HomeMy WebLinkAboutCouncil Minutes 05-22-2018208 The City Council met on May 22, 2018 at 6:30 p.m., in the City Council Chambers of the Plainview City Hall at 901 Broadway. The agenda for this meeting was posted in City Hall at 5:05 p.m. on May 22, 2018. Mayor Wendell Dunlap presided. Councilmembers present were: Nelda VanHoose-District 1, Larry Williams -District 2, Norma Juarez -District 3, Teressa King -District 4, and Susan Blackerby-District 5. Councilmembers John Gatica- District 6 and Oliver Aldape-District 7 were absent. Staff members present were: Jeffrey Snyder -City Manager, Marcus Norris -City Attorney, Tim Crosswhite-Director of Public Works, Sarianne Beversdorf-Director of Finance, Ken Coughlin -Police Chief, Rusty Powers -Fire Chief, Isauro Gutierrez -IT Director, Jeff Johnston -Community Development Manager, Paul Kite -Assistant Director of Utilities, Melinda Brown -Main Street Manager, Rachael Foster -Management Analyst and Belinda Hinojosa-City Secretary. News Media Present: Deborah Zacher-Plainview Herald REGULAR MEETING Councilmember Larry Williams delivered the invocation and led in the pledge of allegiance. The Council and staff recognized Rusty Powers, Fire Chief on his retirement. The Council and staff recognized the Public Works Department for Public Works Week. Councilmember King moved to approve the consent calendar. The motion was duly seconded by Councilmember Juarez and carried by unanimous vote. Items approved on the consent calendar included the granting of an excused absence to Councilmember Oliver Aldape; and approval of the minutes of May 3, 2018 and May 8, 2018. Jeffrey Snyder, City Manager presented for consideration to authorize Mayor to sign the BNSF Crossing Surface Installation Agreement for the Plainview -Hale County Business Park. This would authorize BNSF to begin work on the rail crossing on Ennis Street (County Road Y). Mayor Dunlap asked for public comment. There was no public comment. Mayor Pro Tem Blackerby moved to authorize Mayor to sign the BNSF Crossing Surface Installation Agreement for the Plainview -Hale County Business Park. The motion was duly seconded by Councilmember VanHoose and carried by unanimous vote. Tim Crosswhite, Director of Public Works presented for consideration to authorize Mayor to sign the Professional Services Agreement between the City of Plainview and Parkhill Smith and Cooper for the 24th Street Reconstruction Project. This is the Professional Services Agreement between the City and Parkhill Smith & Cooper for the 24th Street Reconstruction Project. Mayor Dunlap asked for public comment. There was no public comment. Councilmember King moved to authorize Mayor to sign the Professional Services Agreement between the City of Plainview and Parkhill Smith and Cooper for the 24th Street Reconstruction Project. The motion was duly seconded by Councilmember VanHoose and carried by unanimous vote. City Council Minutes May 22, 2018 Page 1 of 2 The Council went into closed session at 7:35 p.m. to deliberate the purchase, exchange, lease or value of real property, the public discussion of which would not be in the best interest of the City's bargaining position with third parties, in accordance with Tex. Gov't Code, Section 551.072 and to deliberate the appointment, employment, evaluation, reassignment, duties, discipline or dismissal of a public officer or employee, or to hear a complaint or charge against an officer or employee. [Tex. Gov't. Code, Section 551.074]. City Attorney & Fire Chief. Mayor Dunlap called the meeting back in order at 9:18 p.m. and announced that no action would be taken.
