HomeMy WebLinkAbout01 0517 minThe Plainview City Council met on May 17, 2001, at 11:30 a.m. at the Plainview Convention Center, 2902 West 4th Street, Plainview, Texas. The agenda for this meeting was posted in City Hall at 11:00 a.m. on May 14, 2001. Mayor Lloyd C. Woods presided. Councilmembers present were: Sam Parker-District 1; Mary Jane Shanes-District 2; Rey Rosas-District 3; Mike Hutcherson-District 4; Ross Owen-District 5; Buddy McGehee- District 6; and Irene Favila-District 7. Staff members present were: James P. Jeffers-City Manager; John Berry-Director of Public Works; Matthew Tsakanikas-Main Street Coordinator~ William Mull-Chief of Police; Wally Hatch-City Attorney; Norman Huggins-Director of Finance; Gary Glass-Fire Chief; Larry Gould-Chief Building Inspector; and Belinda Hinojosa-City Secretary. News media representatives present were: Richard Orr-Plainview Daily Herald. Guests present were: Ron Trusler-Central Plains Center ane Debbie Gibson-RSVP. Councilmember Favila delivered the invocation. The Council and Staff then reviewed the agenda for the City Council meeting of May 22, 2001. City Council Reports - Mayor Woods advised that he had raised the $1,600 needed for the speakers for the Vietnam Memorial Traveling Wall. Mr. Jeffers advised that Wayland has decided not to apply for sponsorship of the RSVP program. Wayland's charter does not allow them to directly accept federal funding. The City submitted an application before the May 15th deadline with the understanding that the application would be ratified by the Council. The chairman, Mary Jane Shanes and director, Debbie Gibson, have both assured Mr. Jeffers that there will be no cash responsibility of the City and that the program is self-sufficient. The City's part will be basically to provide the bookkeeping and the RSVP employees will become City employees. He did state that there could be a potential cash liability if intent falls short. The advantages would be the City would have influence as to volunteers. A lot more of the RSVP volunteers would be involved in City programs and operations such as the community garden program. The RSVP employees would be under the City's insurance, workman's compensation, etc., but would reimburse the City for those expenses. Wayland would provide the office space. Central Plains Center was the previous sponsor for the past 28 years and cited financial reasons for not being able to continue sponsorship. Mayor Woods motioned that the City apply for sponsorship subject to conditions stated. The motion was duly seconded by Councilmember Rosas and carried by unanimous vote. Mr. Jeffers discussed the recent flooding problem since the City received in excess of five inches. He stated the City has underground storm sewers in some areas and the state has some underground storm sewers around US 70. They empty into the playa lakes and eventually into Running Water Draw. The cost of installing and maintaining a storm water sewer system citywide would be around $15 million. Being that we do not usually receive this much rain, it would not be worthwhile to pursue such an effort.
