and gave the recommendations for each item.
1. Approval of September 24, 2018 meeting minutes: Danny Murphree made a motion
to approve minutes of September 24, 2018 as presented. Nicole Ramirez seconded the
motion. Motion carried unanimously.
2. ZBA-18-36: Consider the request of a special exception of the minimum front set
back authorizing the construction of a Carport under the City of Plainview Zoning
Ordinance Section 37.2.2(H) Special Exceptions. The location described as Block
5 N66.5'-1 Unit 1 of the Brock Addition, Plainview, Texas, Hale County, also known
as 3201 W 14 th Street.
Applicant is requesting a special exception to construct a 21 x 24 carport in front of his
home. This particular neighborhood is one where garages are present with a majority of
the homes in the area, the applicant's home does have an attached garage. 20 letters
were sent to the neighbors. Received 1 letter in favor.
It is of staff's opinion that the construction of the proposed carport would disrupt the
general character and streetscape of this block, and would set a precedent that would
allow other structures to be built. Based on The City of Plainview's Zoning Ordinance, it
is of staff's opinion that the request be denied.
Nicole Ramirez made a motion to deny the variance based on the request and not allow
the applicant to build a carport in the front yard setback. Danny Murphree seconded. The
motion was carried unanimously. The Board found that the request did not meet the
conditions set forth in Section 37 of the City of Plainview Zoning Ordinance.
3. ZBA-18-39: Consider the request of a special exception of the minimum front set
back authorizing the construction of a Carport under the City„ of Plainview Zoning
