HomeMy WebLinkAbout99 0810 min MINUTES CITY COUNCIL MEETING City of Plainview August 10, 1999 The City Council of the City of Plainview met in a regularly scheduled meeting on Tuesday, August 10, 1999 at 7:30 p.m. The Council met in pre-session at 7:00 p.m. Notice of this meeting was posted in City Hall at 5:00 p.m. on August 3, 1999. Mayor Lloyd C. Woods presided. Councilmembers present were: Sam Parker-Precinct 1, Mary Jane Shanes-Precinct 2, Ross Owen-Precinct 5, Bobby McGehee-Precinct 6, and Irene Favila-Precinct 7. Staff members present were: Norman Huggins-Asst. City Manager, Wally Hatch-City Attorney, John Berry-Director of Public Works, John Castro-Director of Community Services, Dale Simpson-Director of Civil Service, Gary Glass-Fire Chief, Rusty Reese-Parks Superintendent, Will Mull-Police Chief, and Karen McBeth-city secretary. News media present: Richard Orr-Plainview Daily Herald, Wayland Baptist University television crew. OPEN MEETING 1. Invocation - The Honorable Lloyd C. Woods Pledge of Allegiance - Ross Owen 2. Recognitions - There were none. Consent Calendar - Councilmember Bobby McGehee moved to adopt the Consent Calendar with the exception of item (e), which is to be tabled. Councilmember Owen seconded the motion. Mayor Woods and Councilmembers Parker, Shanes, Owen, McGehee and Favila voted "yes" on the motion. a) b) c) d) Minutes of July 23, 1999 and July 28, 1999 were approved. Departmental Reports were accepted Expenditures were approved. Excused Absences were extended to Rey Rosas and Mike Hutcherson for this meeting. Sam Parker, Mary Jane Shanes, Rey Rosas and Mike Hutcherson were extended excused absences for August 5, 1999. e) Approval of a contract with Parent's Place, Inc. to provide various services for the citizens of Plainview. This item was tabled. Ordinance No. 99-3227. An emergency ordinance of the City of Plainview amending Ordinance No. 98-3186 to appropriate funds within the Wastewater Treatment Plant Department to acquire a de-watering box and associated equipment for the fiscal year 1998-1999 and authorize the City Manager to purchased a de-watering box and associated equipment for the fiscal year 1998- 1999. Ordinance was adopted as an emergency. Minutes August 10, 1999 Page I of 3 g) Consider an agreement for the use of the Softball Complex in Running Water Draw Regional Park by the Plainview Independent School District. Agreement was approved. h) Board, Committee and Commission appointments. Planning and Zoning Commission. No appointments were made. REGULAR AGENDA Ordinance No. 99-3221. Zone Case//679. An ordinance amending the zoning map of the City of Plainview, Texas, rezoning of Lot 1, of the Shady Lane Subdivision, address being 2010 E. 5~ Street, Plainview, Hale County, Texas from an (A) Agricultural Zone to a (C-3) General Commercial Zone; Cumulativeness clause; Conflicts clause; Severability clause; And effective date. Second reading. Mayor Woods made the motion to approve Ordinance No. 99-3221. Councilmember McGehee seconded the motion. Mayor Woods and Councilmembers Parker, Shanes, Owen, McGehee and Favila voted "yes" on the motion. None voted against. 5. Consi der a request from the Hale County Senior Citizens Association for funding. Helen Fields, Executive Director of the Hale County Senior Citizens Association addressed the Mayor and Council. She told the Council the Association is requesting financial assi stance from the City due to rising costs of insurance, wages, food and utilities. The Senior Citizens Association's goal is to be self-supporting. They are the only senior organization in a 15 county area that receives no federal funding. Six years ago the Association asked the City for financial assistance ($60,000 over a six-year period) and hoped they would not to have to ask again. The Association serves hot, nourishing meals to approximately 1,200 people a year; provides health screening tests; recreational facilities and social contact for any senior citizen. The Association's budget for this year is $175,000. Funds are received from individual donations, Hale County, and the income from trust accounts. Only the income from the trusts can be used, never the principal. The money from the trusts amount to about $30,000 per year. The United Way provides $20,000 per year. In the past the South Plains Association of Governments provided approximately $46,000 annually but not now. Mrs. Fields asked the Council for $10,000 for the fiscal year 2000. Councilmember McGehee asked if the Association is serving more or less people than in years past? Mrs. Fields said each year they are serving more and more. Councilmember Owen asked what percent of the people served were from Plainview? Mrs. Fields said approximately 90% were from Plainview and 10% from surrounding communities. Mayor Woods moved to approve $10,000 for the Senior Citizens, payable in October of 2000. Councilmember Owen seconded the motion. Councilmembers Parker, Shanes, Owen, McGehee, Favila and Mayor Woods voted "yes" on the motion. None voted against. 6. Annual report on the Plainview Parks Department. Parks Superintendent Rusty Reese reported the Parks Department purchased some new equipment this year, which has been of great assistance to the park workers. Improvements were made to the Jaycee Baseball field, and the 16th Street swimming pool. New irrigation systems in three parks have made a 63% reduction in water consumption compared to the same period last year. Part of this is due to the good rainfall, but part of it is due to the new irrigation systems. A new tree nursery has been implemented at Regional Park. Currently there are 100 trees planted and are awaiting the arrival of 100 more. The City received a grant that assisted in purchasing the trees. 7. Open Forum. Hear citizen's requests and comments per Open Forum Policy. No on spoke. 8. City Council commercial - Councilmember Mary Jane Shanes. Councilmember Mary Jane Shanes told the group that the Faith In Sharing House (FISH), located at 504 Joliet provides food for needy people throughout the year. She encouraged everyone to donate food to FISH. Adjournment. ~ Councilmember Shanes moved to adjourn the meeting. Councilmember Owen seconded the motion. Mayor Woods and Councilmembers Parker, Shanes, Owen, McGehee and Favila voted "yes" on the motion. None voted against. The meeting adjourned at 8:08 p.m. Passed and approved on August 24, 1999.
