RESOLUTION R18-421
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PLAINVIEW,
TEXAS, APPROVING THE REQUEST FROM THE ZOMBIE WALK
PARADE DIRECTOR TO HOST THE ZOMBIE WALK PARADE EVENT;
AUTHORIZING THE FILING OF THE AGREEMENT FOR THE
TEMPORARY CLOSURE OF STATE RIGHT-OF-WAY WITH THE TEXAS
DEPARTMENT OF TRANSPORTATION FOR THIS EVENT; DECLARING
THAT THE EVENT SERVES A PUBLIC PURPOSE; AND AGREEING
TO COMPLY WITH REGULATIONS.
WHEREAS, the Texas Department of Transportation owns and operates FM 400
in the corporate limits of the City of Plainview; and
WHEREAS, the City of Plainview received a request from Zombie Walk Parade
event director for police assistance in its Zombie Walk Parade event; and
WHEREAS, Zombie Walk parade event will include a procession crossing FM400;
and
WHEREAS, the City Council of the City of Plainview finds that such event serves
a public purpose in that it increases the public awareness in the importance of our history
and community involvement; and
WHEREAS, the City Council of the City of Plainview, Texas finds it in the best
interest for the citizens of Plainview that the Zombie Walk Parade event be held this year
on October 13th, 2018 at 5:30 p.m. and use the above referenced routes; and
WHEREAS, the Texas Department of Transportation requires the Local
Government to submit a completed Agreement for the Temporary Closure of State Right -
of -Way for use of FM 400 in such public events as this Zombie Walk Parade event and
WHEREAS, the City Council designates Mayor Wendell Dunlap as the City's
authorized official. The authorized official is given the power to apply for or terminate such
Agreement on behalf of the City.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
Plainview that:
The request from the Zombie Walk Parade event Director for the Zombie Walk
Parade event is hereby approved.

II.
The public purpose of this event is to increase community events.
III.
Submission of the completed AGREEMENT FOR THE TEMPORARY CLOSURE
OF STATE RIGHT-OF-WAY with the Texas Department of Transportation is hereby
approved.
IV.
The Mayor is hereby authorized and directed to execute, respectively, on behalf of
the City of Plainview, all necessary documents, including the AGREEMENT FOR THE
TEMPORARY CLOSURE OF STATE RIGHT-OF-WAY to complete the Zombie Walk
Parade event preparation process.
