HomeMy WebLinkAbout01 0508 min208 The Plainview City Council met on May 8, 200'1, at 7:00 p.m. in the Council Chambers of Plainview City Hall, 901 Broadway. The Council met in pre-session at 6:30 p.m. The agenda for this meeting was posted at City Hall at 3:35 p.m on May 1, 2001 and the agenda addendum was posted at City Hall at 2:15 p.m. on May 3, 2001: Mayor Lloyd C. Woods presided. Councilmembers present were: Sam Parker-District 1; Mary Jane Shanes-District 2; Rey Rosas-District 3; Mike Hutcherson-District 4; Buddy McGehee- District 6; and Irene Favila-District 7. Councilmembers absent were: Ross Owen-District 5. Staff members present were: Jim Jeffers-City Manager; Norman Huggins-Director of Finance; Wally Hatch-City Attorney; John Castro-Director of Community Development; John Berry-Director of Public Works; Will Mull-Police Chief; Gary Glass-Fire Chief; Matthew Tsakanikas-Main Street Coordinator; and Belinda Hinojosa-City Secretary. News media representatives present were: Richard Orr-Plainview Daily Herald. Guests present were: Ralph Chilton, Pat Chilton, Ron Trusler, Lanell Julian, Jim L. Posey, Barbara Dorman, David Wilder, Butch Davis, Kevin Moseley, Nicki Logan, Julie Rodriguez, Adriana Rodriguez and James Winer. Mayor Woods delivered the invocation. Councilmember Rosas led in the Pledge of Allegiance. Councilmember McGehee moved that the Consent Calendar be approved as presented. The motion, duly seconded by Councilmembers Rosas and Favila, carried by unanimous vote. Items approved on the Consent Calendar included: approval of the Minutes of April 24, 2001 and May 3, 2001; receipt of departmental reports; approval of expenditures; and granting of an excused absence for this meeting to Councilmember Owen. The Council approved upon first reading Ordinance No. 01-03286 of the City of Plainview amending Ordinance No. 00-3267 to appropriate funds in the fire department safety equipment account in the 2000-2001 Budget to replace bunker and/or personal protective gear. Kevin Moseley of McMillan, Moseley & Riddle, LL.P. presented the Comprehensive Annual Financial Report for the fiscal year ending September 30, 2000. Mr. Jeffers presented the tentative route for the Runningwater Draw Hike/Bike Trail. He stated that we do not have access to all of the land at this time and don't know whether TxDOT would allow the loops at both ends of the trail. He expressed gratitude to Edwin "Butch" Davis of Parkhill, Smith & Cooper who has donated his time to the project. Mr. Butch Davis stated the trail would be approximately 5.5 miles, 12 feet wide and made of cement. He stated when the application is submitted; it is better to ask for the maximum amount needed since once the application is submitted the project cannot be increased. The proposal allows for park benches, solar powered lighting, litter barrels and water fountains along the trail. It also allows for landscaping, trees, etc. The cost of the project is $1.2 million with the City's cash share being $130,000.00. $63.7 million is available for funding. Councilmember Favila moved that the City apply for funding for the Runningwater Draw Hike/Bike Trail. The motion was duly seconded by Councilmember Shanes and carried by unanimous vote. Mr. Huggins suggested the City go with a reduction in benefits by choosing the plan on the far right. He did state this would be expensive for families, but felt this was the City's only option. He had been on the internet and tried different scenarios and found that there were other less expensive options available for employees' dependents. He felt most employees would probably choose to find insurance elsewhere for their dependents, but for those with pre-existing conditions or those that wished to remain on the City plan, the City would look into possibly paying part of the family cost. Mr. Huggins stated last year $220,000.00 was available in the reserves to fund the insurance, but such amount was not available this year to make up the 20 to 22 percent increase. Councilmember Shanes moved the City administration continue coverage as they see fit. The motion was duly seconded by Councilmember McGehee and carried by unanimous vote. Mr. Huggins presented the passage of an ordinance authorizing issuance of $10,000,000 Tax and Waterworks and Sewer System Surplus Revenue Certificates of Obligation, Series 2001 (1st reading). He stated that any individuals interested in purchasing bonds will be advised of the winning bidder so that they may inquire about purchasing. Councilmember McGehee moved to approve upon first reading an ordinance authorizing issuance of $10,000,000 Tax and Waterworks and Sewer System Surplus Revenue City of Plainview City Council Minutes May 8, 2001 Page 2 of 3 210 Certificates of Obligation, Series 2001.
