Council Members absent: Mary Jane Shanes, Buddy McGehee, and Irene Favila. City officials present: Jim Jeffers - City Manager, Gary Glass - Fire Chief, Dale Simpson - Civil Service, John Castro - Community Development, Will Mull - Chief of Police, Pat Hernandez - Judge Municipal Court, Wally Hatch - City Attorney, Norman Huggins - Finance Director, and Christina Bonner - Deputy City Secretary. Media present: Richard Orr - Plainview Daily Herald. Invocation - John Castro Review City Council Agenda for June 22, 1999. Authorize the City Manager, or his designee, to approve change orders up to $25,000 on the S. W. 3ra Fire Station. This does not necessarily mean there will be a $25,000 change it is just a precaution for unexpected changes in the project. Councilmember Parker expressed concern with the proposal. Approval of the Combination Preliminary and Final Plat of the Bryan Addition, Unit #11 (outside City Limits). On Monday, June 14, 1999 John Castro went before the Commissioners Court which approved the plat. Adoption of a Policy pertaining to City Council Precinct Meetings. This policy would make the meetings voluntary. Each precinct can have one precinct meeting every eighteen months if they wish. These meetings will be set at the same time of regular council meetings. · Ordinance No. 99-3219. Amends ordinance No. 98-3186 to appropriate $5,000 for Parents Place Inc. Approval of contract with Parents Place Inc. (PPI) to provide various services for the citizens of Plainview. Contract states City will allot PPI $5,000 if PPI provides various services listed. PPI dOes need insurance, and PPI is working to secure such. Ordinance No. 99-3218. An ordinance authorizing the issuance of a Specific Use Permit to operate an outdoor amusement (miniature golf course) in a Commerdal General Business (C-3) Zoning District, at 1011 W. 5th Street. Since this item was scheduled for second reading, there was no discussion. City of Plainview Council Minutes June 17, 1999 Page 1 of 2 Ordinance No. 99-3220. An Ordinance amending the zoning map of the City of Plainview, Texas to rezone property located at 405 N. Ennis Street from a Single Family Residential Zone to a Multi-Family District. Property was originally zoned Multi-Family District but lost its non- conformity status when it was not used for several months. Central Plains MHMR now needs to reinstate that status so their substance abuse program from the Borger House may be moved back to 405 N. Ennis Street. The reason for moving is because of difficulties with the fees from HUD (the Borger house is HUD assisted). Pam Berry and the property owners from the lot NOrth of 405 N Ennis spoke in opposition to the rezoning, because they did not know what the property was going to be used for. A letter was sent to the surrounding area telling them if they had issues with this amendment to call the City planning department, no phone calls have been received. The Planning and Zoning Commission recommended approval. There were no City Council reports. The Council was advised the YMCA and the new Plainview Softball Association were working to reach an agreement as to who would run the Softball Corn plex in Running Water Draw Regional Park.
