HomeMy WebLinkAbout99 0713 min MINUTES Plainview City Council July 13, 1999 The Plainview City Council met in a regular City Council Meeting in City Hall on Tuesday, July 13, 1999. The notice and agenda of this meeting were Posted in City Hall at 5:00 p.m. on July 6, 1999. Mayor Lloyd C. Woods presided. Councilmembers present were: Sam Parker - Precinct 1, Mary Jane Shanes - Precinct 2, Rey Rosas - Precinct 3, Mike Hutcherson - Precinct 4, Ross Owen - Precinct 5, and Bobby McGehee - Precinct 6. Councilmember Irene Favila was absent. Staffmembers present: Jim Jeffers - City Manager, Wally Hatch - City Attorney, Norman Huggins - Director of Finance, John Castro, Director of Community Services, William Mull - Police Chief, Gary Glass, Fire Chief, John Berry - Director of Public Works, Del Essary - Superintendent of Solid Waste Management, and ChriStina Bonner - Deputy City Secretary. Media 1. present: Richard Orr - Plainview Daily Herald and the Wayland telecommunications dept. Invocation was given by the HonOrable Mary Jane Shanes and the Pledge of Allegiance was lead by Mayor Lloyd WoOds. Mike Dickey and Kent Smith were recognized for the excellent job they do. They were also commended for their diligent actions in helping to revive a man who was found unconscious behind the wheel on July 5, 1999. Because of their actions a man's life was saved. Council member Owen motioned that the consent calendar be adopted, tabling item F. Council member Parker seconded the motion and the vote was anonymous. a) b) c) d) Minutes of June 17 and June 22, 1999 were approved. Departmental Reports were accePted. Expenditures were approved. An excused absent was granted to Irene Favila for this meeting. e) Ordinance No. 99-3219. An ordinance amending Ordinance No. 98-3186 to appropriate funds in the 1998-1999 Budget of the City of Plainview, as such pertains to Parent's Place, Inc. Ordinance was approved. f) Approval of a contract with Parent's Place, Inc. to provide various services for the citizens of Plainview. This item was tabled. g) Minutes 99 0713 Ordinance No. 99-3222. An ordinance of the City of Plainview, Texas, amending SeCtion 24-158 of the Code of Ordinances to establish a maximum rate of speed for vehicles traveling Northbound and Southbound on Joliet Street; Providing for a penalty; Cumulativeness clause; Conflicts claUse; Severability clause; And effective date. Ordinance was approved for first reading. Page 1 of 3 REGULAR AGENDA ITEMS Kevin Moseley ofMcMillan, Moseley, & Riddle LLP performed the annual indepent audit. Mr. Moseley stated the City is in good financial condition. The Council thanked Mr. Moseley for his report. 4a. Ordinance No. 99-3220. An ordinance amdning the zoning map of the City of Plainview, Texas, to rezone property located at 405 iN. Ennis Street from a Single Family Residential (R-l) Zone to a Multi-Family (MF-1) District; Cumulativeness clause; Conflicts clause; Severability clause; And effective date. Second reading. Mayor Lloyd Woods motioned that Ordinance 99-3220 be adopted. Council member Owen seconded the motion. The Mayor Woods and Councilmembers Parker, Shanes, Rosas, Hutcherson, Owen, and McGehee voted "yes" on the motion to adopt. None voted against. Ted Patton of Crime Stoppers presented a brief report regarding the agreement providing for $3,000 to assist with the annual administrative costs. He said this past year 637 arrests were made and 704 cases were filed. The administrative costs cover travel, office supplies, and communications (phone). The reward money comes from a different source and can not be used for anything else. Councilmember Rosas moved to approve the agreement. Councilmember Hutcherson seconded the motion. Councilmembers Parker, Shanes, Rosas, Hutcherson, Owen, and Mayor Woods voted "yes" on the motion. None voted against. Mayor Lloyd Woods thanked him for the good job they are doing. Ordinance No. 99-3224. An ordinance amending Ordinance 98-3186 to appropriate funds within the Fire Department to finance completion of the S.W. 3ra Fire Station and to finance needed repairs on equipment for the fiscal year 1998-99. First reading. The following is the projected costs of the new fire station: Already paid out Expenditures to come Total Cost Amount already budgeted Budget overage Automotive equipment repair Total amended $ 107,188 49 $ 88,584.95 $1,016,373.44 $ 750,000.00 $ 266,373.44 $ 15,500.00 $ 281,873.44 If all of the money requested is not used than it would be returned to the general fund. The City is doing the work they can themselves in order to cut costs. Councilmember McGehee moved to adopt the budget amendment for the completion of the S.W. 3ra Fire Station. Councilmember Hutcherson seconded the motion. Councilmembers Parker, Shanes, Rosas, Hutcherson, Owen, McGehee, and Mayor Woods voted "yes" on the motion. None voted against. 7. Ordinance No. 99-3223. An Ordinance amending the Zoning Ordinance of the City of Plainview, Hale County, Texas, SeCtion 8, radio, television and microwave towers; Cumulativeness clause; Conflicts clause; Severability clause; And effective date. First reading. Minutes 99 0713 Page 2 of 3 The purpose for the communication towers ordinance deals with the restrictions/regulations of the following areas: zones, landscaping, parking lots, residential areas and structures, and bonds. Councilmember McGehee moved to adopt the new ordinance. Councilmember Rosas seconded the motion. Councilmembers Parker, Shanes, Rosas, Hutcherson, Owen, McGehee and Mayor Woods voted "yes" on the motion. The ordinance passed. The annual report from the Solid Waste and Recycling department was presented by Del Essary. This department has a total of 22 employees. They operate as an enterprise fund. The City has a Type 1 landfill such as large cities have. Eighty-three percent of the materials brought to the recycling center are recycled. Through the services they provide the landfill directly and indirectly pays for itself. On July 30, 1999 there will be a grand opening for the Plainview Recycling Center. Del invited citizens to get more involved in recycling through Pitch in Plainview. Jeffers commended Del for all he does. Del started from the bottom as a solid waste department driver and worked his way up "to the top of the heap" at the landfill. A lot of the things he does is on his own initiative. Council member Owen extended his appreciation of the work they do. 9. Sam Parker presented the commercial regarding Wee Care Child Center. Mayor Lloyd Woods thanked the men from Wayland Baptist University and Dr. Davis for taking the time to come down and tape the meetings. 10. Councilmember Owen moved to adjourn the meeting and Councilmember Hutcherson seconded the motion.
