HomeMy WebLinkAboutCouncil Minutes 06-26-2018216 The City Council met on June 26, 2018 at 6:30 p.m., in the City Council Chambers of the Plainview City Hall at 901 Broadway. The agenda for this meeting was posted in City Hall at 4:50 p.m. on June 22, 2018. Mayor Wendell Dunlap presided. Councilmembers present were: Nelda VanHoose-District 1, Larry Williams -District 2, Norma Juarez -District 3, Teressa King -District 4, Susan Blackerby-District 5 and Oliver Aldape-District 7. Staff members present were: Jeffrey Snyder -City Manager, Marcus Norris -City Attorney, Tim Crosswhite-Director of Public Works, Sarianne Beversdorf-Director of Finance, Ken Coughlin -Police Chief, Isauro Gutierrez -IT Director, Jeff Johnston -Community Development Manager, Paul Kite -Assistant Director of Utilities, Melinda Brown -Main Street Manager, Rachael Foster -Management Analyst and Belinda Hinojosa-City Secretary. News Media Present: Deborah Zacher-Plainview Herald Guests Present: Tonya Keesee, Mike Fox, Brandon Ahrens and Aydin Kite REGULAR MEETING Councilmember Nelda VanHoose delivered the invocation and led in the pledge of allegiance. Councilmember Williams moved to approve the consent calendar with the removal of Item f. The motion was duly seconded by Councilmember Juarez and carried by a vote of six "for" the motion. The motion carried. Items approved on the consent calendar included the approval of the minutes of June 7, 2018, June 8, 2018, June 9, 2018 and June 12, 2018; Financial Reports; Authorize the sale of trust property R19997 located 2613 Denver Street, Plainview, Texas to M. Josefina and Alejandro Hernandez in the amount of $2,500 and authorize Mayor to sign the Tax Deed; Authorize the sale of trust property R24976 located at 1801 Galveston Street, Plainview, Texas to L. G. Urrutia in the amount of $3,001 and authorize Mayor to sign the Tax Deed; Authorize the sale of trust property R23617 located at 904 Elm St., Plainview, Texas to Rosa M. Giron in the amount of $1,000 and authorize Mayor to sign the Tax Deed; A Resolution of the City Council of the City of Plainview, Texas, Approving the Request of Plainview Rodeo Association Committee to Host the Plainview Rodeo Parade; Authorizing the Filing of the Agreement for the Temporary Closure of State Right -Of -Way With the Texas Department of Transportation for this Event; Declaring that the Event Serves a Public Purpose; and Agreeing to Comply With Regulations. (Resolution R18-413); A Resolution of the City Council of the City of Plainview, Texas, Approving the Request of Plainview Elite to Host the 2018 5k Run; Authorizing the Filing of the Agreement for the Temporary Closure of State Right -Of -Way With the Texas Department of Transportation For This Event; Declaring That the Event Serves a Public Purpose; and Agreeing to Comply With Regulations. (Resolution R18-415) Belinda Hinojosa, City Secretary presented to authorize the sale of trust property R24940 located at 905 W. 25th St., Plainview, Texas to Cody Frazier in the amount of $1,400 and authorize Mayor to sign the Tax Deed. She stated there was a typo and the correct buyer is Cody Frazier. Mayor Pro Tem Blackerby moved to authorize the sale of trust property R24940 located at 905 W. 25th St., Plainview, Texas to Cody Frazier in the amount of $1,400 and authorize City Council Minutes June 26, 2018 Page 1 of 3 Mayor to sign the Tax Deed. The motion was duly seconded by Councilmember VanHoose and carried by a vote of six "for" the motion. The motion carried. Councilmember Teressa King arrived at 7:07 p.m. Tonya Keesee and Brandon Ahrens presented the Chamber of Commerce Annual Report. Mayor Dunlap asked for public comment. There was no public comment. Councilmember King moved to accept the Chamber of Commerce Annual Report. The motion was duly seconded by Councilmember Juarez and carried by unanimous vote. Mayor Dunlap recessed the meeting at 7:20 p.m. to go into closed session to deliberate the appointment, employment, evaluation, reassignment, duties, discipline or dismissal of a public officer or employee, or to hear a complaint or charge against an officer or employee. [Tex. Gov't. Code, Section 551.074]. Appointments to TIRZ #1, Historic Downtown Plainview, Texas Board of Directors & Zoning Board of Adjustment. Mayor Dunlap called the meeting back in open session at 7:50 p.m. Jeffrey Snyder, City Manager presented for consideration Resolution R18-414, a Resolution of the City Council of the City of Plainview, Texas Appointing the Members of the Board of Directors of Tax Increment Reinvestment Zone Number One (TIRZ #1), Historic Downtown Plainview, Texas; Appointing One Member of the Board to Serve as Chairperson for the Current Year; and Providing for Other Matters Relating to Such Board. Ordinance No. 18-3677 created the City of Plainview's first Tax Increment Reinvestment Zone District. As part of the Ordinance creating the TIRZ, a Board of Directors was established. The Board is charged with preparing a Final Project and Financing Plan for the TIRZ to be presented to Council for approval. The Board is also largely responsible for management of the TIRZ Fund and actual implementation of the eventual Project Plan. Mayor Dunlap asked for public comment. There was no public comment. Mayor Pro Tem Blackerby moved to appoint the following individuals and accept Hale County's appointments as follows: Position 1 (City Appointee) — Nelda VanHoose; Position 2 (City Appointee) — Teressa King Position 3 (City PDA Appointee) — Phyllis Wall Positon 4 (City Main Street Appointee) — Kelly Alison Position 5 (City EDC Appointee) — Bob Copeland Position 6 (Hale County Appointee) — Harold King Position 7 (Hale County Appointee) — Kenny Kernell Mayor Dunlap presented for consideration the appointment to the Zoning Board of Adjustment. Mayor Pro Tem Blackerby moved to appoint Chris LeFevre to the Zoning Board of Adjustment with said term to expire on January 1, 2021. The motion was duly seconded by Councilmember Juarez and carried by unanimous vote.
