Providing a Repealer Clause;
and Providing an Effective Date. Since this was the second of two readings, the Council
chose to forego staff briefing and asked for public comment. There was no public
comment.
Councilmember King moved to adopt Ordinance No. 18-3672. The motion was duly
seconded by Councilmember Juarez and carried by unanimous vote.

Ordinance of the City Council for the City of Plainview, Texas Authorizing the Transfer of
Certain Real Property in the City Of Plainview, Texas to Hale County, Texas, in
Accordance With Section 272.001 of the Texas Local Government Code; Authorizing the
Mayor to Execute all Documents Necessary to Transfer Ownership; Repealer;
Cumulativeness Clause; Severability Clause; Conflicts Clause; and Effective Date. Since
this was the second of two readings, the Council chose to forego staff briefing and asked
for public comment. There was no public comment.

seconded by Councilmember Aldape and carried by unanimous vote.

Tim Crosswhite, Director of Public Works presented for consideration to award bid for the
city building reroof project. Staff recommends bid be awarded to the lowest bidder, Tecta -
America CS in the amount of $167,400.00
Mayor Dunlap asked for public comment. There was no public comment.
Councilmember Williams moved to award bid to Tecta -America CS in the amount of
$167,400.00. The motion was duly seconded by Councilmember Juarez and carried by
unanimous vote.
Jeffrey Snyder, City Manager presented for consideration to authorize Mayor to sign
Ground Lease Agreement with AeroCare-Medtrans, Hale County and the City of
Plainview at the Plainview -Hale County Airport. This is for a temporary facility at the
Plainview -Hale County Airport.
Mayor Dunlap asked for public comment. There was no public comment. Mayor Pro Tem
Starnes moved to authorize Mayor to sign Ground Lease Agreement with AeroCare-
Medtrans. The motion was duly seconded by Councilmember King and carried by
unanimous vote.
Rachael Foster, Management Analyst presented for consideration Resolution R18-411,
a Resolution of the City Council of the City of Plainview, Texas Authorizing City Staff to
Publish Notice of a Public Hearing for the Creation of Tax Increment Reinvestment Zone
#1 Plainview, Texas Historic Downtown, for Tax Increment Financing Purposes Pursuant
to Chapter 311 of the Texas Tax Code and Description of the Vision, Benefits/Costs to
Participating Taxing Jurisdictions and Property Within the Designated Zone. This is to
schedule the public hearing for the creation of the Tax Increment Reinvestment Zone # 1
Plainview.

Councilmember Williams moved to adopt Resolution R18-411. The motion was duly
seconded by Councilmember Juarez and carried by unanimous vote.
There being no further business, Mayor Dunlap adjourned the meeting at 7:27 p.m.
