Council Chambers of the Plainview City Hall at 901 Broadway.
Mayor Wendell Dunlap presided. Councilmembers present were: Nelda VanHoose-
m— District 1, Larry Williams -District 2, Norma Juarez -District 3, Teressa King -District 4,
6" Susan Blackerby-District 5 and Oliver Aldape-District 7.
Staff members present were: Jeffrey Snyder -City Manager, Matt Wade -City Attorney,
Tim Crosswh ite-Di rector of Public Works, Sarianne Beversdorf-Director of Finance, Ken
Coughlin -Chief of Police, Isauro Gutierrez -Director of Information Technology, Jeff

4. An Ordinance of the City Council of the City of Plainview, Texas Approving a
Negotiated Settlement Between the Steering Committee of Cities Served by Atmos
("Cities") and Atmos Energy Corp., West Texas Division Regarding the Company's 2018
Rate Review Mechanism Filings; Declaring Existing Rates to be Unreasonable; Adopting
Tariffs that Reflect Rate Adjustments Consistent with the Negotiated Settlement; Finding
the Rates to be Set by the Attached Settlement Tariffs to be Just and Reasonable and in
the Public Interest; Approving an Attached Exhibit Establishing a Benchmark for Pensions
and Retiree Medical Benefits; Approving an Attached Exhibit Regarding Amortization of
Regulatory Liability; Requiring the Company to Reimburse Cities' Reasonable
Ratemaking Expenses; determining that this Ordinance was passed in accordance with
the Requirements of the Texas Open Meetings Act; Adopting a Savings Clause; Declaring
an Effective Date; and Requiring Delivery of this Ordinance to the Company and the
Cities' Legal Counsel. (Ordinance No. 18-3679 — Second Reading)
This Ordinance approves a negotiated settlement between the Steering Committee of
Cities Served by Atmos regarding Company's 2018 Rate Mechanism Filings

Clause; Conflicts Clause; Severability Clause; and Effective Date. (Ordinance No. 18-
3680 - Second Reading)

6. An action to ratifv the Property Tax Increase Reflected in the FY 2018-2019 Budget

This ratifies the property tax increase reflected in the 2018-2019 Budget.
Motion: Move to ratify the property tax increase reflected in the budget for Fiscal Year
2018-2019 Budget

7. An Ordinance for the City of Plainview, Texas Setting the Tax Rate and Levying
Municipal Ad Valorem Taxes for the Year 2018• Directing the Assessment and Collection
Thereof; Severability Clause; Cumulativeness Clause; Conflicts Clause; Repealer; and
Effective Date. (Ordinance No. 18-3681 — Second Reading)
Presenter: Jeffrey Snyder, City Manager
This ordinance includes a tax rate of $0.8318 per $100 valuation. Of this amount, $0.6312
per $100 valuation is provided for maintenance and operations and $0.2006 per $100
valuation is for debt service.
Motion: Move that the property tax rate be increased by the adoption of a tax rate of
eighty-three and eighteen hundredths cents ($.8318), which is effectively a 33.6%
increase in the tax rate which represents the sixty-three and twelve hundredths cents
($.6312) approved by the City Council for maintenance and support of the General Fund
and twenty and six hundredths cents ($.2006) for interest and sinking fund as approved
by the voters.

Step Rate Structure.

10. An Ordinance Amending The Zoning Map of the City of Plainview, Texas for the

1, City of Plainview, Hale County, Texas; Cumulativeness Class; Conflicts Clause•
Severability Class; and Effective Date. (Ordinance No. 18-3684 — First Reading)

This Ordinance approves the request of Kent Webb to rezone the property located at 315
Ennis Street from a R-1 Zoning District to a C-2 Zoning District.

Authorize Sale of 1114 Itasca to Jeff Johnston and Amy Johnston in the amount of
$111,200
Motion: Move to authorize sale to Jeff Johnston and Amy Johnston in the amount
of $111,200 for the property located at 11114 Itasca and authorize Mayor to sign all
necessary documents
