Council Chambers of the Plainview City Hall at 901 Broadway.
Mayor Wendell Dunlap presided. Councilmembers present were: Nelda VanHoose-
�- District 1, Larry Williams -District 2, Teressa King -District 4, and Susan B lacke rby- District
5. Councilmembers Norma Juarez and Councilmembers Oliver Aldape were absent.
Staff members present were: Jeffrey Snyder -City Manager, Matt Wade -City Attorney,
Tim C rosswh ite-Di rector of Public Works, Cody Ward -Police Department, Isauro
Gutierrez -Director of Information Technology, Jeff Johnston -Community Development
Manager, Paul Kite -Assistant Director of Utilities, Melinda Brown -Main Street Manager,
Rachael Foster -Director of Human Resources and Belinda Hinojosa-City Secretary.

a) Excused Absences

b) Minutes of October 18 2018 October 23, 2018 and October 30, 2018
c) Quarterly Investment Report for the period from July 1 2018 through September
30, 2018
d) A Resolution of the City Council of the City of Plainview, Texas, Approving the
Request for the Chamber of Commerce Director to Host the 2018 Christmas
Parade Event; Authorizing The Filing of the Agreement for the Temporary Closure
of State Right -Of -Way with the Texas Department of Transportation for this Event;
Declaring that the Event Serves a Public Purpose; and Agreeing to Comply with
Regulations. (Resolution R18-429)
e) Authorize Purchase of backhoe in the amount of $88,500 through the BuyBoard
Purchasing Cooperative from Yellowhouse Machinery Company (BuyBoard
Contract No. 515-16)

4. Presentation on the Multi -Purpose Sports Complex Feasibility Study by
FourSquare Research, Inc. and consider taking necessary action
Presenter: Jeffrey Snyder, City Manager and Li Li, FourSquare Research, Inc.
The results were presented on the Multi -Purpose Sports Complex Feasibility Study.
Motion: That we accept this report from FourSquare on the Feasibility Study on the
multi-purpose sports complex and would like to recommend that city pursue this long term
project to see what the actual outcome might be
Motion by Mayor Pro Tem Blackerby and seconded by Councilmember VanHoose
Vote: 5 — 0 Motion carried
5. Consider Addendum to an Agreement for Economic Growth and Developmental
Services between the City of Plainview and the Plainview/Hale County Economic
Development Corporation and authorize Mayor to sign
Presenter: Jeffrey Snyder, City Manager
This Addendum to the Agreement between the City of Plainview and the Plainview -
Hale County EDC would continue to support the consultant arrangement for an
additional twelve (12) months with Gary Lawrence and the EDC. The total cost will be
$25,000.
Motion: Authorize approval of the Addendum to the Agreement between the City of
Plainview and the Plainview - Hale County EDC
Motion by Councilmember King, seconded by Mayor Pro Tem Blackerby
Vote: 5-0 Motion carried.
6. Consider Professional Service Agreement between Parkhill Smith and Cooper and
the City of Plainview for the Centennial Bank (City Hall) Renovation Project
Presenter: Jeffrey Snyder, City Manager
Staff recommends item be tabled
Motion: Move to table to next meeting on November 27th
Motion by Mayor Pro Tem Blackerby, seconded by Councilmember VanHoose
Vote: 5 — 0. Motion carried
7. Closed Meeting: Deliberate the purchase, exchange lease or value of real
property, the public discussion of which would not be in the best interest of the City's

bargaining position with third parties in accordance with Tex. Gov't Code, Section 259
551.072.
8. Closed Meeting — Deliberate the appointment, employment, evaluation,
reassignment duties discipline or dismissal of a public officer or employee or to hear a
complaint or charge against an officer or employee flex. Gov't. Code Section 551.0741.
Fire Chief and Local Health Authority

9. Consider Appointment of Local Health Authority for the Plainview -Hale County
Health Department
Presenter: Jeffrey Snyder, City Manager
Staff recommends appointment of Dr. Sergio Lara as the Local Health Authority
Motion: Move to renew and ratify the appointment of Dr. Sergio Lara to continue serving
as the health authority from the day his last appointment expired
Motion by Mayor Pro Tem Blackerby, seconded by Councilmember VanHoose
Vote: 5-0. Motion carried.
8. Consider Appointment of Fire Chief
Presenter:. Jeffrey Snyder, City Manager
Staff recommends Tim Gibson for confirmation for Fire Chief position
Motion: Move to appoint Timothy Gibson as Fire Chief for the City of Plainview
Motion by Councilmember King, seconded by Mayor Pro Tem Blackerby
Vote: 5 — 0. Motion carried
