HomeMy WebLinkAboutCouncil Minutes 04-24-2018202 The City Council met on April 24, 2018 at 7:00 p.m., in the City Council Chambers of the Plainview City Hall at 901 Broadway. The agenda for this meeting was posted in City Hall at 3:15 p.m. on April 20, 2018. Mayor Wendell Dunlap presided. Councilmembers present were: Charles Starnes -District 1, Larry Williams -District 2, Teressa King -District 4, Susan Blackerby-District 5, and John Gatica-District 6. Councilmembers Norma Juarez -District 3 and Oliver Aldape-District 7 were absent. Staff members present were: Jeffrey Snyder -City Manager, Marcus Norris -City Attorney, Tim Crosswhite-Director of Public Works, Sarianne Beversdorf-Director of Finance, Ken Coughlin -Police Chief, Rusty Powers -Fire Chief, Isauro Gutierrez -IT Director, Paul Kite - Assistant Director of Utilities, Melinda Brown -Main Street Manager, Rachael Foster - Management Analyst and Belinda Hinojosa-City Secretary. News Media Present: Deborah Zacher-Plainview Herald WORK SESSION The Council and staff reviewed the agenda items for the regular meeting. REGULAR MEETING Mayor Wendell Dunlap delivered the invocation and led in the pledge of allegiance. The Mayor and Council recognized the WBU NAIA Indoor Track and Field Champions. Councilmember Blackerby moved to approve the consent calendar. The motion was duly seconded by Councilmember Gatica and carried by unanimous vote. Items approved on the consent calendar included the granting of an excused absence to Councilmembers Oliver Aldape and Norma Juarez; minutes of April 5, 2018 and April 10, 2018; financial report; Quarterly Investment report for the period from January 1, 2018 through March 31, 2018 and authorize City Manager to sign Contract between the City of Plainview and Tecta -America CS for the city building reroof project. Mayor Dunlap presented for consideration on second reading Ordinance No. 18-3675, an Ordinance of the City Council of the City of Plainview, Texas: Amending the Plainview Municipal Code of Ordinances, Chapter 2, Article 2.03 and Article 2.04, Section 2.04.096, to Clarify the Process For Sale of Impounded Livestock and other Non -Domesticated Animals and, the Disposition of Pets and other Domestic Animals; Providing for Severability, Providing for Repealer; Providing for Continuation of Prior Law; Providing Penalty; Providing for Publication and Effective Date. Since this was the second of two readings, the Council chose to forego staff briefing and asked for public comment. There was no public comment. Councilmember King moved to approve Ordinance No. 18-3675 on second reading. The motion was duly seconded by Councilmember Gatica. Mayor Dunlap, Councilmembers Starnes, King, Blackerby, and Gatica voted "for" the motion. Councilmember Williams voted "against" the motion. The motion carried. Rachael Foster, Management Analyst presented information for the public hearing for the Creation of Tax Increment Reinvestment Zone #1 Plainview, Texas Historic Downtown, for Tax Increment Financing Purposes Pursuant to Chapter 311 of the Texas Tax Code and Description of the Vision, Benefits/Costs to Participating Taxing Jurisdictions and Property Within the Designated Zone. City Council Minutes April 24, 2018 Page 1 of 2 203 Mayor Dunlap opened the public hearing for the Creation of Tax Increment Reinvestment Zone #1 Plainview. David Wilder expressed opposition to the creation of the tax increment reinvestment zone # 1 Plainview. Mayor Dunlap closed the public hearing at 7:30 p.m. Ms. Foster presented for consideration on first reading Ordinance No.18-3677, an Ordinance of the City Council of the City of Plainview, Texas Designating A Certain Contiguous Geographic Area In The City As "Tax Increment Reinvestment Zone #1, Historic Downtown Plainview, Texas"; Establishing A Board Of Directors For Such Reinvestment Zone; Creating A Tax Increment Fund For The Zone; Providing For An Effective Date And Termination Date For The Zone; And Containing Other Provisions Related Thereto. Mayor Dunlap asked for public comment. There was no public comment. Mayor Pro Tem Charles Starnes moved to adopt Ordinance No. 18-3677 on first reading. The motion was duly seconded by Councilmember Gatica. Mayor Dunlap, Councilmembers Starnes, Williams, Blackerby, Gatica voted "for" the motion. Councilmember King voted "against" the motion. The motion carried. Rusty Powers, Fire Chief presented for consideration on first reading Ordinance No. 18- 3676, an Ordinance of the City Council of the City of Plainview, Texas: Amending the Plainview Municipal Code of Ordinances, Chapter 6, Article 6.05, Division 2, Section 6.05.031 to Update Emergency Medical Service Fee Rates; Providing for Severability; Providing for Repealer; Providing for Continuation of Prior Law; Providing Penalty; Providing For Publication and Effective Date. This increases some EMS billing rates, based on the recommendation of Amerik, the City's new EMS billing company. Mayor Dunlap asked for public comment. There was no public comment. Councilmember Williams moved to adopt Ordinance No. 18-3676 on first reading. The motion was duly seconded by Mayor Pro Tem Starnes. Mayor Dunlap, Councilmembers Starnes, Williams, Blackerby, Gatica voted "for" the motion. Councilmember King voted "against" the motion. The motion carried.
