HomeMy WebLinkAbout01 0906 minThe Plainview City Council met on September 6, 2001, at 11:30 a.m. at the Plainview
Convention Center, 2902 West 4th Street, Plainview, Texas. The agenda for this meeting
was posted in City Hall at 4:00 p.m. on August 31, 2001. Mayor Lloyd C. Woods
presided. Councilmembers present were: Sam Parker-District 1, Rey Rosas-District 3,
Ross Owen-District 5, Buddy McGehee-District 6 and Irene Favila-District 7.
Councilmembers absent were: Mary Jane Shanes-District 2 and Mike Hutcherson-
District 4.
Staff members present were: James P. Jeffers-City Manager, John Castro-Director of
Community Development, Wally Hatch-City Attorney, William Mull,Chief of Police, Dale
Simpson-Director of Civil Service, Matthew Tsakanikas-Main Street Coordinator, Kevin
Whisenant-Fire Captain and Belinda Hinojosa-City Secretary.
Guests present were: Ron Trusler-Executive Director Central Plains Center and Lionel
Garcia.
No news media representatives were present.
Jim Jeffers delivered the invocation.
Councilmembers Shanes-District 2 and Hutcherson-District 4 were granted an excused
absence for this meeting.
The Council and Staff then reviewed the agenda for the City Council meeting of
September 11,2001.
Mr. Jeffers advised the Council that things were underway for the 'changing of several
streets in the Frisco community. Mr. Lionel Garcia presented to the Council the request
for changing the name of a portion of Escuela Street and San Felipe Street to Avenida
Godsey. He presented to the Council an agreement signed by all the residents of San
Felipe Street agreeing to the name change. He also presented an agreement signed by
the trustees of Primera Iglesia Bautista agreeing to the name change. He stated that Mr.
Godsey was active in a lot of things that benefited the Frisco community such as getting
the streets paved and acquiring city services. He stated that the Godsey's were involved
in PTA. Councilmember Owen moved Ordinance 01-3299, an Ordinance of the City of
Plainview providing for changing the name of a portion of Escuela Street and San Felipe
Street to Avenida Godsey; Cumulativeness Clause; Severability Clause; Conflicts Clause;
and Effective Date be approved upon first reading. Mayor Woods duly seconded the
motion. Councilmember Parker moved that this item be tabled. Councilmember Rosas
seconded the motion. Councilmembers Rosas, Favila and Parker voted in favor of
tabling. Councilmembers McGehee, Woods and Owen voted against. The motion failed
for a lack of majority.
Councilmember Parker advised there is currently a committee'°f residents of the Frisco
community who are working to change the names of several of its streets. He stated that
Rosa Zuniga is the chairperson and that the Godsey's daughter-was also on the
committee. Mr. Garcia advised the Council that Reverend Godsey's accomplishments
needed to be honored separately. He stated that Mr. Godsey's accomplishments went
back to the 70's and 80's, while others work was from the 80's and 90's. Councilmember
McGehee called for the question. Councilmembers Owen, McGehee and Mayor Woods
voted "yes" on calling for the question. Councilmembers Favila, Parker and Rosas voted

"no" on calling for the question. The motion failed for lack of majority.
Councilmember Favila stated the reason she wanted to table the motion was that it would
be more an honor if the street name changes all were done at one time. Mr. Garcia
advised that the talk of naming the streets for the Godsey's had started at a prayer
breakfast about six months ago. He stated that he felt the Godsey's need to be honored
individually, all in their own special way. He stated several churches wanted to be
included. He also advised the Council that Mrs. Godsey was in poor health and he would
like to see this done as soon as possible. Councilmember Owen clarified that the issue at
hand was whether or not to do the name changes all together or individually. Discussion
was had on the committee that was formed a week and a half ago and it was discussed
that any help in getting the information about the proposed street name changes be
furnished as soon as possible, along with a resume of the individuals the street name
changes were proposed for. Coun¢ilmember Rosas called for the question, which was
seconded by Councilmember Favila. Coun¢ilmembers Rosas, Favila, Parker and Owen
voted "yes" on calling for the question. Councilmember McGehee and Mayor Woods
voted "no" on calling for the question. The motion carried. Councilmembers Owen,
Woods and McGehee voted that Ordinance No. 01-3299, an Ordinance of the City of
Plainview providing for changing the name of a portion of Escuela Street and San Felipe
Street to Avenida Godsey Street; Cumulativeness Clause; Severability Clause; Conflicts
Clause; and Effective Date be approved upon first reading. Councilmembers Parker,
Favila and Rosas voted against. The motion failed due to lack of majority.
Lionel Garcia questioned if this could be brought back up. Mr. Jeffers advised him that it
could be brought up again if a Council/~ember wished to have it presented.
Councilmembers McGehee and Owen requested that this item be put back on the agenda
for Tuesday night, September 11, 2001.
Mr. Jeffers advised the Council that it needed to be put on record that the Council did not
have any problem with what Councilmember Parker was doing with his committee.
Councilmember Favila requested that protocol be followed with the requesting party
and/or parties advising the appropriate Coun¢ilmember of what is taking place in their
precincts.
Mr. Tsakanikas advised the Council that the City had received the easement and contract
for the Railroad Depot. He stated that they had been signed on August 29, 2001. It will
cost $6,139.00 for the fence to be put in, which should be put in sometime next week. He
stated the railroad wanted to make a public presentation sometime from October Ist
through 8th, He stated that were no roof leaks even though the roof was heavily
deteriorated and needed to be replaced. He stated the Depot was 3,007 square feet and
had three bathrooms. The cost to repair the roof would be up to $20,000.00.
Mayor Woods adjourned the meeting at 12:36 p.m.
