A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PLAINVIEW
ESTABLISHING A DESIGNATED DOWNTOWN AREA OF THE CITY AS
SLUM OR BLIGHTED; AUTHORIZING THE SUBMISSION OF A TEXAS
CAPITAL FUND MAIN STREET IMPROVEMENTS PROGRAM
APPLICATION TO THE OFFICE OF THE TEXAS DEPARTMENT OF
AGRICULTURE; AND AUTHORIZING THE CITY MANAGER TO ACT AS
THE CITY'S EXECUTIVE OFFICER AND AUTHORIZED
REPRESENTATIVE IN ALL MATTERS PERTAINING TO THE CITY'S
PARTICIPATION IN THE TEXAS DEPARTMENT OF AGRICULTURE
TEXAS CAPITAL FUND MAIN STREET IMPROVEMENTS PROGRAM.
WHEREAS, the City Council of Plainview desires to develop a viable urban
community, including removing blight conditions in the designated downtown Main Street
area, to encourage expanding economic opportunities, principally for persons of low -to -
moderate income; and
WHEREAS, deterioration due to age and disrepair exist in the downtown area
which will require the construction of new sidewalks, curb and gutter repair, lighting, and
infrastructure improvements to renovate and develop a viable downtown area; and
WHEREAS, this renovation will increase public safety and decrease slum or
blighted areas in the downtown vicinity; and
WHEREAS, the City Council finds that it is in the best interest of the City of
Plainview to apply for funding under the Texas Department of Agriculture Texas Capital
Fund Main Street Improvements Program; and
WHEREAS, the program will be conducted and administered in conformity with the
Community Development Block Grant (CDBG) authorized under Title I of the Housing
and Community Development Act of 1974, as amended.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
Plainview that:

The boundaries of the downtown area designated as slum or blighted and needing
assistance under this grant are Broadway Street from Ninth Street to Sixth Street. This
area has a predominance of buildings, curbs, and sidewalks that are deteriorated due to
age, disrepair, and other reasons. The cracked, deteriorated sidewalks and curbs are
detrimental to public safety and qualify the area as a slum or blighted area under this
grant.

A Main Street Program application for the Texas Capital Fund is hereby authorized
to be filed on behalf of the City with the Texas Department of Agriculture.
The assisted activity addresses the conditions mentioned in Section I by providing
sidewalk, curb and gutter, ADA improvements and infrastructure, thereby increasing
public safety and decreasing the slum and blighted areas.
IV.
The City Council directs and designates the City Manager as the City's Chief
Executive Officer and Authorized Representative to act in all matters in connection with
this application and the City's participation in the Texas Capital Fund of the Texas
Department of Agriculture.
V.
The public purpose of this Resolution is to submit grant applications to the Texas
Department of Agriculture for the renovation and development of the designated
downtown area by using grant funds for the specified assisted activities.
