Mark Hardin opened the meeting at 0:00 pm, established e quorum and conducted the consideration of the following items in the order presented. Nick Mogg read the staffreports, and gave the recommendations for each item. 1. ChheLefevre 2, Danny MUrphnee made a motion to approve minutes of May 24, 2018 as presented. Evan Weiss seconded the motion. Motion carried unanimously. 3. ZBA-18-23: Consider the request of a special exception of the minimum front set back authorizing the construction of a Carport under the City of Plainview Zoning Ordinance Section 37.2.2(H) Special Exceptions. The location described as Block 3 Lot 11 S/2 — 12 of the Rowe -Goode Addition. Plainview, Texas, Hale County, also known as 1004 Raleigh The applicants are requesting avariance orspecial exception inorder b}construct oflat- roof 20ft. by 24ft. metal frame and roof carport (non -prefabricated) in thefront-yard setback. The proposed carport would encroach approxinlate|y24ft. into the required minimum front -yard setback of 30f . Staff observed at least five similar located and constructed carports within the front -yard Of homes within 8tvvo'b|ock radius. Staff also noticed that this particular neighborhood iaone where garages are present with amajority ofthe homes inthe area; the applicant's home does have anattached garage. Staff did observe that the garage did appear tobatoo small tOfit amodern sized truck orSUV. Staff did not observe another area onthe lot for placement ofthe carport. Staff's opinion that the applicant's request be approved. Danny Murphree made a motion to approve the variance based on the request and allow the applicant to build a carport in the front yard setback. Chris Lefevreseconded and the motion was carried unanimously. Zoning Board ofAdjustment 4. ZBA-18-24: Consider the request of a special exception of the minimum front set back authorizing the construction of a Carport under the City of Plainview Zoning Ordinance Section 37.2.2(H) Special Exceptions. The location described as Block 4 S 25'-6 N.37.5'-7 of the Brandes Addition, Plainview, Texas, Hale County, also known as 817 Borger Street. The applicants are requesting a variance or special exception in order to construct a flat roof 18ft. by 20ft. metal frame and roof carport (non -prefabricated) in the front -yard setback. The proposed carport would encroach approximately 20ft. into the required minimum front -yard setback of 30ft. Staff observed at least six similarly located and constructed carports within the front -yard of homes within a two -block radius. Three of them are built within the same block of Borger St. Staff also noticed that this particular neighborhood is one where many of the homes were built with garages, the applicant's home does not have a garage. It does not appear that there is another practical location for the proposed carport on the applicant's lot. Staff's opinion that the applicant's request be approved. Nicole Ramirez made a motion to approve the variance based on the request and allow the applicant to build a carport in the front yard setback. Evan Weiss seconded and the motion was carried unanimously. 5. ZBA-18-25: Consider the request of a special exception of the minimum front set back authorizing the construction of a Carport under the City of Plainview Zoning Ordinance Section 37.2.2(H) Special Exceptions. The location described as Block 8 Lot 16 Unit 1 of the Thunderbird Addition, Plainview, Texas, Hale County, also known as 1109 W 29th Street. The applicants are requesting a variance or special exception in order to construct a flat - roof 24ft. by 24ft. metal frame and roof carport (non -prefabricated) in the front -yard setback. The proposed carport would encroach approximately 21.5ft. into the required minimum front -yard setback of 25ft. Staff observed at least eight similarly located and constructed carports within the front -yard of homes within a two -block radius, with four of the carports being located within the same block. Staff also noticed that this particular neighborhood is one where attached garages are present with a majority of the homes in the area; The applicant's home does have an attached single car garage. Staff recommends approval as presented. Mark Hardin made a motion to approve the variance based on the request and allow the applicant to build a carport in the front yard setback. Danny Murphree seconded and the motion was carried unanimously. 6. ZBA-18-26: Consider the request of a special exception of the minimum front set back authorizing the construction of a Carport under the City of Plainview Zoning Ordinance Section 37.2.2(H) Special Exceptions. The location described as Block 5 Lot 8 of the Montrose Addition, Plainview, Texas, Hale County, also known as 501 W 22nd Street. The applicants are requesting a variance or special exception in order to construct a flat - roof 20ft. by 20ft. metal frame and roof carport (non -prefabricated) in the front -yard setback. ZBA-18-27: Consider the request of a special exception of the minimum front set back authorizing the construction of a Carport under the City of Plainview Zoning Ordinance Section 37.2.2(H) Special Exceptions. The location described as Block 45 Lot 15 of the Hinhiand Addition, Plainview, Texas, Hale County, also known as 1312 Oakland Street. The applicants are requesting variance or special exception inorder to construct a flat - roof 19ft. by 24f . metal frame and roof carport (non -prefabricated) in the front -yard setback. Because the home is built 12ftinto the current required minimum front yard setback (existing non -conforming), the proposed carport would encroach approximately 30ft. into the required nniOinnunn front -yard setback of 25ft This would put the Carport approximately 5ft. into the Right of Way, which is not allowed. staff observed at least six similarly located and constructed carports within the front -yard of homes within a two -block radius, with two carports being located within the same block. Staff also noticed that this particular neighborhood isone where attached garages are not present with amajority V( the homes in the area. The applicant's home does not have an attached garage.
