HomeMy WebLinkAbout01 0920 minThe Plainview City Council met on September 20, 2001, at 11:30 a.m. at the Plainview Convention Center, 2902 West 4th Street, Plainview, Texas. The agenda for this meeting was posted in City Hall at 11:00 a.m. on September 17, 2001. Mayor Lloyd C. Woods presided. Councilmembers present were: Mary Jane Shanes-District 2, Rey Rosas- District 3, Mike Hutcherson-District 4, Ross Owen-District 5 and Buddy McGehee-District 6. Councilmembers absent were: Sam Parker-District 1 and Irene Favila-District 7. Staff members present were: James P. Jeffers-City Manager, John Castro-Director of Community Development, Gary Glass-Fire Chief, Wally Hatch-City Attorney, Dennis Harkins-Police Captain, William Mull-Chief of Police, Dale Simpson-Director of Civil Service, Greg Zielinksi-Code Enforcement Officer, and Belinda Hinojosa-City Secretary. Guests present were: Onofre Hinojosa family, Deloris Favila and family, Santos Martinez family, Soto family, and Delma Bernal and family News Media Representatives: Richard Orr-Plainview Daily Herald Mayor Lloyd C. Woods delivered the invocation. Councilmembers Parker-District 1 and Favila-District 7 were granted an excused absence for this meeting. The Council and Staff then reviewed the agenda for the City Council meeting of September 25, 2001. Mr. Jeffers presented to the Council Ordinance No. 01-3299 an ordinance of the City of Plainview providing for changing the name of a portion of Escuela Street and San Felipe Street to Avenida Godsey; Cumulativeness Clause; Severability Clause; Conflicts Clause; and Effective Date be approved upon second reading.- Councilmember Rosas moved that Ordinance No. 01-3299 be approved upon second reading. The motion duly seconded by Councilmember Owen, carried by unanimous vote. Rosa Zuniga presented to the Council Ordinance No., 01-3305, an ordinance of the City of Plainview providing for changing the name of streets in the Frisco neighborhood; cumulativeness clause; severability clause; conflicts clause; and effective date. She stated that it was the recommendation of the Barrio Street Committee to change the following streets names: Rock Island Calle Soto Winchell Calle P. Martinez Davidson Calle O. Hinojosa Drake Calle Fr. Daly Hilton El Barrio Road Frisco Calle Frisco Nixon Calle F. Favila Gray Calle Sepeda Milwee Calle J. Mancias Yoakum Calle C. Lopez City of Plainview City Council Minutes September 20, 2001 Page 1 of 2 She stated that most of these people lived at the Barrio when it was first created. She stated these individuals and families were involved in the community. She presented Mr. Onofre Hinojosa and his family who started their bakery in the Barrio; Mr. Santos Martinez advised that the Martinez family had lived there since 1948; the Soto family who lived in the neighborhood since 1948; Delores Favila and family representing Federico Favila who came to Plainview in 1946; Delma Bernal and family representing Sepeda family - her parents moved to the Barrio in the mid 1940's. Ms. Zuniga stated that most were involved in little league, boy scouts, and city council committees. She stated that Mr. Macias was the founder of the barrio. Rey Rosas moved that Ordinance 01-3299 changing the streets names as presented be approved upon first reading. The motion duly seconded by Councilmember Shanes, carried by unanimous vote. Mr. Jeffers presented to the Council an EMS budget amendment in the amount of $2591.77. The monies would be received from South Plains Emergency Medical Services and would be for pneumatic anti-shock garment which are trousers that inflate with air and help control blood pressure - $589.00; IV warmers - $666.43; global positioning satellite units that would show medical helicopters where an ambulance is - $477.88; airway trainers that would help insert trachea tubes - $150.00; and advanced training - $700.00 for a total of $2585.00. Councilmember Owen moved that Ordinance No. 01-3304 be approved upon first reading. The motion duly seconded by Councilmember Hutcherson, carried by unanimous vote. Mr. Jeffers advised the Council that the City would assume sponsorship of the RSVP program beginning October 1, 2001 and advised the Council that they would need to begin to talk about the by-laws structure. He presented a list to the Council of the current RSVP Advisory Council. Mr. Greg Zielinski presented to the Council Ordinance No. 01-3307, an Ordinance of the City Of Plainview, Texas amending Chapters 6, 10 & 20 of the Plainview Code of Ordinances to ProVide for Registration and Bonding of Contractors and to Adopt the Most Recent Addition of the National Electrical Code, Severability Clause, Cumulativeness Clause; Conflicts Clause; and Effective ~Date. He advised the Council there were three parts: (1) registration of contractors - charge a $10.00 annual to contractors for registration; (2) bonding - require a surety bond at an estimated cost of $50.00 to cover homeowner in the event contractor does not comply with code, this would just cover code violations and not cover bad jobs, which would be civil matters; (3) amending the Electrical Code from the 1996 version to the 1999 version. Mr. Zielinski advised the Council that bonding use had been repealed by the Council previously. He stated during his term with the City he had seen two to three times where the bond would have been useful. Councilmember Owen stated he did not think that a surety bond could be acquired at a charge of $50.00. He stated this would be difficult for the small time contractor to acquire. Mr. Jeffers summarized that the Council is lukewarm to the idea and it would be a good idea if the chairman of the Building Code Committee would attend a future council meeting to present his point of view on why bonding was desirable.
