The City Council met on August 14, 2018 at 6:30 p.m., in the City Council Chambers of
the Plainview City Hall at 901 Broadway. The agenda for this meeting was posted in City
Hall at 4:30 p.m. on August 10, 2018. Mayor Wendell Dunlap presided. Councilmembers
present were: Nelda VanHoose-District 1, Larry Williams -District 2, Norma Juarez -District
3, Teressa King -District 4, Susan Blackerby-District 5 and Oliver Aldape-District 7.
Staff members present were: Jeffrey Snyder -City Manager, Marcus Norris -City Attorney,
Tim Crosswhite-Director of Public Works, Sarianne Beversdorf-Director of Finance, Ken
Coughlin -Police Chief, lsauro Gutierrez -Director of Information Technology, Jeff
Johnston -Community Development Manager, Paul Kite -Assistant Director of Utilities,
Melinda Brown -Main Street Manager, Rachael Foster -Director of Human Resources and
Belinda Hinojosa-City Secretary.

REGULAR MEETING
Mayor Wendell Dunlap delivered the invocation and led in the pledge of allegiance.
Councilmember King moved to approve the consent calendar. The motion was duly
seconded by Councilmember Juarez and carried by unanimous vote. Items approved on
the consent calendar included the approval of the minutes of July 19, 2018, July 24, 2018,
August 6, 2018 and August 7, 2018.
Jeffrey Snyder, City Manager presented to discuss and consider Maximum Property Tax
Rate for Fiscal Year 2018-2019 and Schedule Public Hearings. This agenda item would
set the maximum property tax rate that can be considered by the City Council for the
Fiscal Year 2019. Mayor Dunlap asked for public comment. Councilmember King moved
to consider the adoption of the proposed tax rate of $.8318 at the Meeting of the City
Council on: First Reading - September 20, 2018 at 11:30 a.m. at the Plainview Convention
Center and Second Reading - September 25, 2018 at 7:00 p.m. in the City Council
Chambers at City Hall.
The motion was duly seconded by Councilmember Blackerby.
Councilmember Williams moved to amend the motion to consider the adoption of the
proposed tax rate of $.8818. The motion was duly seconded by Councilmember Juarez.
Mayor Dunlap asked for a vote on the amendment. Councilmembers VanHoose,
Williams, Juarez and Aldape voted "for" the motion. Mayor Dunlap, Councilmembers King
and Blackerby voted "against" the motion. The motion carried.
Mayor Dunlap asked for a vote a record vote on the amended motion to consider a
property tax rate of $.8818.
City Secretary, Belinda Hinojosa asked for a record vote.

The motion carried.
Councilmember Blackerby moved to schedule two public hearings on the tax rate and
budget on September 6, 2018 at 11:30 a.m. at the Plainview Convention Center and on
September 11, 2018 at 7:00 p.m. in the City Council Chambers at City Hall. The motion
was duly seconded by Councilmember VanHoose and carried by unanimous vote.
Mr. Snyder presented for consideration Resolution R18-418, a Resolution by the City of
Plainview, Texas City Council Electing a Person Qualified To Fill The Vacancy On The
Canadian River Municipal Water Authority and Certified by the Mayor. Staff is
recommending approval of reappointing Brian Pohlmeier to the Canadian River Municipal
Water Authority.
Mayor Dunlap asked for public comment. There was no public comment.
Councilmember King moved to adopt Resolution R18-418 appointing Brian Pohlmeier to
the Canadian River Municipal Water Authority. The motion was duly seconded by
Councilmember Juarez and carried by unanimous vote.
Mr. Snyder presented for consideration on first reading Ordinance No. 18-3678, an
Ordinance of the City of Plainview, Texas Approving a Settlement Agreement Between
the Alliance of XCEL Municipalities ("AXM") And Southwestern Public Service Company
("SPS" Or "Company") Regarding the Company's Statement of Intent to Change Electric
Rates in all Cities Exercising Original Jurisdiction; Requiring Reimbursement of the City's
Rate Case Expenses; Determining That This Ordinance Was Passed in Accordance With
the Requirements of the Texas Open Meeting Act; Repealing any Prior Resolutions
Inconsistent With This Ordinance and Requiring Delivery of this Ordinance to the
Company and Legal Counsel.
Mayor Dunlap asked for public comment. There was no public comment.
Councilmember Blackerby moved to adopt Ordinance No. 18-3678 on first reading. The
motion was duly seconded by Councilmember Aldape and carried by unanimous vote.
Mayor Dunlap recessed the meeting at 7:22 p.m. to go into closed session to deliberate
the purchase, exchange, lease or value of real property, the public discussion of which
would not be in the best interest of the City's bargaining position with third parties, in
accordance with Tex. Gov't Code, Section 551.072.
Mayor Dunlap called the meeting back in open session at 8:03 p.m. and announced that
no action would be taken.
There being no further business, Mayor Dunlap adjourned the meeting at 8:03 p.m.
