The City Council met on July 10, 2018 at 6:30 p.m., in the City Council Chambers of the
Plainview City Hall at 901 Broadway. The agenda for this meeting was posted in City Hall
at 4:00 p.m. on June 29, 2018. Mayor Wendell Dunlap presided. Councilmembers
present were: Nelda VanHoose-District 1, Larry Williams -District 2, Norma Juarez -District
3, Susan Blackerby-District 5 and Oliver Aldape-District 7. Councilmember Teressa King -
District 4 was absent.
Staff members present were: Jeffrey Snyder -City Manager, Marcus Norris -City Attorney,
Tim Crosswhite-Director of Public Works, Sarianne Beversdorf-Director of Finance, Ken
Coughlin -Police Chief, lsauro Gutierrez -IT Director, Jeff Johnston -Community
Development Manager, Pau I Kite -Assistant Director of Utilities, Melinda Brown -Main
Street Manager, Rachael Foster -Management Analyst and Belinda Hinojosa-City
Secretary.

REGULAR MEETING
Councilmember Susan Blackerby delivered the invocation and led in the pledge of
allegiance.
Councilmember Williams moved to approve the consent calendar. The motion was duly
seconded by Councilmember Juarez and carried by unanimous vote. Items approved on
the consent calendar included the granting of an excused absence to Councilmember
Teressa King; approval of the minutes of June 26, 2018; and authorize the sale of trust
property R10452 located at 917 W. 27th Street, Plainview, Texas to Jesus M. Rivera in
the amount of $1,350 and authorize Mayor to sign the Tax Deed.
Jeffrey Snyder, City Manager presented for consideration Resolution R18-416, a
Resolution of the City Council of the City of Plainview Texas Supporting and Authorizing
the Filing of a Grant Application for Funds With the Better Utilizing Investments to
Leverage Development (Build) Discretionary Grants Program for the 24th Street
"Complete Streets" Reconstruction Project; Designating an Authorized Official and
Authorizing Such Official to Execute all Documents Necessary; and Pledging Compliance
to the Awarded Grants Program. This Resolution authorizes the City to submit a grant
application to the U.S. Department of Transportation's Better Utilizing Investments to
Leverage Development (BUILD) Discretionary Grant Program.
Mayor Dunlap asked for public comment. There was no public comment. Mayor Pro Tem
Blackerby moved to adopt Resolution R18-416. The motion was duly seconded by
Councilmember Aldape and carried by unanimous vote.
Tim Crosswhite, Director of Public Works presented for consideration to authorize City
Manager to sign Aerial Mosquito Spray Contract between the City of Plainview and Vector
Disease Control International and authorize City Manager to sign Interlocal agreement
between the City of Plainview and other neighboring cities related to Aerial Spraying.
The first part of this agenda item is an agreement between the City of Plainview Vector
Disease Control International (VDCI) for aerial spraying as a contingency option if a
ground assault is ineffective for mosquito control.

The second part of this agenda item includes authorizing the City Manager to enter into
an Interlocal Agreement with neighboring cities for aerial spray applications by VDCI.
Mayor Dunlap asked for public comment. Councilmember Williams moved to authorize
City Manager to sign Aerial Mosquito Spray Contract between the City of Plainview and
Vector Disease Control International and authorize City Manager to sign Interlocal
agreement between the City of Plainview and other neighboring cities related to Aerial
Spraying. The motion was duly seconded by Councilmember Juarez and carried by
unanimous vote.
Mayor Dunlap recessed the meeting at 7:20 p.m. to go into closed session to deliberate
the appointment, employment, evaluation, reassignment, duties, discipline or dismissal
of a public officer or employee, or to hear a complaint or charge against an officer or
employee. [Tex. Gov't. Code, Section 551.074]. City Manager Evaluation.
Mayor Dunlap called the meeting back in open session at 8:02 p.m. and announced that
no action would be taken.
There being no further business, Mayor Dunlap adjourned the meeting at 8:02 p.m.
